China with description of two new subspecies (Lepidoptera, Nymphalidae, Satyrinae) by SONG-YUN LANG Received 21.VIII.2016 Abstract: Some species of the genus Lethe HÜBNER, 1819 from China have been studied in this paper. The taxonomy of the L. nigrifascia LEECH, 1890-group is discussed. Two new subspecies, L. nigrifascia lojishana subspec. nov. and L. armandina yanbiana subspec. nov. from S.W. Sichuan, are described. Lethe armandina jianqingi LANG, 2016 is raised to specific status, viz.L. jianqingi LANG, 2016 stat. nov. Zophoessa baoshana HUANG, WU & YUAN, 2003 is transferred to the genus Lethe HBN., viz. L. baoshana (HUANG, WU & YUAN, 2003) comb. nov., and it is the second known record of this poor known species. Lethe baoshana (HUANG, WU & YUAN, 2003) comb. nov. and L. gregoryi WATKINS, 1927 are recorded from the fauna of Sichuan for the first time. Materials: Materials studied in this paper were mainly collected by the author from his trip to Sichuan Province (Shimian County, Puge County, Yanbian County, Nanjiang County) and S. Shaanxi Province (Ningshan County) in 2016 and are kept in SONG-YUN LANG’s collection, Shuangliu, Chengdu, Sichuan, China (LSY). All type specimens in this study are also deposited in Coll. -

[email protected] Lincoln Institute Product Code: WP13FX1 Abstract That China’s counties and townships are in fiscal predicament is an acknowledged fact. This problem is largely attributed to the current multi-tier fiscal system, the county and township fiscal administration system in particular. So far, we still lack overall analytic research on the county and township fiscal administration system and the relationship between functions and powers and fiscal powers at county and township levels in the context of multi-tier fiscal system and its structure despite a sound normative framework for county and township fiscal system depends on such research. By analyzing the multi-tier fiscal system and its structure, this paper discusses the status, features, problems and causes of the county and township fiscal administration system, sorts out distribution and operation of functions and powers, expenditure responsibilities and fiscal powers across levels of government, and, from the angle of standard, puts forward some thoughts for resolving these problems. The research finds that the fiscal administration system of “supervising the lower level” and the functions and powers “mandated by higher levels” not only conflict with the internationally accepted principle of fiscal federalism, but are free from the restriction of local democratic fiscal rules and procedures, both unfavorable to the efficient operation of county and township fiscal administration system. -

So the exchange, collision and integration of medical cultures of ethnic minorities in Yanbian County have research signicance. The study compared and analyzed the similarities and differences in the traditional medicinal usage of the Miao, Yi and Lisu ethnic groups in Yanbian, to provide the basis for the traditional medicinal culture and characteristics of the three medical systems in southwest China. Methods 36 sample plots were selected in this study and 5 sample quadrats were randomly set up in each plot to collect specimens. -

Accepted 9 March, 2009 Amplified fragment length polymorphism (AFLP) markers were used to estimate the genetic diversity of Pogonatherum paniceum (Lam.) Hack. from Sichuan Province, Yunnan Province, Chongqing City and Guangxi Zhuang autonomous Region in China. 10 primer combinations were carried out on 180 different individuals sampled from 22 wild populations. Out of the 485 discernable DNA fragments generated, 441 were polymorphic. The percentage of polymorphic bands (PPB) was 90.93% at the species level. Observed number of alleles was 1.9093 ± 0.2875 and effective number of alleles was 1.4048 ± 0.3342. Nei's gene diversity and Shannon's Information index were 0.2494 ± 0.1657 and 0.3903 ± 0.2186, respectively. Nei’s genetic distance among 22 populations ranged from 0.0996 to 0.6952. Genetic identity among populations ranged from 0.4990 to 0.9052, averaging 0.7387. Unweighted pair group method with arithmetic mean (UPGMA) cluster analysis based on Nei’s genetic distance indicated that most populations were positioned into the relevant area. -

Therefore, in this study, we investigated, sorted and analyzed these three ethnic medical systems with the goal of providing a basis for the study of ethnic medicine in Southwest China. Methods: The medicinal plants of Miao medicine (MM), Yi medicine (YM) and Lisu medicine (LM) in Yanbian County were inventoried by identifying the collected plant specimens and interviewing the local ethnic doctors with a semistructured form. -
