Mr Teo Chee Hean, Deputy Prime Minister (DPM) & Coordinating Minister for National Security, together with Advisers to MESRA, Mr Masagos Zulkifli, Minister for Environment and Water Resources and Associate Professor (A/P) Muhammad Faishal Ibrahim, Senior Parliamentary Secretary, Ministry of Social and Family Development & Ministry of Education, will be gracing the MAECs 40th Anniversary Gala Dinner MESRA Lebaran 2017 at the Orchard Hotel. It will be attended by about 900 guests. 2 Set up in 1977, the MAECs have played an important role in galvanising the Malay community in supporting the nation’s growth through the years. They have fostered bonds within the Malay community and built bridges with others, contributing to racial harmony and social cohesion. The Malay Activity Excutive Committee Council (MESRA), the coordinating body for MAECs, oversees and guides the 97 MAECs, spread across 89 constituencies, in their engagement with the Malay/Muslim community, and the community at large. 1 More Targeted Community Outreach and Engagement 3 PA MESRA and the MAECs will embark on a refreshed strategic plan to step up their continuing efforts to reach out and connect with the Malay and wider community through a more resident-centric approach in its programming efforts. A Panel of Advisers has been set up to guide the Council and the MAECs to more effectively deepen their engagement with residents. Led by Mr Masagos, the Panel of Advisers includes Speaker of Parliament Madam Halimah Yacob, Senior Minister of State, Dr Maliki Osman, A/P Muhammad Faishal Ibrahim, Parliament Secretary, Mr Amrin Amin and Grassroots Adviser Mr Zaqy Mohamad, all of whom will be working with specific groups in the Malay community on areas such as health, education and culture. Youth Engagement – Projek Lentor 4 In its efforts to engage youths, MESRA Youth will launch Projek Lentor. This project focuses on reaching out to youths in five key areas – Community Service, Language, Culture, Career and Health. In the next two years, MESRA Youth targets to reach out to about 8,000 youths through 20 collaborative initiatives with the MAECs as well as Malay Muslim Organisations and community partners. 5 “MESRA Youth hopes that Projek Lentor will be an effective platform to encourage more Malay youths to step forward and contribute to the community through a series of initiatives by youths for youths,” said Mr Muhammad Shukri bin Shuhaimi, MESRA Youth Chairman. Being a volunteer with the local mosque, Mr Hassan has initiated a joint project with Darul Makmur Mosque to widen the MAEC's engagement with residents. 2 Zainudin Buona Vista CC Vice 50 > 20 Years Mr Zainudin Bin Hj Haroon Bin Hj MAEC Chairman has served as a grassroots Haroon leader in Buona Vista Division for the past 5 years. Over the years, he has helped to forge strong rapport and network with many local residents in Buona Vista through the Silat Interest Group. Currently, he is also a PA staff working in Water Venture Club. He has started his career with PA in 2015. 3 Ayesha Bte Pasir Ris East Chairman 61 > 20 Years Mdm Ayesha motivates her Abdullah, CC MAEC members to organise PBM activities. She is always ready to discuss and volunteer her service whenever her help is needed. Under Mdm Ayesha’s leadership, Pasir Ris East MAEC has organised activities such as: 1) Primary School Malay Story telling 2) Porridge Distribution during Ramadan 3) IFTAR with AMP 4) Hari Raya Celebrations 6 5) Bowling for Residents 6) Malay Cultural Night The outreach for the activities ranges between 50 (bowling) to 450 (for Hari Raya Dinner). 4 Mohd Siglap CC 2nd Vice 60 > 20 Years Imhar is the Vice-Chairman of Imhar Bin MAEC Chairman Siglap MAEC. He always has Mohd Said, the interests of the Malay PBM residents at heart, organising courses and activities to meet their needs. Imhar spearheaded the Yellow Ribbon project and supported the parenting workshop, where he reached out to and engaged the low income families and brought them to the CC for parenting workshops. Imhar is known in the Siglap community, where he resides, as he is always ready to lend a helping hand and/or listening ear. 5 Mariah Bte Nanyang CC Chairman 65 > 20 Years Mdm Mariah is an Ahmad, MAEC enthusiastic member of the PBM MAEC. She constantly encouraged her members to organise activities to engage both Malay and non-Malay residents. She had organised various events such as Dikir Barat Competition, Tour to Malay Heritage Centre and organised an educational talk On Hari Raya Haji and Hari Raya Puasa, to promote awareness of the Malay culture to non-Malays. She had also organised visits to old folks’ homes, a tour to food factories in Woodlands, Hari Raya celebrations and other community events for the Malay residents. She also formed various interest groups such as karaoke, exercise, kompang, live band and others for families and neighbours to bond. She also led the MAEC in organising and participating in various Chua Chu Kang GRC’s events such as Iftar Ramadan and Bulan Bahasa. 7 6 Annarhar Nanyang CC Treasurer 65 > 20 Years Mr Annarhar is in charge of Bin MAEC the silat and karaoke interest Muzaffar groups in the MAEC. He Khan knows the Malay community in Nanyang well and is able to reach out to the Malay residents. He usually leads the annual Ramadan porridge distribution organised by the Nanyang CC MAEC. 7 Saleha Bte Geylang West Secretary 64 20 Years Mdm Saleha contributes Abdul CC MAEC ideas and participates in Rahim MAEC activities. She is also an active RC member. Organised food distribution to needy Muslim families during the Ramadan.

Minister for Defence Dr Ng Eng Hen officiated at the National Service (NS) Hub Groundbreaking Ceremony this afternoon. As part of the event, Dr Ng participated in the symbolic sod turning and toured various NS Hub exhibits. 1 The NS Hub, which will house various NS-related services such as NS administration, medical screening, and fitness testing for the NS community, will be a one-stop service centre that brings greater ease and convenience, and better serves the needs of the NS community. Members of the public will also be able to access amenities and facilities such as F&B outlets and an outdoor community area equipped with fitness equipment, a running track and a football field. The building is scheduled to be completed in 2023. Speaking at the event, Dr Ng said that the NS Hub represented another milestone in Singapore's NS journey. He said, "It represents another milestone in our commitment to NS. And if you think about NS or our commitment to NS, it is a shared one. It is a shared commitment because it cannot exist otherwise. You have to have the Government and the citizens behind it. It does not work one without the other.

    Dr Mohamad MALIKI Bin Osman Minister Prime Minister’s Office Second Minister Ministry of Education & Ministry of Foreign Affairs REPUBLIC OF SINGAPORE Dr Mohamad Maliki Osman was elected a Member of Parliament (MP) for the Sembawang Group Representation Constituency (GRC) in 2001 and 2006. He was elected as one of the MPs for the East Coast GRC in May 2011, September 2015 and July 2020. Dr Maliki served as Parliamentary Secretary for the Ministry of Community Development Youth and Sports (MCYS) from August 2004 to June 2006 and the Ministry of Health (MOH) from August 2004 to October 2005. He moved on to become the Parliamentary Secretary for the Ministry of National Development (MND), and was promoted to Senior Parliamentary Secretary on 1 November 2010. Following the 2011 General Elections, Dr Maliki was re-appointed as the Senior Parliamentary Secretary for National Development and was concurrently appointed as the Senior Parliamentary Secretary for Defence. He was also appointed Mayor for the South East District. He was promoted to Minister of State for Defence and National Development on 1 September 2013. In the Ministry of National Development, Dr Maliki served as the Chairman of the Community Improvement Projects Committee (CIPC) and the Private Estates Upgrading Programme (EUP) as well as oversaw Singapore’s food security, including food safety and the development of our agriculture sector. After his re-election as an MP for the East Coast GRC in September 2015, Dr Maliki was promoted to Senior Minister of State for Defence on 1 October 2015, and was also concurrently appointed as Senior Minister of State for Foreign Affairs.

In the past weeks, Ministers Lawrence Wong and Gan Kim Yong, co-chairs of the Multi-Ministry Task Force, as well as Minister for Foreign Affairs Dr Vivian Balakrishnan, made various statements to explain the situation. Here are the key points: Singapore is currently on the “knife-edge”. We cannot afford to close our borders permanently. More than 1,000 participants from the healthcare and social care sectors are expected to attend the inaugural National Seminar on Productivity in Healthcare and Intermediate and Long-Term Care (ILTC) Quality Festival 2014, starting today. Organised by the Ministry of Health (MOH) and the Agency for Integrated Care (AIC), both events will be held back-to-back from 9 to 10 October at Max Atria @ Singapore Expo in conjunction with the National Productivity Month 2014. 2. Mr Gan Kim Yong, Minister for Health, graced the opening of the National Seminar on Productivity in Healthcare this morning. Associate Professor Muhammad Faishal Ibrahim, Parliamentary Secretary for Health and Transport, will be opening the ILTC Quality Festival tomorrow. 3. With the theme “Enhancing Care through Quality and Productivity”, the two events aim to encourage a culture of productivity and quality improvement in the healthcare and social care sectors to further enhance the quality of care in Singapore. One of the highlights of the National Seminar on Productivity in Healthcare is an exhibition with over 20 community care organisations, public healthcare agencies and educational institutions represented. (For the list of participating organisations, please refer to Annex A) They will showcase their efforts in raising productivity to better care for their patients and clients. This first exhibition of its kind features over 40 projects, several of which were funded by the Healthcare Productivity Fund – Intermediate and Long-Term Care, and include projects that use cutting-edge technology and equipment in the delivery care and which improve time and manpower resources.

    CONTENTS | NEXT PREVIOUS | CONTENTS | NEXT 24 Jul 07 Mr Mah Bow Tan Minister for National Development Dear Minister, In November 2006 you asked me to lead a public consultation exercise to explore how we can better build HDB communities, in response to the challenges of globalisation, changing demographics and increasing expectations among Singaporeans. I launched the Forum on HDB Heartware with a team of Parliamentary colleagues to engage the public on this issue. Our vision was to build a HDB community where residents do not just own their own homes, but also share a collective ownership of the entire community. The Forum has now completed its study after several rounds of discussion with the public, and deliberation with Government agencies. We propose to enrich the character of the HDB Town, enhance the neighbourhood precinct and raise the community involvement of schools. We also feel that it is important to support the family unit within the community, engage residents more and encourage local voluntarism. The Forum is mindful that community building is essentially a ground-up process. Much will depend on the response of residents and the leadership of local institutions such as the grassroots, the schools and the voluntary welfare organisations. Besides policy measures and recommendations relating to facilities and other hardware, the Forum has kick-started a few pilot projects at the local level, and highlighted some existing ones in our Report, with the intention of catalysing similar efforts at community building in other neighbourhoods. The wide-ranging scope of our recommendations is a reflection both of the complexities of community-building and the richness of the public discussions.
