Tschudin, Jr. Director – Design & Construction Encompass Health 9001 Liberty Parkway Birmingham, Alabama 35242 Subject: Biology Letter Report for Encompass Health Chula Vista, City of Chula Vista, California Dear Mr. Tschudin: This letter report provides an analysis of potential biological resource impacts associated with Encompass Health Chula Vista (proposed project) located in the City of Chula Vista (City), California (Assessor’s Parcel Number 644- 040-01-00). This biology letter report also includes a discussion of any potential biological resources that may be subject to regulation under the City of Chula Vista Multiple Species Conservation Program (MSCP) Subarea Plan (Subarea Plan) (City of Chula Vista 2003). Project Location The property (i.e., on-site; Assessor’s Parcel Number 644-040-01-00) occupies 9.79 acres and is located approximately 0.2 miles east of Interstate 805 between Main Street and Olympic Parkway (Figure 1, Project Location). The project also includes an off-site impact area of 0.22 acre located along the southeastern corner of the site where future utility connections may occur, making the total study area acreage for the project 10.01 acres. The site is located on Shinohara Lane accessed from Brandywine Avenue and is located on the U.S. Geological Service 7.5-minute series topographic Imperial Beach quadrangle map. The site exists within an urban portion of the City and is bound on the south and east by industrial buildings, to the west by single-family residences, and to the north by multi-family condominiums (Figure 2, Aerial Image). -

Vascular Plants of the University of California, Irvine Ecological Preserve
VASCULAR PLANTS OF THE UNIVERSITY OF CALIFORNIA, IRVINE ECOLOGICAL PRESERVE PETER A. BOWLER Department of Ecology and Evolutionary Biology, University of California, Irvine, California 92697-2525, — and — DAVID BRAMLET 1691 Mesa Drive, #A2, Santa Ana, California 92707. ABSTRACT: The University of California, Irvine’s (UCI) Ecological Preserve is a 62- acre (25 hectares) habitat fragment enclosed by urban development, freeways, and other roads. Roughly 25 acres (10 hectares) are Venturan-Diegan transitional sage scrub and 37 acres (15.4 hectares) are grassland. Based upon 35 years of records, the sage scrub and grassland include two ferns and approximately 202 angiosperm species, 66 species of which are not native (32.6%), from 43 families. Added to this are species that were deliberately introduced as part of a University mitigation, consisting of created vernal pools, coastal sage scrub restoration, a wetland mitigation along one edge of the Preserve, and species intruding from adjacent faculty housing. Thus, the total flora consists of two ferns and 226 angiosperm species in 54 families. The most represented families include the Asteraceae (40 species), Poaceae (30 spp.), Brassicaceae (13 spp.), Fabaceae (12 spp.), Boraginaceae (10 spp.), Liliaceae (9 spp.) and the Apiaceae (8 spp.). Most of the species are vouchered in IRVC. Rare Plants of Santa Barbara County Central Coast Center for Plant Conservation Santa Barbara Botanic Garden (SBBG) 1212 Mission Canyon Rd, Santa Barbara 93105 The purpose of this list is to bring attention to those vascular plant taxa with a limited distribution in Santa Barbara County, irrespective of their status, whether they are common elsewhere or whether they are considered imperiled, threatened, or endangered by resource management agencies. This list was prepared from records maintained as part of a specimen-based database at the Santa Barbara Botanic Garden. It includes plants from the mainland and four California Channel Islands (Santa Barbara, Santa Cruz, Santa Rosa, and San Miguel). Records were primarily acquired from verified herbarium specimens deposited at several herbaria, including the University of California at Berkeley (JEPS, UC), the California Academy of Sciences (CAS, DS), the University of California at Santa Barbara (UCSB), and the Santa Barbara Botanic Garden (SBBG). Additional records were acquired from peer-reviewed publications and professional reports that refer to specimens at other herbaria or verified observations (e.g., California Natural Diversity Database). Nomenclature follows The Jepson Manual (Baldwin et al., 2012), except for addenda published on the Jepson Herbarium Online Interchange (ucjeps.berkeley.edu/jepson_flora_project.html) and recent scientific publications (e.g., Flora of North America, 1999-2007, Oxford University Press). Additional information, including nomenclature and distributional records based on documented specimens, can be accessed on the Jepson Herbarium Online Interchange. Occurrences. Any two documented locations that were estimated to be more than 1 km apart are considered to represent separate “occurrences”. In coastal regions, Cactus Wrens are year round residents of coastal sage scrub plant communities that contain cholla and/or prickly‐pear cactus tall enough (>1 m) to support and protect nests. Mature stands of cactus are patchily distributed within coastal sage scrub leading to a naturally patchy distribution of Cactus Wren in coastal southern California. Despite this uneven distribution, Cactus Wrens were historically widespread and abundant. In the last few decades, coastal populations have shown dramatic declines and are of great conservation concern (Sauer et al. 1999; Proudfoot et al. 2000; Solek and Szijj 2004; Mitrovich and Hamilton 2007). This report presents the preliminary results of studies conducted in 2012 investigating Cactus Wren genetics and parasite load, foraging ecology, and banded bird resighting surveys, to follow‐up on the 2009 to 2011 Cactus Wren reproduction, dispersal dan survival study, in Orange County’s Central and Coastal Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP). -
Cactoblastis Cactorum (Lepidoptera: Pyralidae) in North America: a Workshop of Assessment and Planning

MAHR Department of Entomology, University of Wisconsin, 1630 Linden Drive, Madison, WI 53706 ABSTRACT The cactus moth, Cactoblastis cactorum Berg (Lepidoptera: Pyralidae), has been an impor- tant biological control agent of introduced and weedy prickly pear cacti (Opuntia spp., Cac- taceae) in many parts of the world. Cactoblastis, a native of Argentina, was introduced into the Caribbean in 1957 to control weedy, but native species of prickly pear infesting range- land. It has spread through the Caribbean and in 1989 was first found in Florida. It has now spread as far north as coastal Georgia. There is a continuous distribution of acceptable host species of Opuntia from southern Florida across the southern United States to the Pacific Coast. Mexico is a center of endemism and has many species of Opuntia. Prickly pear cacti constitute a highly important and uniquely desert-adapted subsistence food and cash crop in Mexico. Prickly pears have other valuable uses, such as in the production of cochineal dye and in desert landscaping. Because Cactoblastis readily attacks many novel hosts within Opuntia, it will likely have serious impacts on the ecology of desert environments and on the agricultural and horticultural uses of prickly pears. Further, if Cactoblastis does result in significant damage, it is likely to serve as another source of criticism of classical biological control. Major subject areas covered include the bi- ology and economic importance of Opuntia, the biology, biological control history, and cur- rent status of Cactoblastis, and potential methods of controlling Cactoblastis in North America. -

DRAFT Rare Plants of Santa Barbara County Dieter Wilken Research Associate Santa Barbara Botanic Garden (SBBG) 1212 Mission Canyon Rd, Santa Barbara 93105 The purpose of this list is to bring attention to those native vascular plant taxa with a limited distribution in Santa Barbara County, regardless of their distribution elsewhere. This list includes vascular plant taxa that are currently known from 1–5 “occurrences” (see Occurrences below). This list was prepared using records maintained as part of a specimen-based database at the Santa Barbara Botanic Garden and records reported by the California Consortium of Herbaria (CCH). It includes plants from the mainland and four California Channel Islands (Santa Barbara, Santa Cruz, Santa Rosa, and San Miguel). Records were acquired from verified specimens deposited in herbaria participating in the CCH. Additional records were acquired from peer-reviewed publications and professional reports that refer to specimens at other herbaria or verified observations (e.g., California Natural Diversity Database); some of these records do not necessarily appear in the CCH, because they have not been documented by specimens in CCH-participating institutions. The rationale for this list is summarized on the California Native Plant Society (CNPS) webpage at “CNPS/Rare Plant Science/Locally Rare”, wherein are cited publications providing evidence in support of identifying locally rare populations, especially those that represent disjunct or extralimital occurrences. Nomenclature follows The Jepson Manual (Baldwin et al., 2012) and as succeeded by the Jepson eFlora (Revisions 1–5) and recent scientific publications (e.g., Flora of North America, 1999–2016+, Oxford University Press). Additional information, including synonymy and distributional records based on specimens, can be accessed on the Jepson Herbarium Online Interchange or the Jepson eFlora. -

New Records of Cacti (Opuntioideae, Cactaceae) for the Non-Native Flora

Botanical surveys undertaken in Central and Northern Tunisia (North Africa), mostly between 2015 and 2020, have revealed three new allochthonous cacti. The reported taxa belong to the genus Cylindropuntia (Cactaceae, subfamily Opuntioideae, tribe Cylindropuntieae). C. leptocaulis, C. prolifera and C. spinosior are here reported for the first time from North Africa. Updated nomenclature, descriptions, general and national distributions are pointed out for each species. An analytical key and field photographs are also provided.
