Même si la dernière édition ne date que de 1999, l’enquête pour la 5e édition a été lancée en octobre 2003 dans le souci d’une mise à jour plus rapide en raison des nouvelles technologies et de la vitesse de circula- tion de l’information. Comme pour les précédentes éditions, nous avons utilisé le questionnaire établi par l’« International Federation of Library Associations and Institutions » (IFLA) pour le Répertoire international des cartothèques. Nous avons envoyé ce questionnaire aux 179 organismes qui figuraient dans l’édition de 1999, mais il a fallu en relancer certains à plusieurs reprises par cour- rier postal et électronique et même par téléphone pour obtenir les nouvelles don- nées. Quelques organismes ont changé de nom comme le Centre d’Ecologie des Systèmes Aquatiques Continentaux (CESAC) devenant Laboratoire Dynamique de la Biodiversité (LADYBIO).

    9 60 Years ago: The Foundation of EEC and EAEC as Crisis Management Wilfried LOTH With the failure of the EDC in August of 1954, the project of a political Europe receded into the distance for the time being. Essential security functions were now to be carried out by NATO. In an upsurge of emotion, a group decisive for making a majority in France had turned against the supranational principle; and in the remaining countries of the Community of the Six, the French rejection had had a demoralizing effect. Yet, the problem clearly still remained of the independence of the Europeans vis-à-vis the US as the leading power, though under the changed circumstances of inclusion in the nuclear security community. Also, the problem of incorporating the Germans, which was ever more clearly a problem of incorporating German economic strength, had not yet been satisfactorily resolved. The problem of economic unifica- tion became more urgent, not only because the sectoral integration of coal and steel was oriented toward expansion but also because there was a growing number of firms and branches urging the elimination of hindrances to trade. In this situation, what mattered more than ever was skillful crisis management: Only if the remaining in- terests in unification were successfully bundled was there a prospect of overcoming the hurdles stemming from the consolidation of nation-state structures that had in the meantime been achieved.1 The Difficult “Relance” In the search for unification projects that could be implemented without major res- istance and were therefore suitable for overcoming the paralysis of the integration process resulting from the EDC shock, the High Authority of the ECSC firstly aimed for the extension of the union to other energy branches and to transport policy.

    Liberalising Regional Trade: Socialists and European Economic Integration BRIAN SHAEV The socialist contribution to the creation of the European Economic Community has long been overlooked and misunderstood. Existing scholarship emphasises short-term considerations in explaining why the French Socialist and German Social Democratic Parties supported a European Common Market in 1956–7. This article offers a new perspective by placing these parties’ decisions within a longer context of socialist views on free trade, tariffs and regional economic organisation. Based on fresh archival materials, this article explores how socialist proposals for securing an economic peace after the First World War continued to influence socialist policies on European economic integration in the 1950s. In December 1950 socialist economic experts convened in a thirteenth-century French monastery to discuss liberalising European trade. They met during a period of considerable strain. Relations between the French Socialist Party (Section française de l’Internationale ouvrière; SFIO) and German Social Democratic Party (Sozialdemokratische Partei Deutschlands; SPD) were at their lowest point since the Second World War. The SPD had begun a rancorous campaign against the European Coal and Steel Community (ECSC), a French proposal supported by the SFIO. A year before the SFIO had opposed the inclusion of West Germany in a six nation customs union including France, an initiative supported by the SPD. Despite this unpropitious background, SFIO and SPD economic experts presented ideas about regional economic cooperation that, while not identical, had much in common. German experts envisioned ‘the building of a single European economic space [and] the removal of all barriers [and] tariffs’.1 The SFIO delegate, Robert Lacoste, ‘aimed for competition through liberalisation’, adding that, ‘liberalisation cannot proceed automatically,butas socialists we must continue to push for it until we achieve a large Common Market’ [emphasis in the original].

This essay offers a theory of how and when international cooperation redistributes domestic political influence of political leaders and societal groups. A principal-agent model of domestic politics suggests three propositions: (1) International cooperation influences domestic politics by redistributing four key domestic political resources - initiative, institutions, information and ideas. (2) This reallocation of domestic political resources generally favors those who participate directly in international negotiations and institutions. Most often, though not invariably, these are national executives, who "cut slack," that is, loosen constraints imposed by legislatures, interest groups, ministries and other domestic actors. (3) The resulting shift in the incentives facing political leaders feeds back into international bargaining, often altering the possibilities for international cooperation.
