URL: http://www.cvce.eu/obj/the_spaak_committee-en-2c330a16-0797-4e30-9a6b- d3c6de5ada0e.html Last updated: 08/07/2016 1/2 The Spaak Committee From 9 July 1955 to 21 April 1956, a working party, composed of delegates from the six governments and chaired by the Belgian Minister for Foreign Affairs, Paul-Henri Spaak, undertook the task of drawing up a report which would sketch the broad outline of a future European Economic Community (EEC) and a European Atomic Energy Community (EAEC). In October 1955, although it had participated in the first preparatory sessions, the United Kingdom decided to play no further part in the work of the Spaak Committee, whose chances of success it saw as slight and, at all events, not altogether desirable. The British opposed a customs union because they wanted to maintain their autonomy with regard to the setting of tariffs, protect their industries and maintain the privileged links that they enjoyed with their Commonwealth partners. Besides, Britain, which had had the atomic bomb since 1952 and was already financing nuclear research programmes with the United States and Canada, did not want to compromise that fruitful collaboration by associating itself with Euratom. The working party, whose meetings were also attended initially by representatives of the High Authority of the ECSC, drew up a Report of the Heads of Delegation to the Foreign Ministers, which served as the basis for negotiations during the conference of the six Ministers for Foreign Affairs, which was held in Venice on 29 and 30 May 1956. -

Goebel Abstract This Article is intended to provide an overview of this transitional moment in the history of the European Union. Initially, the Article will briefly review the background of the Treaty of Nice, and the institutional structure modifications for which it provides, which paves the way for enlargement. Next it will describe the final stages of the enlargement process. Finally, the Article will set out the principal institutional innovations and certain other key aspects of the draft Constitution, the most important issues concerning them, and the current impasse. THE EUROPEAN UNION IN TRANSITION: THE TREATY OF NICE IN EFFECT; ENLARGEMENT IN SIGHT; A CONSTITUTION IN DOUBT Rogerj Goebel* INTRODUCTION Once again the European Union' (the "EU" or the "Union") is in a stage of radical evolution. Since the early 1990's, the EU has anticipated an extraordinary increase in its constituent Member States2 through the absorption of a large number of Central European and Mediterranean nations. WP S Perspectives for Reform in the European Union Nicolai von Ondarza The European Union faces a fundamental dilemma. On the one hand, pressure to reform its structures is growing. The hard negotiations with Greece in summer 2015 have revived the debate on deepening the Eurozone, while at the same time London is pushing to roll back integration, at least for itself. On the other hand, national governments reject any moves that would require a treaty change (such as transfer of powers) as politically impossible. Legal options for evading the dilemma and developing the Union by “covert integration” do exist, but these require unanimous political agreement among all the national governments – and would in the medium term require treaty changes to restore transparency and democratic legitimacy. Les histoires générales de la 4e République se contentent de le qualifier de cartel électoral quand il n’est pas purement et simplement assimilé au Parti radical1. Or, le RGR, sans avoir été un parti politique stricto sensu, a été beaucoup plus qu’un cartel électoral ; en fait une confédération de forces politiques comparable à l’UDF. Mais si l’UDF, à l’origine cartel électoral, s’est transformée en "groupement politique"2, le RGR, ainsi que nous le verrons, a été pensé d’emblée comme une formule originale de regroupement de forces politiques. A ce titre, le RGR a joué un rôle et remplit une fonction non négligeable durant la 4e République. En outre, il constitue un type d’organisation dont la connaissance peut utilement enrichir les études sur les associations partisanes. Le lecteur ne trouvera pas dans les lignes qui suivent une étude exhaustive de cette formation mais, à l’occasion de la publication des notes politiques de Pierre de Léotard dans ce numéro de Recherches contemporaines, une brève présentation. L’histoire du RGR est celle de ses paradoxes.
