Northern Territory Government Response to the Joint Standing Committee on Migration – Inquiry into Migrant Settlement outcomes. Introduction: The Northern Territory Government is responding to an invitation from the Joint Standing Committee on Migration’s inquiry into migrant settlement outcomes. The Northern Territory Government agencies will continue to support migrants, including humanitarian entrants through health, education, housing and interpreting and translating services and programs. The Northern Territory Government acknowledges the important role all migrants play in our society and recognises the benefits of effective programs and services for enhanced settlement outcomes. The following information provides details on these programs that support the settlement of the Northern Territory’s migrant community. 1. Northern Territory Government support programs for Humanitarian Entrants Department of Health The Northern Territory Primary Health Network was funded by the Department of Health to undertake a review of the Refugee Health Program in the Northern Territory. The review informed strategic planning and development of the Refugee Health Program in the Northern Territory prior to the development of a tender for provision of these services. The primary objectives of the Program were to ensure: increased value for money; culturally safe and appropriate services; greater coordination across all refugee service providers; clinically sound services; improved health literacy for refugees; and flexibility around ebbs and flows -

Department of Health and Families Central Australia Regional Plan 2010-2012 2012 - 2010 www.healthyterritory.nt.gov.au Northern Territory Central Region DARWIN NHULUNBUY KATHERINE TENNANT CREEK Central Australia ALICE SPRINGS 3 Central Australia Regional Plan In 2009, former Chief Executive of the Department of Health and Families (DHF), Dr David Ashbridge, launched the Department of Health and Families Corporate Plan 2009–2012. He presented the Corporate Plan to Department staff, key Government and political representatives, associated non-government organisations, Aboriginal Medical Services and peak bodies. The Central Australia Regional Plan is informed by the Corporate Plan and has brought together program activities that reflect the Department’s services that are provided in the region, and expected outcomes from these activities. Thanks go to the local staff for their input and support in developing this Plan. 4 Central Australia Regional Overview In the very heart of the nation is the Central Australia Region, covering some 830,000 square kilometres. Encompassing the Simpson and Tanami Deserts and Barkly Tablelands, Central Australia shares borders with South Australia, Queensland and Western Australia. The Central Australia Region has a population of 46,315, of which 44 per cent identify as Indigenous Australians (2007). 1 Approximately 32,600 people live in the three largest centres of Alice Springs (28,000), Tennant Creek (3,000) and Yulara (1,600). The remainder of the population reside in the 45 remote communities and out-stations. Territory 2030, the Northern Territory Government’s plan for the future, identifies 20 Growth Towns, five of which are in Central Australia – Elliott, Ali Curung, Yuendumu, Ntaria (Hermannsburg) and Papunya. -

Building an Implementation Framework for Agreements with Aboriginal Landowners: A Case Study of The Granites Mine Rodger Donald Barnes BSc (Geol, Geog) Hons James Cook University A thesis submitted for the degree of Master of Philosophy at The University of Queensland in 2013 School of Architecture Abstract This thesis addresses the important issue of implementation of agreements between Aboriginal people and mining companies. The primary aim is to contribute to developing a framework for considering implementation of agreements by examining how outcomes vary according to the processes and techniques of implementation. The research explores some of the key factors affecting the outcomes of agreements through a single case study of The Granites Agreement between Newmont Mining Corporation and traditional Aboriginal landowners made under the Aboriginal Land Rights Act (NT) 1976. This is a fine-grained longitudinal study of the origins and operation of the mining agreement over a 28-year period from its inception in 1983 to 2011. A study of such depth and scope of a single mining agreement between Aboriginal people and miners has not previously been undertaken. The history of The Granites from the first European contact with Aboriginal people is compiled, which sets the study of the Agreement in the context of the continued adaption by Warlpiri people to European colonisation. The examination of the origins and negotiations of the Agreement demonstrates the way very disparate interests between Aboriginal people, government and the mining company were reconciled. A range of political agendas intersected in the course of making the Agreement which created an extremely complex and challenging environment not only for negotiations but also for managing the Agreement once it was signed. -

He has a track record of getting things done, is an expert negotiator with an extensive network within the Territory and across Australia and will have a focus on equity, fairness, and good governance. There are six first-timers on the Executive drawn from all parts of the Territory, all bringing a unique set of skills and experience, with Mayor MacFarlane, Deputy Mayor Pangquee and Councillor Wunungmurra re- elected from the previous Board. The LGANT Executive will meet every month and has on its agenda advocacy on issues such as water security, housing, climate change adaptation, cyclone shelters, connectivity, infrastructure funding and working with the Territory and Commonwealth governments, councils, land councils and communities to assist in the progression of closing the gap targets. The election in Alice Springs marked the end of the tenure of Mayor Damien Ryan as President after ten years on the Executive and eight of those as President. -

How Warumungu people express new concepts Jane Simpson Tennant Creek 16/10/85 [This paper appeared in a lamentedly defunct journal: Simpson, Jane. 1985. How Warumungu people express new concepts. Language in Central Australia 4:12-25.] I. Introduction Warumungu is a language spoken around Tennant Creek (1). It is spoken at Rockhampton Downs and Alroy Downs in the east, as far north as Elliott, and as far south as Ali Curung. Neighbouring languages include Alyawarra, Kaytej, Jingili, Mudbura, Wakaya, Wampaya, Warlmanpa and Warlpiri. In the past, many of these groups met together for ceremonies and trade. There were also marriages between people of different language groups. People were promised to 'close family' from close countries. Many children would grow up with parents who could speak different languages. This still happens, and therefore many people are multi-lingual - they speak several languages. This often results in multi-lingual conversation. Sometimes one person will carry on their side of the conversation in Warumungu, while the other person talks only in Warlmanpa. Other times a person will use English, Warumungu, Alyawarra, Warlmanpa, and Warlpiri in a conversation, especially if different people take part in it. The close contact between speakers of different languages shows in shared words. For example, many words for family-terms are shared by different languages. As Valda Napururla Shannon points out, Eastern Warlpiri ("wakirti" Warlpiri (1)) shares words with its neighbours, Warumungu and Warlmanpa, while Western Warlpiri shares words with its neighbours. Pintupi, Gurindji, Anmatyerre etc. In Eastern Warlpiri, Warlmanpa and Warumungu the word "kangkuya" is used for 'father's father' (or 'father's father's brother' or 'father's father's sister'). -
