The National Institute for Defense Studies News, January 2011 Issue (Issue 150) Briefing Memorandum The Japan-US Alliance Structure in the Eyes of China: Historical developments and the current situation (an English translation of the original manuscript written in Japanese) Yasuyuki Sugiura, Research Fellow, 6th Research Office, Research Department 1. Introduction In 2010, the Japan-US Security Treaty celebrated its 50th year since revisions were last made in 1960. The Japan-US Security Treaty continues to serve as the axis for Japanese diplomatic and security policy even today. The milestone year of 2010 was also a year of heightened attention to China’s security stance towards other countries in Japan. In April, a Chinese naval vessel passed between Okinawa Island and Miyako Island, heading due east into the Pacific Ocean, and thereafter conducted a training exercise and refueling in Pacific Ocean waters. In September there was an incident where a Chinese fishing vessel collided with a Japan Coast Guard patrol vessel in the waters surrounding the Senkaku Islands, Japan-China relations were quickly exacerbated. Amidst this string of events, there has been recent debate over the US military’s deterrence capabilities against China in light of the relocation issue of Futenma Air Station, while another question has surfaced pertaining to whether the Japan-US Security Treaty applies to the Senkaku Islands. These new issues have caused a significant amount of attention to the Japan-US Alliance as well as to relations with China. How does China recognize the Japan-US Alliance? This is a vital question in order to understand China’s policy towards Japan and the United States. -

Journal of Chinese and African Studies (JOCAS), Vol. 1, No. 1, 2020 Strategies of China and Japan’s Rivalry in Africa Anas Elochukwu Department of Chinese Studies Nnamdi Azikiwe University, Awka Email: [email protected] Abstract Africa has been an arena for global power struggle during the past three hundred years. The struggle has passed three periods. The first period started with the Atlantic slave trade and only involved Western European powers who parcelled the continent up into spheres of influence /colonies after trading in African slaves for 400 years. The second period, which started after WW2 and involved non-Western European powers as well, was characterised by the Cold War struggle for spheres of influence on the continent. China and Japan were the only Asian powers involved in that struggle. The third/current period started after the Cold War ended and now includes new powers from Asia (for example, India and South Korea) and South America (for example, Brazil). The paper focuses on the third/current period, but only discusses two of the strategies China and Japan are using to project their influence on the continent, namely Africa +1 (which refers to the different fora through which certain powers today interact with African countries as a group) and peacebuilding. Belonging to rival ideological blocs during the Cold War, the two powers competed indirectly. However, since the end of the war they have competed directly in the so-called ‘the Second Scramble for Africa’. The decision to look at their ongoing rivalry was instigated by the coincident visits to the continent, in January 2014, of Wang Yi (Chinese foreign minister) and Shinzo Abe (the then Japanese prime minister). -

TICAD II also affirmed nec- essary strong commitment among countries to strengthen African structures and capacities for conflict response. This paper examines Japan’s foreign policy in supporting the efforts of African regional and subregional organisations for conflict prevention, management and res- olution, with the focus on its relationship with the Organisation of African Unity (OAU) and the Economic Community of West African States (ECOWAS). The author proposes Japan to go beyond the diplomacy of economic cooperation and adopt a security-oriented approach to support African initiatives in conflict response. INTRODUCTION In October 1998, the Second Tokyo International Conference on African Development (TICAD II) was held under the joint auspices of Japan, the United Nations (UN) and Global Coalition for Africa.
