Agenda Diária Por Tipo De Evento Em Formato The Week Ahead 09 – 15 November 2020 Plenary session and committee meetings, Brussels Committee meetings MFF/Own Resources. Political talks will pick up again on Monday with Council and Commission on future EU financing. Technical talks have been held throughout this week to prepare the ground for a good and ambitious agreement. EU recovery fund. The Economic and Monetary Affairs and Budgets Committees will jointly vote on the ‘Recovery and Resilience Facility’, which will support reforms and investments by member states with grants and loans worth €672.5 billion. This measure Agenda aims to mitigate the economic and social impact of the COVID-19 pandemic and make EU economies more robust and sustainable. (Monday) Rule of Law. MEPs will discuss with national parliamentarians the Commission’s first annual rule of law report and the COVID-19 pandemic's impact on EU values, in light of Parliament's proposal for a permanent monitoring mechanism. President Sassoli will deliver the opening speech, followed by contributions by Commissioner Reynders, the German Presidency of the Council, the President of the Venice Commission, the Director of the EU Agency for Fundamental Rights, and civil society representatives (Tuesday) Plenary session US elections. After the opening of the session, leading speakers of political groups will take the floor to comment on the outcome of the US elections of 3 November. (Debate Wednesday) EU4Health Programme 2021-2027. Parliament will discuss and adopt its position on a legislative proposal that aims to increase EU capacities to help member states deal with the ongoing sanitary crisis and be better equipped for future public health threats. (Debate Thursday, vote Thursday/Friday) Investing in the Green Deal. MEPs will discuss and vote on Parliament’s input to the Sustainable European Investment Plan that would allow a smooth transition to a carbon- neutral EU in 2050. (Debate Wednesday, vote Wednesday/Friday) COVID-19. Transparency regarding the purchase and the access to future COVID-19 vaccinations will be debated with the Commission on Thursday. In a separate debate, MEPs will discuss and vote on a resolution scrutinizing the impact of the pandemic on democracy, fundamental rights, and rule of law. (Debates Thursday, vote Thursday/Friday) Terrorism and freedom of expression. On Wednesday afternoon, the House will discuss how to stop impunity for crimes committed against journalists, followed by a debate on ways to fight terrorism and safeguard the right to freedom of expression and education. He or she will replace Mairead McGuinness who became EU Commissioner for Financial Services in October.     POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament.     Paolo De Castro - Curriculum Vitae Paolo De Castro is 58 years old and is currently Professor of Agricultural Economics and Policy at the University of Bologna. After having obtained the university degree in Agriculture and Food Sciences at the University of Bologna, he completed a period of specialization in food systems economics at the Washington State University in Pullman (US). His academic career has been full of awards, both nationally and internationally. These include two honorary degrees (in Agricultural Sciences and Veterinary Medicine at the University of Cluj-Napoca (RO), and in Nutritional Sciences and Technologies at the University of Basilicata (IT)) and the Titulo de Gran Cruz de la Orden al Mérito Agrario y Pesquero Alimentario received from the King of Spain Juan Carlos I. Professor Paolo De Castro is author of over 150 scientific publications: particularly mentioned are his scientific contributions on the issue of food security and the role of international trade in the development of modern society. On these topics he has published various essays, some of which are translated in several languages, such as "The European agriculture and new global challenges" (Donzelli, 2010), "The politics of land and food scarcity" (Hearthscan Routledge, 2012 ), "Comida, el desafio global" (Eumedia, 2015). Prior to a crucial urgency vote on the first batch of measures proposed by the Commission to help members states tackle the pandemic in an efficient and coordinated way, MEPs called for EU countries to collaborate and to keep internal borders open to allow medical equipment and goods to be delivered. Respecting strict sanitary precautions, lead MEPs from all political groups gathered in a special session in the Brussels chamber on Thursday, with others following the debate from home. Thanks to special procedures put in place, all MEPs were able to cast their votes remotely: 687 MEPs participated in the first vote to approve the urgency procedure.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

In recent weeks Pfizer and AstraZeneca, two of the pharmaceutical firms the furthest ahead at present in the manufacture of effective proven vaccines, announced that they would be obliged to reduce supplies for various reasons. This news has caused bewilderment among EU citizens, who have already endured months of this pandemic that has caused thousands of deaths and enormous damage to the EU’s social and economic fabric. In this context: 1. In the agreements concluded by the Commission, what terms and conditions apply to the supply of the vaccines, and what dissuasive measures and sanctions were included to protect citizens’ rights and the interests of the EU? 2. What measures will the Commission deploy to ensure that these delays are not repeated in the future, including in the event that vaccines from other pharmaceutical firms come onto the market? 3.
