From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? What motiv- ated the Dutch opposition to the Vance-Owen Peace Plan? Why did the Netherlands become From Indifference entrapped, as symbolised through its isolated peacekeeping commitment to Srebrenica? Finally, what can this story tell us about the ability of small and medium powers to in- fluence international affairs? This study is based on interviews with key players, including former Cabinet Minis- ters, and on documents from the Netherlands Ministry to Entrapment of Foreign Affairs, made available under the Dutch ‘freedom of information act’. CHAPTER 1 The Historical Legacy for Contemporary Russian Foreign Policy o other country in the world is a global power simply by virtue of geogra- N phy.1 The growth of Russia from an isolated, backward East Slavic principal- ity into a continental Eurasian empire meant that Russian foreign policy had to engage with many of the world’s principal centers of power. A Russian official trying to chart the country’s foreign policy in the 18th century, for instance, would have to be concerned simultaneously about the position and actions of the Manchu Empire in China, the Persian and Ottoman Empires (and their respec- tive vassals and subordinate allies), as well as all of the Great Powers in Europe, including Austria, Prussia, France, Britain, Holland, and Sweden. This geographic reality laid the basis for a Russian tradition of a “multivector” foreign policy, with leaders, at different points, emphasizing the importance of rela- tions with different parts of the world. For instance, during the 17th century, fully half of the departments of the Posolskii Prikaz—the Ambassadors’ Office—of the Muscovite state dealt with Russia’s neighbors to the south and east; in the next cen- tury, three out of the four departments of the College of International Affairs (the successor agency in the imperial government) covered different regions of Europe.2 Russian history thus bequeaths to the current government a variety of options in terms of how to frame the country’s international orientation. To some extent, the choices open to Russia today are rooted in the legacies of past decisions. -

A resolution of Portsmouth, NH calling on the US government to lead a global effort to prevent nuclear war WHEREAS, global arsenals have over 14,000 nuclear weapons, and most are far more destructive than those that killed hundreds of thousands of people in Hiroshima and Nagasaki, Japan, in 1945; WHEREAS, the detonation of even a small number of these weapons anywhere in the world could have catastrophic human, environmental, and economic consequences that could affect everyone on the planet including in Portsmouth, New Hampshire; WHEREAS, a large-scale nuclear war could kill hundreds of millions of people directly and cause unimaginable environmental damage, producing conditions wherein billions of people could die from starvation or disease; WHEREAS, the United States maintains nuclear missiles in prompt launch status, capable of being launched within minutes, which greatly increases the risk of an accidental, mistaken or unauthorized launch; WHEREAS, the United States, as well as Britain, China, France and Russia, are obligated under the Nuclear Non-Proliferation Treaty (NPT) to take concrete steps toward eliminating their nuclear arsenals; WHEREAS, in July 2017, 122 nations approved the Treaty on the Prohibition of Nuclear Weapons which makes it illegal under international law to develop, test, produce, manufacture, or otherwise acquire, possess or stockpile nuclear weapons or other nuclear explosive devices; NOW, THEREFORE, BE IT RESOLVED, that the City of Portsmouth, New Hampshire calls on the United States government to lead a global effort to prevent nuclear war by: • renouncing the option of using nuclear weapons first; • ending the sole, unchecked authority of any president to launch a nuclear attack; • taking U.S. -

'Het is moeilijk om nieuwe leden te winnen', zegt Gerrit Voerman, hoogleraar aan de Rijksuniversiteit Groningen. 'Maar het blijkt mogelijk. En het is nodig.' Het Documentatiecentrum Nederlandse Politieke Partijen publiceerde deze maand de jaarlijkse stand: een groei van het ledenaantal met 10 procent, grotendeels dankzij Forum voor Democratie. 'Een verkiezingsjaar laat altijd aanwas zien', zegt Voerman. 'Wat opvalt is de sterke groei voor Baudet’s FvD met name onder jongeren. U ziet nog geen kist, maar die komt straks wel. Dat maakt voor deze gelegenheid ook niet zo veel uit. Want voor zover u al niet zeker weet dat politieke partijen op sterven na dood zijn, dan hoopt u daar in ieder geval sterk op.
