This figure refers to assistance provided that was it not available, would have resulted in loss of life or severe risk of loss of life or protracted hospitalisation, according to the organisation’s end-of-year review. The Coast Guard’s marine rescue coordination centres (MRCCs) at Malin Head, Valentia Island and Dublin operate on a 24/7 basis. In the past year, the three centres managed a total of 2,650 incidents, a rise when compared to 2017 (2,503 incidents). The report notes that the Coast Guard’s core safety message is ‘Stay Afloat – Stay in Touch’. This approach highlights the importance of never engaging in any commercial or recreational boating activity without wearing a fully serviced life jacket or personal flotation device coupled with a capacity to raise the alarm via means such as a VHF radio, personal locator beacon or mobile phone. MRCC Dublin serves as the national point of contact for processing electronic satellite-based safety alerts. In 2018, MRCC Dublin processed a total of 137 electronic transmissions – the majority of which proved to be false, arising from accidental activation or out-of-date equipment no longer in service. The Coast Guard has emphasised that this should not detract from the value of such devices and highlighted the importance of all users being familiar with their operation and inbuilt test mechanisms. Coast Guard helicopter services are provided under contract by CHCI, which operates a fleet of Sikorsky S92 helicopters out of bases in Dublin, Shannon, Waterford and Sligo. Helicopter services at each of the four bases are on 15-minute standby notice by day and 45 minutes by night. As well as its primary role of provision of maritime search-and-rescue services, the Coast Guard provides a round-the-clock medical evacuation service to the offshore islands. In 2018, the Coast Guard flew a total of 102 medical missions from islands to the mainland, 35 more than in 2017. Coast Guard helicopters also conducted eight long-range offshore medical evacuations in addition to coastal and inshore search-and-rescue missions. Coast Guard helicopters also provide helicopter emergency medical service for the HSE and National Ambulance Service, including inter-hospital transfers. The busiest inter-hospital transfer routes are from Letterkenny and Sligo to University Hospital Galway. Coast Guard helicopters have flown in excess of 670 missions this year, of which 119 were conducted on behalf of the HSE. Coast Guard helicopter services also include inland searches for missing people and medical evacuations in support of An Garda Síochána and mountain rescue teams. The Coast Guard has a membership of about 1,000 volunteers, with units delivering boat, cliff and shoreline search-and-rescue services as well as supporting their local communities during emergencies such as inclement weather. “These community services were to the forefront during storm Emma in March when major challenges were experienced in reaching essential services,” the report notes. Coast Guard volunteers provided emergency transport to healthcare staff, conducted patient transfers and provided support to isolated homes. Overall, volunteer Coast Guard units were tasked on a total of 1,185 separate occasions throughout the year Coast Guard Director Chris Reynolds said: “I want to particularly acknowledge the

commitment and professionalism of our volunteer members. “In addition to the three core services that they provide they are an integral part of community resilience and continually act as the eyes and ears of our RCCs in assessing and responding to any coastal emergency.” The Royal National Institution (RNLI) is categorised as a declared resource to the Coast Guard which means that each station can be directly requested to respond to individual incidents. The RNLI was requested to launch on 836 occasions this year. Reynolds stressed the importance of raising the alarm in time. If you can raise the alarm and you can stay afloat then you have an outstanding chance of being rescued by our world-class rescue service “If you see somebody in trouble or if you think they are in trouble at sea, on the water or along the coast dial 112 or 999 and ask for the Coast Guard.” Source : the Journal

Mexican Army Starts Major Crackdown On Fuel Theft By Tsvetana Paraskova Mexico’s military have taken control over 58 key fuel installations in the country, including refineries, upon orders by new President Andres Manuel Lopez Obrador, who has vowed to fight corruption and fuel theft within and outside state-run energy company Pemex. Lopez Obrador unveiled a plan on Thursday to increase the presence of military and the use of the army in fighting rampant fuel theft that has been costing Mexico’s state firm Pemex billions of dollars annually. According to Pemex’s own estimates, the losses from fuel theft over the past three years have reached US$7.5 billion (147 billion Mexican pesos). According to Lopez Obrador, authorities are also involved in widespread fuel theft.“This is the theft of national assets, of public funds, of money that belongs to all Mexicans,” Reuters quoted Lopez Obrador as saying

at a regular news conference on Thursday. On Friday, the Mexican army took control of refineries of Pemex across the country, where unionized workers were blocking the access to some of the sites, UPI reports, citing the Excelsior newspaper. Mexican media report that three officials at Pemex, suspected of having facilitated fuel theft, had already been arrested for the alleged crimes. The three Pemex officials have been sacked and will be facing criminal charges, Mexico’s Attorney General Alejandro Gertz Manero said at Lopez Obrador’s news conference on Thursday. Pemex’s new management are aware of the fact that company employees have been complicit in fuel theft and moved to deal with the problem, Gertz Manero said. Illegal taps on Mexican fuel pipelines jumped by 45 percent annually between January and October 2018, according to Pemex’s latest report on fuel theft. Earlier this year, former Pemex chief executive Carlos Alberto Treviño Medina said that fuel theft was expected to cost the state oil company as much as US$1.78 billion (35 billion pesos) in 2018. Apart from rampant fuel theft, Pemex also has to cope with declining domestic oil production, which hit in October one of the lowest monthly production rates since 1990 when records began. The PACIFIC TREASURES at Marsden point Photo : Bryan Shankland © Lifeboat Damaged After Falling from Carnival Cruise Ship By Emrys Thakkar One of the lifeboats has fallen from CARNIVAL DREAM while the ship was at sea in the Gulf of Mexico on Saturday afternoon heading back to New Orleans. Thankfully no crew members were on board the small boat at the time and it is believed the lifeboat just broke free from the cruise ship. Passengers have been posting on social media of the damaged lifeboat which has a large hole at the front. The Carnival cruise ship turned around and came to a stop. According to the Mum’s Travel Blog, the incident occurred at around 2:00 PM and ship officers could be seen with binoculars having a good look at the lifeboat which had floated away from the ship. The site went on to mention that the crew launched another lifeboat to go and investigate. There were three crew members and one had a large stick to bring the stricken boat alongside. After at least an hour it was decided to leave the damaged lifeboat at sea as it was impossible to connect and raise back to the CARNIVAL DREAM. SOCAR built and installed new offshore platform at Bulla-deniz field On December 24 a new stationary drilling platform built by SOCAR Oil and Gas Construction Trust at the Bulla-Deniz field was commissioned in a ceremony attended by Rovnag Abdullayev, President of SOCAR and other senior officials. The platform was projected by the in-house Oil & Gas Research and Design Institute and the construction started in 2017. It was designed for drilling of one exploratory and four production wells. The platform was constructed in 30-meter sea depth and its deck is 12 meters above the sea. The average depth of wells will be 6300 meters. After commissioning of the wells the platform is expected to produce 2.5 million cubic meters of natural gas and 500 tons of condensate per day. The drilling will be carried out by ZJ-70DBS drilling rig. The rig has 46,6 meter high tower, which will enable to drill down to 7000-meter depth from the rotor’s level. Drilling and exploitation works are scheduled to be carried out simultaneously. The wells will be operated by N.Narimanov Oil and Gas Extraction Department of SOCAR’s production unit Azneft. SOCAR President Rovnag Abdullayev said: ''Guided by the instructions of President Ilham Aliyev, SOCAR has become a big international group of companies over the past 15 years. Today it represents Azerbaijan as its global brand and it creates value and income for the country. We are investing on time also in our traditional fields of activity, such as exploration and production, to ensure the continuous supply of the new industrial facilities in Azerbaijan and abroad with crude materials, and most importantly, to meet the needs of the Azerbaijani people in fuel and petrochemical products. Thanks to the determination and hard work of Azerbaijani oil workers, SOCAR has achieved significant growth in production during last 11 months. The new platforms based on modern technologies like Bulla-Deniz-12 will ensure the sustainability of our successes. This is one of the most important projects that were realized with the guidance and support of Mr. President, so the oil workers presented it as a gift to him and Azerbaijani people on his birthday.'' The platform was built to the highest environmental, safety and fire prevention standards and requirements. It has four blocks in the platform’s production area and one in its residential area, a helideck, four jetties and four boarding and landing areas, as well as a comfortable and safe residential building to accommodate 36 people. Bulla-Deniz field is located in the northern part of the Baku archipelago, 10 km south-east from the Sangachal-Duvanny-Khara Zira island field. The structure was discovered in 1957 by seismic exploration, deep exploration drilling started in 1965. However, initially the drilling of the first 17 wells was not completed due to complicated geological conditions. Under the northern delivery-2018 FESCO vessels transported 157 000 tons of vital goods to the residents of the Northern Territories of Russia, FESCO says in a press release. During this summer-autumn navigation, lasted from June to December, FESCO fleet delivered 18 000 tons to Magadan, 29 400 tons were delivered to ports of Chukotka Autonomous Okrug, 110 100 tons of cargo food, consumer goods, motor vehicles, coal and fuel were transported to Kamchatka Krai. This year under the northern delivery project the following FESCO vessels have been working: the diesel-electric ship “Vasiliy Golovnin”, the timber ship “Abakan”, the general cargo ships “FESCO Pevek”, “FESCO Pioner” and “FESCO Primorye”, as well as self-propelled barges for unloading on unequipped coast. Moreover, transport vessels “Kapitan Krems”, “Ussuri”, “FESCO Posyet” and “FESCO Primorye” were involved in seasonal transportations on container shipping service “FESCO Anadyr Direct Line” (FADL) and carried 1 546 TEUs (total weight 24 100 tons) to Chukotka. During 2017 under the northern delivery FESCO worked only in the direction of Chukotka and delivered 21 000 tons of cargo and 1 264 TEUs (with a total weight of 16 186 tons) to the region on the coastal service FADL. FESCO ice-class vessels annually deliver cargo to the northern ports of Russia during summer navigation period from May to November, thus FESCO successfully provides areas with limited navigation periods with consumer goods. Tourist bosses have said they are detecting a “lot of interest” in the north-east as a destination for cruise ship operators. A £350 million harbour expansion is under way at the Bay of Nigg, which will begin to welcome cruise ships when it opens in 2020. Yvonne Cook, head of tourism development at Visit Aberdeenshire, described the new Aberdeen South Harbour as a “game changer” for the cruise market in the north-east. She said: “It allows much larger ships to come to Aberdeen – up to 300 metres in length – for quayside disembarkation, thereby negating the need to tender passengers in by smaller boat. “VisitAberdeenshire and Aberdeen Harbour Board are building good relations with cruise ship companies and shore excursion companies with a view to securing their business. “We are detecting a lot of interest in the north-east of Scotland as a cruise destination.” The tourist organisation has been working with local businesses to make them aware of the opportunities available in the cruise market and to provide information on what cruise companies are looking for. Ms Cook added: “We have produced a ‘Being Cruise Ready’ business opportunities guide (available on www.visitabdn.com ) to help answer many of the questions business may have. “We work alongside Aberdeen Harbour Board, the local authorities and Aberdeen Inspired to ensure that preparations are in place to offer a warm welcome and to make it as easy as possible for cruise ship passengers to travel around the city and region while the ship is in port. “It’s also important to remember that the existing harbour in Aberdeen and indeed Peterhead will continue to host smaller vessels.” Keep up to date with the latest news with The Evening Express newsletter Chris Foy, chief executive of VisitAberdeenshire, said their long-term aspiration is for cruise companies to begin their voyages from the city as it increases the time visitors spend in the city. He said: “It would be aspirational for that to happen but we recognise the reality that operators need to have the confidence that their core business can be serviced before they take the plunge. “Both the harbour and ourselves can see that as a long term opportunity particularly because the ship’s crew can moor along the side, not like in the Forth where they have to moor up in the middle of the river and come into Edinburgh by boat. “So it would make life a lot more logistically easier there but I think that’s a long-term aspiration. We need to secure the bread and butter business first.” Mr Foy added a number of cruise ship operators have already confirmed they will call at the new harbour when it opens. He added: “That’s a positive start to have businesses willing to come into something that is untested and not built yet. “When our team and the harbour’s team are out talking to cruise companies, they’re getting very positive responses from operators in the UK and Europe.

The ship will also dock at Edinburgh and Invergordon before going up to Shetland and Orkney and down the west coast of Scotland, before finally disembarking in Dublin. According to the company’s press release, revenue from the company’s basic activities totaled RUB 20.9 billion; rental revenue – RUB 3.1 billion; revenue from other activities – RUB 2.9 billion. The number of calls to the ports covered by Rosmorport’s activities exceeded 390,000. The services of Rosmorport’s vessel tracking management system were rendered to more than 900,000 vessels. The number of pilotage operations performed by FSUE Rosmorport exceeded 180,000. The company invested RUB 9 billion of its own resources in modernization and construction of new port infrastructure facilities. The scope of dredging performed by FSUE Rosmorport totaled 8 million cbm in 2018. At 1320 hours on Friday, the Main Rescue Center (HRS) for northern Norway received a distress message from the NORTHGUIDER. The trawler had gone aground in the Hinlopen Strait (Hinlopenstretet). Her crew reported that she had taken on water in the engine room and had a heavy list. Both of the government of Svalbard's two rescue helicopters were immediately deployed to the scene. The first rescued 10 of the Northguider's crewmembers at 1500 hours, and the second helicopter lifted off the remaining four crewmembers at 1600. Conditions on scene were severe: the location of the grounding is at about 80 degrees North latitude, well above the Arctic Circle, and the area is in the middle of its long polar night. The temperature was about -10 degrees F (-23 C), with snow and wind. "It is a rescue operation . . . in a place that is far from people, there are difficult communications and it is demanding weather in the area. There have been no vessels nearby to rely on. We have been dependent on the helicopter resources on the spot," said Deputy Police Minister Nordland Heidi Kløkstad, speaking to NRK. With the crew safe, the response effort has turned to salvage. The NORTHGUIDER has about 330 tonnes of diesel on board, and the site of the grounding is in a sensitive protected area. Winter ice is slowly encroaching on the strait, limiting the amount of time available for a response. On Sunday evening, the Norwegian Coast Guard vessel SVALBARD will set sail from Sortland to Svalbard on a mission to board the NORTHGUIDER and conduct a damage assessment. The Svalbard's crew will also attempt to remove the diesel from the Northguider's tanks, and if it appears possible, they will also try to refloat her. Heerema vangt twee keer bot met aanvraag investeringsaftrek Sleipnir De Heerema Groep heeft tot twee keer toe bot gevangen bij de aanvraag van een energie-investeringsaftrek voor het nieuwe megakraanschip SLEIPNIR. De aftrek via de EIA-regeling was aangevraagd voor het onderwaterschip van de SLEIPNIR.

Een en ander blijkt uit een uitspraak van het College van Beroep voor het Bedrijfsleven die onlangs is gepubliceerd. Eerder had het ministerie van Economische Zaken de aanvraag afgewezen, maar Heerema was in beroep gegaan. Het halfafzinkbare varende kraanplatform wordt op dit moment in het Verre Oosten gebouwd. Eenmaal voltooid is het het grootste in zijn soort met een afmeting van 220 x 102 meter en twee megakranen die samen een maximaal hefvermogen opleveren van 20-duizend ton. Heerema had een aanvraag voor een EIA-investeringsaftrek gedaan voor de rompen van de SLEIPNIR waarop het gedeeltelijk afzinkbare kraanschip drijft als het vaart. In de aanvraag ging het om de 'energie efficiënte floater en voortstuwing NSCV (New Semi-submersible Crane Vessel).’ De rompen bestaan volgens de gegevens uit 'afzinkbare drijflichamen (pontons) die in de waterlijn gepositioneerd worden tijdens het varen. Hierop staan kolommen die een dek ondersteunen waarop onder andere de kranen staan. De pontons zorgen ervoor dat het schip met relatief weinig energie door het water beweegt.' Het ontwerp van de pontons van de SLEIPNIR was er volgens Heerema op gericht de prestaties van het schip met name tijdens het varen te verbeteren ten opzichte van bestaande

kraanschepen en het energieverbruik van de motoren te verminderen. In 2015 diende het bedrijf een aanvraag in onder EIA-code 420000 op de zogenaamde Energielijst 2015 voor 'technische voorzieningen voor energiebesparing bij nieuwe processen.' Heerema gaf aan dat het om een investering van 50 miljoen euro ging. Het ministerie wees de aanvraag af. Volgens de Rijksdienst voor Ondernemend Nederland (RVO) droeg het gestroomlijnde en energiezuinige onderwaterschip weliswaar bij aan brandstofbesparing tijdens het varen, maar was dit niet deel van het productieproces van het kraanschip. Daarom viel de investering niet onder de genoemde EIA-code 420000 waaronder het was aangevraagd, vond de Rijksdienst. Dat er tijdens het varen continu zo’n driehonderd mensen aan boord voorbereidende werkzaamheden verrichten voor het installeren of afbouwen van installaties, zoals Heerema aanvoerde, maakt dat niet anders, vindt het college. De Rijksdienst had bij het beoordelen van de aanvraag vervolgens ook nog gekeken of de investeringsaftrek misschien onder de EIA- code 440000 (technische voorzieningen voor energiebesparing bij nieuwe transportmiddelen) zou kunnen vallen. Maar de drijfpontons vielen ook hier buiten de boot omdat categorie 440000 alleen van toepassing is voor wegvoertuigen, binnenvaartschepen en treinen. 'Er wordt daarom niet voldaan aan de definitie van een transportmiddel in de regeling. De investering komt daarom niet in aanmerking voor EIA', was het oordeel. Heerema deed tot slot nog een beroep op het gelijkheidsbeginsel. Want volgens het bedrijf had het ministerie een aanvraag voor EIA-aftrek door de eigenaar van een vissersschip, de Immanuël, wel goedgekeurd. In dat geval waren diverse energiebesparende maatregelen toegepast waaronder 'een slimme vormgeving van de romp waardoor de weerstand laag is’. With extreme effort of Indian seafarer welfare board (ISWB), Abandoned 21 crew members of Liberia flagged cargo ship M.V EVANGELIA M returned to their home country Philippines after being abandoned for almost six months at Port of Kakinada, India. The seafarers were abandoned in the Port of Kakinada by the vessel Owner Sea Majesty Incorporated, Liberia and Managers Athenian Ship Management, Greece. The mariners were bereaved of their wages, basic provisions, fuel and essential first aid supplies. “The Indian Seafarers Welfare Board (ISWB) is currently dealing with the welfare and legal issues of Seafarers in Indian Ports and also assisting Foreign seafarers in distress and abandonment in Indian Ports” The Port Welfare Committee of Andhra Pradesh and Sea Mission International has extended their welfare support to the abandoned seafarers and supplied necessary provisions and drinking water to crew members. The abandoned crew of EVANGELIA M had been repatriated to Philippines safely. The Captain and Crew members expressed their sincere thanks to Capt. Shailesh Tiwari and Mr. N. Reuben Paul, N. Ravindra Babu Sea Mission International, Centre for Seafarers and Maritime Workers Union (Member of ISWAN, UK), FSUI, Port Welfare Committee of Andhra Pradesh and Philippine Embassy for their coordinated efforts and commitment towards seafarer welfare. Capt. Shailesh Tiwari, Legal Expert of ISWB and Mr. Reuben Paul have assisted crew members for their legal and welfare issues. The Sea Mission with help of the Philippine Manning Agency EVIC Human Resources, have supplied provisions, fresh water and bunkers during the vessel Blackout at port of Kakinada. The ISWB assisted crew member to file a case in Hyderabad High court for their pending wages and also for their safely repatriation.

The Honorable High Court of Hyderabad has arrested the vessel and ordered port officer to repatriate all crew members to Philippine at the soonest. The Crew members have been repatriated to their home country and waiting for their pending wages, which will expedite after auction of vessel. The Embassy of Philippines in New Delhi has sent special thanks and extended their gratitude to Mr. N. The transaction was subject to approval by Norwegian authorities.Aker BP said on Friday, December 28 that all closing conditions had been fulfilled, and the closing of the transaction had taken place.King Lear is a gas/condensate discovery that was made in 1989 in blocks PL 146 and PL 333 in the Ekofisk area of the NCS. Net recoverable resources are 77 million barrels of oil equivalent.King Lear is located approximately 50 km south of the Ula field center. Singapore Pursues $1.1 Billion Port Development

The Maritime and Port Authority of Singapore (MPA) has signed an agreement for a US$1.1 billion second phase development of Tuas Terminal — set to boost the total port capacity by 21 million TEUs by 2027. Japanese Penta Ocean, South Korean Hyundai and Dutch Boskalis all signed the agreement with the MPA to undertake the development work.The second phase of development, a four-stage operation, will include the design and construction of 387 hectares of reclaimed land surrounded by 9.1km of caisson walls. When fully developed by 2040, the terminal will have the capacity to handle 65 million TEUs annually — with almost all port functions moved from Singapore’s Central Business District moved over to it. The signing of the agreement for the development of the Tuas Terminal, involving Penta Ocean, Hyundai, Boskalis and the MPA. This is set to make Tuas the world’s biggest fully-automated port, with the ability to handle twice the amount of the total cargo that currently moves through Singapore. Along with this agreement, MPA has also signed six other agreements with local and international companies at the Singapore Maritime Technology Conference —to promote innovation, boost efficiency and develop maritime operations. One such agreement has partnered the MPA with ST Electronics, an arm of ST Engineering, and Norwegian Kongsberg Norcontrol to work on the Next Generation Vessel Traffic Management System (NGVTMS) Innovative Programme. The two companies will co-invest $7.5 million to create a NGVTMS Lab to research and develop innovative navigation safety and security technology and operations and help improve maritime operation efficiency. Immingham chosen by Government to be emergency ferry port if Brexit deal collapses DFDS among ferry companies paid by Government to lay on extra sailings if Brexit deal fails Immingham has been identified as an emergency ferry port to bring in essential supplies in the event of a no-deal Brexit. The Government has paid Danish-ferry firm DFDS to run extra sailings to the Humber port as part of a £100m package to ease potential problems if the Brexit deal collapses. There are concerns if the Brexit deal isn't agreed before the March 29 planned exit, border checks at British ports could cause major delays, particularly around Dover. The Department for Transport (DfT) has now signed contracts with Danish company DFDS, a major operator from ABP's Immingham docks, French firm Brittany Ferries, and the UK’s Seaborne to ensure the “delivery of critical goods” in the event of no deal. It is believed medicines would be one of the priority cargoes covered under the Brexit deal. Immingham will be used as an extra site along with Poole, Portsmouth, Plymouth and Felixstowe. Contracts were not put out to tender, with the DfT saying it was a “situation of extreme urgency” brought about by “unforeseeable events”. DFDS was awarded a contract worth £47.3m, while Seaborne Freight was given a £13.8m deal.

The contract with Brittany Ferries is worth £46.6m, with the company adding 19 return sailings to three routes between the UK and France. DFDS currently operates almost 20 return sailings a week between Europe and Immingham, from the ports of Cuxhaven in Germany, Esbjerg in Denmark and Rotterdam in the Netherlands. DFDS chief executive Niels Smedegaard, said in August his company was already preparing for a no-deal Brexit as one potential scenario. He told shipping trade site Lloyds Loading List: “Right now, everybody is in planning mode for both a 'hard' and 'soft' Brexit. "So there are lots of plans floating around. We expect people will come to their senses and a (soft Brexit) result will be achieved. However, it this isn't the case, we have our own plans for how we are going to react and are already preparing.” “We are ready if this unfortunate 'hard' Brexit were to occur.” Brittany Ferries chief executive Christophe Mathieu, was reported in the Guardian saying: “Our priority is to prepare for a no-deal Brexit and to create additional capacity “By increasing the number of rotations on routes like Le Havre-Portsmouth we will be able to meet the Department for Transport’s Brexit requirement. “We will also work hard to minimise impact on existing Brittany Ferries freight customers and passengers, although there may be some changes to some sailing times, for which we apologise in advance.” The plans were described as "complete madness" by the Liberal Democrats, who said public money was being spent "recklessly" to prepare for a no-deal outcome. A spokesman for the party said: "It is complete madness to see the Government recklessly handing over £100m on preparing British ports for a no-deal scenario. "The government has the power to stop no-deal at any time but instead is spending millions on last-minute contracts." A spokesman for the DfT said the extra capacity was a "small but important" part of the department’s planning for the possibility of crashing out of the EU without a deal. We’re committed to playing our part in preparing our business and our services so that we can support our customers as they transport their goods in and out of Asia Pacific. So, what are some the trends that are driving these changes? We know that Asia’s continued integration into the global economy has ultimately contributed very significantly to the growth of global trade. Manufacturing value chains have adapted well to utilising abundant labour, and to serving vast new segments of customers. According to McKinsey’s report, Container Transport in 2043, trade flows will become more balanced across global trade lanes as incomes converge between East Asia and developed economies, and as emerging economies in South Asia catch up with global averages. The once overly-simplified concept of Asia as a factory for American and European consumers has become outdated. As a result, intra-regional and north-south trades will likely grow faster than traditional east-west trades. In particular, for double-acting Arctic ships constructed with application of widely used technical solutions, the Rules shall contain the requirements for assignment of an ice class, determination of ice strengthening areas, permissible loads and hull strength, as well as for the ship’s aft, skeg and rudder units. New edition of the Rules has been also supplemented with the procedure for calculation of short-circuit current values for ship’s electric power systems with electrical power distribution for direct current, which application allows for efficiency of the ship operation due to significant fuel economy with the fractional loads of the propulsion plant and other main consumers. Alongside, the Register requirements for assigning corrosion and wear allowance when determining the thickness of the outer shell plating of ice class ships have come into force; consideration of the above parameters is important at the design stage. In addition, the requirements for ice strengthening of the Arctic ships with bulbous bow have been introduced being significant for the ships’ operation both in ice and in open water. One of the most significant changes to be effective in 2019 are the requirements for dual fuel marine engines developed in compliance with IACS Unified Requirements М59 and М78. New introductions are aimed at improvement of effective and safe application of liquefied natural gas as a fuel that is a technical solution on reduction of NOx emissions complying with Amendments to Annex VI to MARPOL designating the Baltic Sea and the North Sea as NOx Emission Control Areas for III Tier, coming into force on 1 January 2019. Many amendments to the Rules relate to the fishing fleet to be renovated due to the measures of State support. 2019 edition has been specified in relation to the structural fire protection of fishing factories, in particular, for fish-processing and similar spaces, permissible number of exits for category A machinery spaces and for the anchor arrangements.Besides that, the requirements for scope and procedure of technical documentation review for automation equipment have been amended. Thus, the structural and installation drawings may be submitted for the RS review at the equipment supply and installation stage not only by a designer, but also by a firm in charge of installation of the automation equipment provided by the suppliers. Starting from January 2019, all the projects submitted to the Register shall be reviewed in the “Ships’ Projects” system that will make possible for the RS customers to follow the process online via an external module. Additionally, in a new year RS will issue the certificate as per form 6.5.31 for the materials and products in electronic format. For representatives of the firms (manufacturers) involved in issue of the certificate together with the RS surveyor an external software module has been developed that allows a customer for simultaneous operation, access to the history and current status of the documents previously submitted to RS.Alongside, a new procedure will come into force for publication of the RS Rules and Guidelines, which starting from 2019 will be posted in a new “RS Publications” section on the RS website. SFL – Acquisition of two 19,400 TEU container vessels Ship Finance International Limited announces that it has acquired two 2016-built 19,400 TEU container vessels and contracted the vessels until late 2033, or for nearly 15 years, to a leading container line on long term bareboat charters. The contracts increase the Company’s fixed rate charter backlog by nearly $470 million, and the charterer has agreed to purchase obligations at the end of the charter period, effectively eliminating residual risk. Ole B. Hjertaker, CEO of Ship Finance Management AS, said in a comment: “This new acquisition broadens our relationship with one of the world’s largest liner companies. Over the last nine months we have added more than $1.2 billion to our charter backlog in a series of accretive acquisitions. In this case, our equity investment is limited to approximately $15 million per vessels as we have secured non-recourse lease financing with a tenure matching the charter period. Happy New Year From DFDS LNG marine fuel gets a push in the United States In November last year, energy supermajor Shell Global, Q-LNG, VT Halter Marine and Wärtsilä began work on an articulated tug barge (ATB). This, one commitment, managed two feats. One, Shell will soon be able to supply LNG fuel to cruise ships along the entire eastern coast of the US. More importantly, it has reaffirmed that LNG is quickly gaining a foothold as the future choice of fuel for the US marine industry. “LNG has been developing in the Far East and Europe for some time. The development in the US has been lagging, the main reason being the lack of a reliable transportation link. The big question has always been – how am I going to get this fuel? The Q-LNG ATB is the missing link in the chain,” says Bill Amundsen, Sales Manager for Marine Solutions at Wärtsilä. “It answers the question of where ship owners / operators are going to get the fuel. It provides a transport link from the liquefaction plant to the ship receiving the LNG, and therefore increases the viability of LNG as a fuel source,” he explains. Shell will be taking the 4000 cubic metre ATB on long-term charter from Q-LNG. The LNG bunker barge fitted with LNG products and solutions from Wärtsilä is one in a host of recent initiatives seeking to solve the logistics and infrastructure challenges that have hindered the adoption of LNG as a marine fuel in the country. In fact, commitments to using LNG as

a marine fuel have increased in the United States in the past few years. In 2016, for example, Harvey Gulf International Marine, inaugurated its first LNG fuelling terminal in Port Fourchon, Louisiana that will service the Gulf of Mexico region. In another case, Eagle LNG, a bulk LNG provider, seeks to construct an LNG liquefaction facility in Jacksonville, Florida, from where ExxonMobil intends to supply fuel to vessels. “I believe there is enough movement in the global market and in the use of LNG as a marine fuel today to propel people into making commitments more regularly. They’re now willing to make a capital investment because the market seems to be moving in that direction,” says Chad Verret, President of Q- LNG, and Chairman of the Board for industry body, SGMF. So, what exactly is moving the market in this direction? Factoring in regulations and cost benefits A key aspect is the looming International Maritime Organization (IMO) emission deadline in 2020. The IMO has set a stringent 0.5% sulphur cap on emissions from marine fuel as compared to the current 3.5%. While vessels can continue running on traditional fuel oils by employing scrubbers or exhaust gas cleaning systems, ship owners are switching to LNG instead. “Ultra-low sulphur diesel (ULSD) is going to be very expensive because starting in 2020, the demand will increase, but the supply will be restricted as there are only so many refineries in the world that can produce it. While the price of ULSD is going to go up, at the same time, natural gas in North America is going to remain relatively flat since we have this huge amount of supply already. So we’re going to see diverging curves between the price of LNG and ULSD,” says Amundsen. This could play out in LNG’s favour. “The favourable cost differential plus the superior environmental factors will lead to increased demand for LNG in the North American market space. It’s a practically sulphur-free, clean, well-proven technology, easy to burn, and can lower engine maintenance costs. All of these factors make LNG much more viable as a marine fuel,” Amundsen adds. In addition, with the help of right technology, LNG emits about 90% fewer nitrogen oxide emissions than conventional HFOs, according to industry coalition SEA/LNG. Its sulphur oxide and particulate matter emissions are next to zero, further making its case. Reduced tolerance towards pollutants In the United States, particularly, there has also been movement on ground for the use of LNG. In California (considered to have the worst air quality in the nation), the California Air Resources Board (CARB) has imposed a 0.1% sulphur cap on vessels operating within 24 nautical miles of its coast. In another instance, two of the busiest ports in the country, Long Beach and Los Angeles announced a USD 14 billion anti-smog plan primarily aimed at cutting greenhouse gas emissions by 80% by 2050. “There is definitely a growing demand for LNG-powered vessels in the country. If you look at Hawaii, Pasha will be adding an LNG-powered container ship to its fleet. NAVY NEWS Four Pakistan Navy ships arriving at Hamad Port Monday

Four Pakistan Navy ships will dock at Hamad Port from Monday to January 3 in a display of goodwill and deep friendly relations with Qatar, the embassy announced Sunday. The task group comprising ships PNS KHAIBAR, PNS MADADGAR, PNS RAH NAWARD and PMSS ZHOB are visiting Qatar with an aim to enhance maritime collaboration between the two navies, according to a statement.Besides regular participation of Pakistan Navy ships in Dimdex Exhibition, this visit marks the largest number of Pakistani vessels visiting Qatar at any one given time. The port call by Pakistani ships is a testimony of growing security and defence relationship between Qatar and Pakistan, it was explained. PNS KHAIBAR derives its name from a famous battle in 629 AD during which the seemingly invincible fortress of Khaibar was overcome by Muslims. PNS KHAIBAR (Ex-HMS Arrow) is the fourth of eight Type-21 Amazon class frigates and acquired by Pakistan Navy from the UK in early 1990s. Since its induction in Pakistan Navy Fleet, it has undergone major qualitative modifications in weaponry and sensors. Due to its unique capabilities, the ship is capable of undertaking a variety of naval operations across the entire spectrum of naval warfare. PNS MADADGAR, meaning ‘logistic support provider’, is a small tanker cum utility ship (STUS), with an overall length 47.20m, beam of 11m and can achieve a maximum of 15 knots. The ship, built at Karachi Shipyard & Engineering Works, was commissioned in Pakistan Navy on July 19, 2011. The 1,600 tonnes twin screw utility ship is designed for multi- purpose roles and operations at high seas and has been optimised for provision of logistic support to coastal stations, replenishment of surface ships at anchor/adrift/at harbour and towing operations. The ship is characterised by excellent maneuverability, spacious layout and adequate Bollard Pull capacity. Since commissioning, it has participated in numerous national and international exercises. PNS RAH NAWARD (Ex-Prince William) was commissioned on September 23, 2010 at Hull, UK. Ever since, the ship has been deployed to impart professional, educational and physical training to officers and men of the Pakistan Navy. The first-ever Tall Ship of PN provides a unique opportunity for understanding the essence of teamwork, leadership, and enhanced self -esteem. Sail training provides an unconventional yet an extremely effective way of building many useful skills which can prove highly beneficial ashore and at sea. The ship is making a powerful contribution in shaping professional acumen of naval officers and men. PMSS ZHOB, named after a river in Balochistan province, is a maritime patrol vessel (MPV), indigenously built at Karachi Shipyard & Engineering Works. The ship, launched on December 5, 2017, was commissioned in Pakistan on August 9, 2018. PMSS ZHOB, one of the lead ships of Hingol Class MPVs 6HT (600 tonnes MPV), has been optimised for maritime policing, EEZ patrolling and SAR roles, enabling quick response, optimum presence and reduced turnaround times. The ship is fitted with four high speed diesel engines, driving four shafts enabling it to ensure sustained high speeds and excellent maneuverability. The vessel has an overall length 68.5m, beam of 11m and can achieve maximum speed of 27 knots. The officers and men of the visiting task group will hold professional discussions and interactions with their counterparts from Qatar Navy on subjects of mutual interest. The Defence Secretary has announced that Type 45 destroyer HMS DUNCAN is to be affiliated with the town of Scarborough.The affiliation was announced by Gavin Williamson during a visit to the town to meet sea cadets. It means the ship’s company will make regular visits to the town whilst also paying tribute to the people of Yorkshire who have served in the Armed Forces.Brought into service in 2010, the vessel is armed with the Astor air defence missile system and has a radar capable of tracking thousands of targets while simultaneously coordinating multiple missiles in the air. Mr Williamson, who was born in Scarborough, said: “HMS DUNCAN has already proved her might on the world stage, from her deployment to the Black Sea leading a NATO task force to her crucial work patrolling home waters. "The ship’s new affiliation will not just honour this great town right across the world, but also pay tribute to thousands of Yorkshire men and women who have served in Armed Forces.” The town’s military ties will continue to strengthen as it prepares to host more than 200,000 people for Armed Forces Day in 2020. Uljanik Shipyard Workers in Pula Receiving Humanitarian Aid A total of 510 packages with food and hygiene products worth 102,000 kuna in total were given to neediest employees of the Uljanik shipyard in Pula on December 18-21, the town government said on Monday. Ook aan boord van de veerdiensten kan weer taxfree worden gekocht. Wie binnen de Europese Unie reist, komt niet in aanmerking voor taxfree winkelen. In 1999 werd die richtlijn nog aangescherpt. Om verwarring te voorkomen, is in de See-buy-fly winkels op Schiphol een taxfreeprijs ingevoerd, waarbij de winkelier de btw betaalt. Alleen bij tabak is dat niet toegestaan. Wie nu naar Londen vliegt, kan geen belastingvrije tabak kopen. Dat geldt ook voor de veerboten zoals die uit Hoek van Holland en IJmuiden. Op de schepen zijn nog wel veel winkels te vinden, met ’leuke aanbiedingen’ zoals de reders dat zelf noemen, maar die zijn niet taxfree. „Na de Brexit kan dat weer wel. Daar maken we nu plannen voor. It happened in Louisville, Kentucky last week. The U.S. Coast Guard says the vessel was carrying 15-loaded coal barges at the time of the crash, causing them to break free into the water. Six of those barges sank, while one remains stuck in the gate of the dam. The rest of the barges have been collected or are currently floating on the river. That could cause big problems for things like commerce and power plants, according to the Army Corps of Engineers. Right now, the Coast Guard is urging people not to get “too close” to the river because the conditions are dangerous. An incident report shows
