Will the Minister for Water Resources be pleased to state whether it is a fact that Afghanistan is building Hydro Power projects on River Kabul, if so, its possible impacts on water situation in and the steps being taken to tackle the same?

Syed Ali Zafar: So far the Government of Afghanistan has reconstructed the hydropower project destroyed during the war including Kama and some other hydroelectric plants, therefore, till to date there is no impact on the inflows in the common rivers with Afghanistan. However, there are certain new projects in the pipeline as per information gathered from different sources. After the completion 2 of the new projects there will be certainly some impact on the water inflows in the common rivers.

Government of Pakistan is continuously trying to engage Government of Afghanistan into dialogue for a possible water treaty in future or at least to develop mechanism for sharing of information between both the countries in order to have knowledge about the future impacts on the flows from Afghanistan but so far Government of Afghanistan is non-responsive to the initiative by Government of Pakistan.

An Afghanistan Cell has been established in the office of Pakistan Commissioner for Indus Waters which collects data through different sources and monitoring inflows on the common rivers with Afghanistan.

Will the Minister for Water Resources be pleased to state whether it is a fact that an amount 300 million has been allocated for Khazana Dam, Zimri, District Musakhel in the PSDP 2017-18 but no amount has been released out of the same so far, if so, the reasons thereof and the time by which the same will be released?

Syed Ali Zafar: An amount of Rs. 50.00 million was allocated to Khazeena Dam, Zimri, District Musakhel. Planning, Development & Reform Division reduced allocation by 30% in pursuance of Prime Minister’s Office approval dated 25-4-2018.

The allocated funds i.e. Rs. 35.00 million have been released to Irrigation Department, Government of Balochistan on 30th May 2018.

Will the Minister for Energy (Power Division) be pleased to state the estimated annual amount to be collected through the current levy of surcharges @ Rs. 1.55 per unit of electricity from the consumers?

Syed Ali Zafar: 1. There is no current levy of surcharge @ Rs. 1.55 per unit, however, surcharges levied / collected during FY 2017-18 upto April-2018 and projected for FY 2017-18 are as under:— 3

2. In view of the above, the average per unit rate of aforementioned four surcharges comes to Rs. 1.51 only.

3. The actual amount collected on account of above surcharges during the period July-2017 to April-2018 was Rs. 111,381/- million.

4. The estimated annual amount to be collected on account of above surcharges is Rs. 133,658 million.

Will the Minister for Housing and Works be pleased to state:

(a) the number of Federal Government officers in BPS 17 to 22 who are retaining dual official accommodations at present;

(b) the number of the Federal Government officers posted abroad since 2012 who acquired official accommodations in the host country while also retaining official accommodations in Pakistan; and

(c) the amount recovered from the said officers for illegal retention of accommodation in Pakistan and abroad during that period?

Mr. Muhammad Azam Khan: (a) As per this office record 13 Federal Government Officers in BPS 17 to 22 are retaining dual official accommodations at present.

(b) As per this office record 13 Federal Government Officers posted aborad since 2012 who acquired official accommodations in the host country while also retaining official accommodations in Pakistan is placed at Annex-I.

(c) An amount of Rs. 6,506,335/- recovered from the said officers for illegal retention of accommodation in Pakistan and abroad during that period. 4 I - x e n n A 5

Will the Minister for Housing and Works be pleased to state:

(a) the number of Federal Government employees posted abroad who have been prosecuted through NAB or FIA since 2012 on account of retaining official accommodations in Pakistan and also acquiring accommodations in the countries of their posting; and

(b) whether it is a fact that the Government has allotted fresh accommodations to the Government employees in Islamabad who have been proven to have retained dual accommodations and against whom audit paras and legal proceedings are pending on account of the same?

Mr. Muhammad Azam Khan: (a) The Estate Office informed that NAB/ FIA has been requested to provide the information of the number of Federal Government Employees posted abroad who have been prosecuted by NAB / FIA for retaining dual accommodation. As and when the information is received the same would be placed before the Senate Secretariat.

Will the Minister for Water Resources be pleased to state whether it is a fact that the water storage capacity of has decreased due to silting, if so, the steps being taken by the Government in this regard?

Syed Ali Zafar: Yes, the water storage capacity of Tarbela Dam has reduced due to silting in the reservoir. As per results of Hydrographic Survey 2017 of Tarbela reservoir, since operation the live and gross storage capacities of Tarbela reservoir have reduced by 37.524% and 40.58% respectively.

Wapda being the custodian of the Tarbela Dam Project, have conducted sedimentation studies in the years 1987, 1991, 1997,1998, 1999, 2007, 2013 6 and 2014 for evaluation of possibilities of de-silting Tarbela reservoir. The conclusion of the studies are as follows:

 Sediment flushing is uneconomical, technically risky, impacts on the existing infrastructure will be overwhelming resulting into increased variation in bed profile of downstream river system will impact on barrage operations with increased sediment entering the canals.

 Additionally, it will accompany the loss of electricity generation at Tarbela and Ghazi Barotha besides the loss of water storage for the irrigation purpose. Hence the de-silting is neither technically feasible nor economically favourable. However, the best possible arrangement will be to provide an upstream storage to catch the sediment before entering the Tarbela reservoir. There is no provision for raising of Tarbela Dam.

 Inflow of sediment is a natural phenomenon and cannot be prevented. However, the Govt. of Pakistan has taken steps for construction of Diamer Basha Dam which will help to reduce the inflow of silt into Tarbela dam.

Will the Minister for Law and Justice be pleased to state whether there are any female judges in the Supreme Court of Pakistan, if so, their names and places of domicile and if none, the reasons thereof?

Syed Ali Zafar: There are no female Judges in the Supreme Court of Pakistan. No specific quota is reserved for lady judicial officers for elevation/ appointment in the Supreme Court.

There is also no bar on the elevation/ appointment of lady Judges in the Supreme Court of Pakistan.

Will the Minister for Law and Justice be pleased to state whether there are any female Judges in the High Courts of the country, if so, their names and places of domicile and if none the reasons thereof? 7

Syed Ali Zafar: Yes, there are six female Judges in various High Courts. Their names and domiciles are placed at Annex-I.

Will the Minister for Water Resources be pleased to state:

(a) the names, date of appointment and length of service of the staff car drivers of Power Wind of Tarbela Dam whose services have been terminated since January, 1998 indicating also the reasons for termination of service in each case;

(b) the number of the said officials who filed petitions against their terminations in the courts of law indicating also the decision given by the court in each case and present status of implementation of the same; and 8

(c) whether the said officials were granted pension and other allowances, if not, the reasons thereof and the time by which the same will be paid to them?

Syed Ali Zafar: (a) The details of the staff car driver of Power Wing Tarbela Dam whose services have been terminated since January 1998 is as under:

(c)  Pension and other allowances were not paid to the above employee because he was terminated from service on 07-02-1998.

 As and when court of law decide, orders will be implemented.

Will the Minister for Water Resources be pleased to state:

(a) the number of appointments made in the Water and Power Development Authority (WAPDA) during the last three years with province wise break up, indicating also the percentage of quota which was prescribed for each province in the said appointments; and

(b) the percentage of quota prescribed for each province in the posts advertised by the said Authority on 18th March,2018?

Syed Ali Zafar: (a) 2,132 appointments have been made in the Water and Power Development Authority (WAPDA) during the last three years. Province wise break up indicating the percentage of quota is as under: 9

 Employees of BPS 1 to 2 are recruited as per Government Policy from local areas and doesn’t match with the percentage of Quota.

 34 No. of employees from local area at DasuKohistan and 29 No. of employees from Chillas were recruited as per Directives of Prime Minister of Pakistan & agreement with the locals.

(b) Percentage of quota prescribed for each province in the posts advertised by WAPDA is as under:

(a) whether there is any proposal under consideration of the Government to construct check dams on various locations of river Sern in order to control silting in Tarbela Dam and avail full benefits of the present water storage capacity and production of electricity of that Dam; and

(b) whether the Government has conducted any research on the said proposal, if so, the details thereof?

Syed Ali Zafar: (a & b)

 There is no such proposal under consideration of WAPDA to construct check dams on various locations of river Siran in order to control silting in Tarbela Dam and avail full benefits of the present storage capacity and production of electricity of the dam.

 Hydrographic / Sedimentation Survey 2017 of Tarbela reservoir shows that the total sediments deposited in Tarbela reservoir since operation of the project from 1974 to 2017 is 4.731 Million Acre Feet (MAF), in which the contribution of silt form Siran River is 0.192 MAF which is only about 4.05 % of the total sediment deposited in Tarbela reservoir so far. Table-3 of Annual Sedimentation Report 2017 of Tarbela reservoir is attached at (Annex-I). It is notable that only 20% of Tarbela Watershed is under the influence of monsoon. Serail catchment forms hardly 2%. The investment made for reducing sediment yield in this small catchment area does not make it a viable project like at Mangla where almost all catchment area is favourable for watershed checks and interventions.

 Technical investigation of various aspects of the sediment problem at Tarbela have been performed by TAMS Consultants of the project since 1967. The objectives of this study were to determine possible means of reducing the amount of sediments that would reach the reservoir. The field reconnaissance covered the Indus river uptoParkuta and the lower reaches of Shyok, Shigar, Hunza and Gilgit rivers. The principal conclusion of the study was that watershed management and upstream debris check dams could accomplish little towards reducing the quantity of the sediments inflow (Annex-II) copied from Tarbela Dam Project Completion Report on Design and Construction). 11 12

Will the Minister for Water Resources be pleased to state whether it is a fact that India has constructed Kishan Ganga Dam on Neelum River and Rital Dam on Chenab River in violation of Indus Water Treaty, if so, the steps taken by the Government in this regard?

Syed Ali Zafar: Under the provisions of Article III (2) to the Treaty India is allowed to construct hydroelectric power plants on the Western Rivers (i.e. Indus, Jhelum and Chenab) subject to the design construction and operational constraints defined in Annexure-D&E to the Treaty.

It is a fact that India has constructed Kishanganga. Hydroelectric Plant on Neelum, however, construction on Ratle Hydroelectric Plant is not yet started. Pakistan considers that designs of Kishanganga and Ratle Hydroelectric Plants do not conform to the relevant provisions of the Treaty.

Accordingly, Pakistan, after exhausting the bilateral dialogue at the level of Permanent Indus Commission and the Secretaries of the Ministries of Water Resources of both Pakistan and India, referred the case to the World Bank on 19-08-2016 for empanelment of the Court of Arbitration to get the dispute resolved according to Treaty’s dispute resolution mechanism. To frustrate Pakistan’s request for arbitration India filed a parallel request (subsequent to Pakistan’s request for arbitration). The President World Bank announced a pause on 12-Dec.-2016 in order to engage with the Parties to forge a consensus on the forum to which the Parties’ request be referred for resolution. The Bank so far could not succeed in developing a consensus on which Pakistan has conveyed its serious concerns from time to time. Matter is being perused with the Bank. It is important to mention that in case India unilaterally proceeds for construction of a project and gets it completed, Treaty’s Article IV (14) does not recognize such unilateral action as India’s right. The said Article IV (14) is as below:

“In the event that either Party should develop a use of the waters of the Rivers which is not in accordance with the provisions of this Treaty, that Party shall not acquire by reason of such use any right, by prescription or otherwise, to a continuance of such use.” 14

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that Lakhra Power Plant has become non- functional, if so, the reasons thereof;

(b) the capacity of the said plant indicating also the power generated by the same before its becoming non-functional with year wise break up;

(c) the annual revenue and expenditure of that plant before its becoming non-functional indicating also current expenditure of the same; and

(d) the steps being taken by the Government to make the said plant functional?

Syed Ali Zafar: (a) Lakhra Power Plant was under shutdown due to fire incident in the underground cable tunnel on 20-07-2017. The repair was completed in December 2017 and Unit #2 is ready for operations waiting for policy directives from Government.

Will the Minister for Housing and Works be pleased to state that whether it is a fact that despite the promulgation of the National Assembly Secretariat Employees Act, 2018 (Act No. VII of 2018), the employees of the National Assembly Secretariat are not being allotted Government accommodations, if so, the reasons thereof and the steps being taken by the Government in this regard?

Mr. Muhammad Azam Khan: No, subsequent to the promulgation of the act, the fact is that the employees of the Senate and National Assembly Secretariat are being allotted Government accommodations as per rules.

Will the Minister for Housing and Works be pleased to state:

(a) whether the Estate Office, Islamabad, has taken notice of illegal occupation of Government accommodations of Cat. IV in sector I-8, Islamabad, by trespassers, if so, the number of those accommodations; and 16

(b) the steps taken by the Government to get the said accommodations vacated and allot the same according to the prescribed rules?

Mr. Muhammad Azam Khan: (a) The Enquiry office of Pak PWD informed the Estate Office about trespassing of the Government accommodation and none of the Cat-IV Government accommodations has been reported by them as trespassed in sector I-8 Islamabad,

(b) The Estate Office has initiated action against the illegal / un-authorized occupants of Government accommodation in various sectors of Islamabad including I-8 in the light of Supreme Court of Pakistan, Supreme Court of Pakistan orders in HRC No, 20746/2018. If any Government accommodation is found illegally occupied by illegal/ un-authorized occupants or trespasser shall be got vacated.

Will the Minister Incharge of the Prime Minister’s Office be pleased to state the core responsibilities and jurisdiction of Earthquake Reconstruction and Rehabilitation Authority (ERRA)?

Minister Incharge of the Prime Minister’s Office:

• ERRA’s Core Responsibility

ERRA is an autonomous organization for post-disaster damage assessment, recovery reconstruction and rehabilitation of the area affected by the earthquake. The Authority was established on 24th October, 2005. The Earthquake Reconstruction & Rehabilitation Authority Act was promulgated on 14th March, 2011. The detail of functions of the Authority is at Annexure “A”.

• ERRA’s Jurisdiction

Territorial jurisdiction of ERRA extended to all affected areas anywhere in Pakistan as per Section 1(2) of the ERRA Act, 2011. Section 2(a) defines “affected areas” as those areas which are affected by the earthquake and its aftershocks and notified as such by the Federal Government. 17 18

Will the Minister Incharge of the Prime Minister’s Office be pleased to state the number of persons working in the Earthquake Reconstruction and Rehabilitation Authority (ERRA) with grade-wise break up?

Minister Incharge of the Prime Minister’s Office: The number of persons presently working in Earthquake Reconstruction and Rehabilitation Authority (ERRA) is 107. Statement showing the grade-vise break-up of employees working in ERRA is at Annexure-A. Further, 267 employees have been working as project employees. Project-wise detail of the employees is at Annexure-B. 19

Will the Minister for Energy (Petroleum Division) be pleased to state the details of the agreement signed by the Petroleum Division, Government of Pakistan with the Ministry of Oil and Gas of the Government of Turkmenistan for development of energy sector on 16th March, 2017 and the progress made on the same so far?

Syed Ali Zafar: Memorandum of Understanding (MoU) between the Ministry of Oil and Gas of Turkmenistan and the Ministry of Energy (Petroleum Division) of the Islamic Republic of Pakistan on further development of cooperation in the field of Fuel and Energy Sector was signed on 16th March, 2017. The said MoU is valid for five (05) years. The MoU envisages multiple areas of mutual cooperation to development in the field of fuel, LPG, Oil, Gas and energy sector 20 of the two states. The signed Memorandum of Understanding (MoU) was shared with Turkmenistan through Ministry of Foreign Affairs. Ministry of Energy (Petroleum Division) has also requested Turkmenistan side to discuss and further implement the MoU. 5th Session of Pakistan-Turkmenistan Joint Inter- Governmental Commission held on 17th-18th August, 2017 in Ashgabat, Turkmenistan and both sides discussed possibility of expansion of cooperation in the field of Oil & Gas with the framework of existing legislation of the both countries. This cooperation may include exchange of experience, participation in building of Oil & Gas installations as well as import of Liquefied Natural Gas from Turkmenistan. The Commission laid emphasis on the need of early meeting of the Joint Working Group on Oil and Gas and also noted there is need to find a way forward for implementation of MoU signed by both countries. Ministry of Energy (Petroleum Division) has also constituted the Joint Working Group of senior officers.

Will the Minister for Housing and Works be pleased to state the date by which the double road between sectors G-13 and G-14 will be carpeted?

Mr. Muhammad Azam Khan: The work will be completed within two months subject to approval of Revised PC-I variation statement from competent forum i.e. Development Working Party (DWP) 21

*Question No. 60 Senator Imamuddin Shouqeen: (Notice Received on 18/04/2018 at 3:05 PM) QID: 34419 Will the Minister for Energy (Petroleum Division) be pleased to state; (a) whether it is a fact that during June last year an agreement was reached between Oil and Gas Regulatory Authority (OGRA) and companies operating in the oil and gas industry regarding fee structure to be paid by oil marketing, refining, storage and pipeline companies to OGRA but the same has not been notified so far, if so, the reasons thereof; and (b) the present fee structure payable to OGRA by the said companies? Syed Ali Zafar: (a) It is a fact that an agreement was signed in May 2017 between OGRA and the companies, operating in mid and downstream oil sector for the amendments in the Pakistan Oil (Refining, Blending, Transportation, Storage and Marketing) Rules 2016, inter alia; including the rate of annual fee to be charged under the said Rules. Thereafter, the process of amendment started by OGRA and the draft of the amendment was sent to the Cabinet Division on July 19, 2017. The same was then vetted by the Law and Justice Division and sent back to OGRA on 29th August 2017 for providing the fair version in line with correction made by Law and Justice Division. Accordingly, the fair version of the draft amendment was shared with Cabinet Division on August 31st 2017 followed by reminder on November 29th 2017. The Cabinet Secretary then desired a briefing on 12th December 2017 prior to taking up the matter with CCLC for approval of the case. Accordingly, OGRA briefed the case to the Cabinet Secretary on 12th December 2017. The matter was placed by the Cabinet Division before the Committee for Disposal of Legislative Cases (CCLC) for approval, in a meeting held on 15th March 2018. However, the CCLC advised to fulfill the requirement of prior publication of the proposed amendments under section 23 of the General Clauses Act, before seeking approval. So, OGRA made a draft gazette notification of the amendments in Oil Rules to fulfill the legal requirements. The matter was again discussed by the CCLC in its meeting held on 23rd May 2018, and the draft of the amendment has finally been cleared by CCLC for approval by the Cabinet in its forthcoming meeting. The Rules shall be duly notified immediately after approval of the Cabinet. (b) The present proposed fee structure payable to OGRA includes two components i.e. fixed component @ Rs. 2.5 Million payable by all companies and a variable component which is based on the activity measured in throughput denoting the size of the firm. Will the Minister for Energy (Power Division) be pleased to state:

(a) the details of cases of electricity theft detected during the last three years with year wise and regions wise break up indicating also the estimated losses incurred due to the same; and

(b) the steps being taken by the Government to control the cases of electricity theft in the country?

Syed Ali Zafar: (a) Year-wise / Region-wise detail or cases of electricity then during last three years is attached at Annex-A.

(b) The steps taken for controlling the then of electricity in the country, are as under:—

 Special efforts for checking high consumption connections Industrial and Commercial.

 Combing of high loss feeders with regard to replacement of defective energy meters and replacement or sluggish / defective & low range meters.

 Vigilance on rise and fall of consumption.

 Monitoring working and performance Meter Readers and Meter Inspectors.

 Ensuring that no disconnected premises can use electricity through any source.

 Speedy replacement of defective meters.

 Amendment in the Electricity Act to enhance the punishment.

 Detection of theft by teams & M&T (Display wash. Meter Burnt etc.)

Moreover, with regard to large reservoirs, the government is acquiring the land for construction of Diamer Basha Dam having usable storage capacity of 6.4 MAF. So far 85% land has been acquired. In order to start the construction, Rs. 23,680.350 million have been allocated in PSDP 2018-19.

Moreover, Rs. 2,000 million have also been allocated for starting construction of Hydropower Project having usable storage capacity of 0.676 MAF.

The phenomenal increase in population, particularly in last three decades, has put a tremendous threat on the renewable but finite water resource available in the country. In order to address the challenge, optimal development and judicious use are inter alia the essential requirements to be fulfilled. After undertaking the Indus Basin Irrigation Project from early sixties to mid-seventies, the water resources development followed a slow pace despite having trained teams of professionals who worked and learned being part of the design and construction phases of the Indus Basin Projects. One of the main reasons for such slow pace may be attributed to change of priorities at the higher levels leading towards lack of adequate allocations in the Public Sector Development Programme for the Water Sector. The recently 29 approved National Water Policy has duly flagged this issue and provided a key policy action wherein it has been defined that the water sector receives at least 10 percent of Federal PSDP allocation in 2018-19. Gradually increasing to 20 percent by 2030. Summary of the National Water Policy has been provided in the following paragraphs.

The federal government while taking cognizance of the situation created a dedicated ministry of Water Resources in August 2017 with a mandate to conserve, manage and develop the country’s water resource through high level interventions relating to mainly the transboundary and interprovincial water matters, development of mega water infrastructure including large water storage dams and hydropower projects as well as countrywide flood coordination and sponsoring various projects at provincial level comprising mainly of the small and medium dams for irrigation, groundwater recharge etc.

With regard to ensuring successful and timely completion of the water infrastructure projects the federal government improved the ownership and provided adequate funds for completing decades old under-construction water sector projects, like:

- Kachhi canal project (Phase-I Part A), Balochistan - Right Bank Outfall Drain, - Neelum-Jhelum Hydropower Project, AJK

The financial allocation, only for the water sector projects (excluding run- of-river hydropower projects) in the federal PSDP for the fiscal year 2018-19 is Rs. 65.13 billion comprising Rs. 37.756 billion for ongoing projects and Rs. 27.37 billion for the new projects which inter alia include the Diamer Basha Dam and Mohmand dam projects.

More specifically, the government in the month of April has approved long awaited Mohamnd Dam Project with a live storage of 0.676 MAF and Diamer Basha Dam Project having a live capacity of 6.4 MAF. The approvals of these dam comprise a hybrid financing model of providing funds for construction of dam from the Federal PSDP and the power generating facility through commercial financing. This model aims at reducing the burden over the PSDP and at the same time ensuring the availability of requisite funds to complete the projects in a timely manner without any hindrance. 30

1. National Water Policy

The newly created Ministry has also successfully formulated and got approved the first ever National Water Policy(NWP) from the Council of Common Interests (CCI) on 24th April 2018.

The objectives of the National Water Policy (NWP) are grounded in a set of principles aimed at promoting greater national interest and the welfare of the people of Pakistan.

(a) Strategic Priorities: In addition, several strategic initiatives have been identified that will be taken up at the Federal and Provincial levels, since they are of critical importance to the water, energy and food security of Pakistan. These include:

- conservation and efficiency, - storage, - leveraging technology, - renewable energy, - integrated water resource management - comprehensive regulatory framework

(b) Targets: An important aim of the National Water Policy is to fix quantifiable targets with a timeline and estimated resources required over the next twelve years i.e. by 2030. Main Targets proposed for 2018-2030 are

- Reduction of 33 percent in the 46 MAF river flows that are lost in conveyance, through accelerated program of water course lining - increasing storage capacity by adding 10 MAF live storage - 30% increase in water use efficiency by introducing modern irrigation techniques - refurbishment of irrigation infrastructure - real-time monitoring of water distribution for transparent water accounting - development of unified authentic database to have reliable water resource assessment 31

(c) Financial Allocation: A major reason for the current water crisis is lack of adequate allocations in the Public Sector Development Program for the Water Sector. In 2017­18, Federal PSDP allocated only 3.7% or Rs. 36.75 billion for the water sector, which was lowest in two decades. National Water Policy recognizes the need to ensure that water sector receives at least 10 percent of Federal PSDP allocation in 2018-19 and the same should gradually increase to 20 percent by 2030.

2. Pakistan’s Water Charter

The Ministry after examining the development paradigm, duly ascertained that the water sector projects usually come with a long gestation period which extends at least beyond five years i.e. tenure of a political government, therefore transfer of political power from one regime to the other affects water sector development and approved projects linger on for indefinite period with their fate uncertain.

In order to ensure that the water sector projects are continued regardless of the regime change, Pakistan’s Water Charter has been signed by the Prime Minister of Pakistan and all the four Chief Ministers of the respective provinces.

To this effect, besides having the National Water Policy approved by the CCI, the government made endeavor to bring together all the political parties having their respective governments in the four provinces for forging a consensus on the most important causative factors responsible for present dismal situation of water sector in the country, and getting their pledge to have these problems resolved with strong political will and best efforts; this consensus was documented in the form of Pakistan’s Water Charter duly signed by all the four Chief Ministers and the Prime Minister of Pakistan.

Pakistan’s Water Charter has been announced as a ‘Call to Action’ and the declaration of a water emergency. In the charter, the provincial Chief Ministers and the Prime Minister of the previous governments have agreed to the following challenges/importance of certain measures to be taken to improve the water sector: 32

(a) Broadening gap in demand and supply of fresh water, on account of population explosion (b) Importance of adopting by law the sustainable water consumption and production patterns (c) Importance of a holistic water management regime resulting into judicious use of water resources

(d) Besides augmentation, importance of conservation and scientific water management as presently substantial portion of water diverted into canals is lost during conveyance (e) Challenge of water contamination causing huge medical and social costs. And after agreeing on the aforesaid challenges, the Charter provides pledge of the political leadership made with the commitment and intent to achieve water security for the people of Pakistan by doing the following: (a) Give top most priority to water sector and increase development spending significantly (b) Foster inter-provincial coordination to implement transformational infrastructure development in an equitable, amicable and harmonious manner (c) Transfer of political power from one regime to the other will not affect water sector development in any way and that approved projects shall continue as per agreed time and cost stipulations (d) Entrust water resources planning and development to high level qualified professionals. (e) Make dedicated efforts and utilize all resources to avert the water crisis and mitigate the anticipated impact of climate change on water security. 3. Institutional Strengthening Another strategic measure being taken by the federal government is to develop a transparent water accounting mechanism to ensure that the available surface water is being distributed efficiently and in accordance with the provisions of Water Apportionment Accord 1991. Besides above, in order to resolve the future problem relating to water scarcity, the government is strengthening the institutional capacity of various 33

water sector organizations, to create an enabling environment conductive for efficient implementation of development projects. (2) Load flow studies of existing and proposed situation of feeders is carried out at peak load by using FDRANA or SYNERGEE software. Mr. Muhammad Azam Khan: (a) Yes, it is a fact that the newly constructed Government flats near Aabpara, Islamabad except Block No. 9, G-6/1-2 have been illegally occuped by Police personnel, government employees and other trespassers. As the possession of the fiats have not been handed over to Estate Office, Islamabad by CDA, therefore, this office is not in a position to initiate disciplinary / criminal proceeding against the trespassers.

(b) whether it is also a fact that the expected date of completion of the said scheme was 10th May, 2018 but the same has not been completed so far, if so, the time by which the same will be completed and action to be taken against those responsible for delay in the same?

Syed Ali Zafar: (a) It is fact that Demand Notice amounting to Rs. 300,000/- (Three Lac only) instead of 30,00,000/- (Thirty Lac) has been issued to Commissioner Rawalpindi under Prime Minister’s SDGs Programme 40 for installation of new electricity poles and shifting of dangerous wires from Village Chakri Wakeelan, Tehsil Gujar Khan.

(b) Amount of Demand Notice Rs.300,000/- received at the end of March-2018. The estimate was sanctioned on 24-04-2018 and work has been completed in all respect on dated 28-05-2018

Syed Ali Zafar: (a) Private Power and infrastructure Board (PPIB) acts as “One stop organization” on behalf of Government of Pakistan to promote investments in power sector. So far, thirty four (34) private power projects of 11,835.50 MW cumulative power generation capacity have been commissioned through PPIB. In addition, PPIB has also processed three public sector power generation projects of 3,633 MW in the IPP mode bringing the total to thirty seven projects and 15,468.50 MW. List of these commissioned projects is at Annex-I.

(b) PPIB is currently processing twenty three private power generation projects of 12,714 MW which are based on hydro and coal. In addition, PPIB is also processing one RLNG based project of 1,263 MW in the public sector in IPP mode bringing the total to twenty four projects and 13,977 MW. Project wise commissioning dates of these projects is at Annex-II. 41

Will the Minister for Energy (Power Division) be pleased to state whether it is a fact that Government has failed to stop the electricity theft despite the introduction of smart meters, smart grids and Arial Bundled Cable (ABC), if so, the steps being taken by the Government in this regard?

Syed Ali Zafar: No, it is not a fact.

This Division is continuously making efforts to curb the menace of theft and power pilferage. Resultantly, theft of electricity/ distribution & transmission losses have been decreased appreciably. A visible improvement in line losses has also been observed while comparing the performance of DISCOs during the period from FY 2013-14 to 2016-17 as reflected hereunder: —————————————————————————————— Financial Year 2012-13 2013-14 2014-15 2015-16 2016-17 —————————————————————————————— Losses 18.9 18.7% 18.7% 17.9% 17.9% —————————————————————————————— However, it is pertinent to clarify that the concept of smart grid is under study/ consideration and has not yet been implemented. As of now, only 459 net metering connections are injecting power to the tune of 10,329 KW in respective distribution transformers.

Similarly, till now only small pilot projects for deployment of smart meters have been executed by DISCOs as detailed below:—

(i) LESCO (18000 Nos. smart meters installed on 3 different feeders through own resources) executed during January 2017. Losses in project area have been reduced from 18.62% to 10.41% resulting in saving of Rs. 74.9 Million in sixteen months against LESCO’s investment of Rs. 190 Million.

(ii) MEPCO (40,826 Nos. smart meters installed through USAID on connections with sanctioned load above 20KW and tube-well connections of Multan, Vehari and Khanewal Circles, during 2015). Results have been reported to be very favourable and MEPCO has saved Rs. 1.940 Million since then. 46

(iii) PESCO (13,000 Nos. smart meters installed through USAID). Results have been reported to be very favourable.

As far as deployment of LT Arial Bundled Cable (ABC) is concerned, it is informed that only small quantities of LT ABC have been installed in DISCOs by USAID as part of Power Distribution Project as detailed below:

(i) MEPCO (29 km LT ABC was installed on selected distribution transformers). The total length of LT lines in MEPCO is approx. 59,000 km.

(ii) PESCO (350 km LT ABC was installed on selected distribution transformers). The total length of LT lines in PESCO is approx. 50,000km.

(iii) HESCO (LT ABC was installed under World Bank loan) due to, lack of support from local administration, poor governance/ management the project could not prove to be a success story.

Following steps have been taken to eliminate theft & line losses

 Special efforts for checking of high consumption connections i.e. Industrial and Commercial.

 To ensure correct meter reading by printing meter reading image on the electricity bills.

 Combing of high loss feeders.

 Vigilance on rise and fall of consumption.

 Speedy replacement of defective meters.

 To ensure the retrieval of data of every replaced 3 Phase meter.

 To ensure that no disconnected premises can use electricity from any grid source.

 Amendment in the Electricity Act to enhance the punishment.

 Keeping, watch over the working and performance of Meter Readers, Meter Inspectors and regular rotation.

 Disciplinary action against employees involved in theft. 47

 Regular checking / monitoring, through surveillance team and M&T team at all levels i.e. Sub Division, Division. Circle and Surveillance Directorate of DISCOs.

 Follow up of the meter readings recorded by the meter readers through SDO/supervisor meter reading section.

 Lodging of FIRs against the electricity stealers.

Will the Minister for Energy (Power Division) be pleased to state whether it is a fact that the present Government has cleared Rs. 400 billion of Circular debt but it has again risen to Rs. 980 billion at present, if so, the steps being taken by the Government to reduce the same?

Syed Ali Zafar: It is not fact that the present Government has cleared Rs. 400 billon Circular Debt. The former government however, has cleared Rs. 480 billion of Circular Debt on 30-06-2013. Afterwards regular payments are being made by the Power Purchaser to the Generators. Currently, the Power Purchaser is making 85% of payment against current billing of the Generators. The Circular Debt stood at Rs. 521 billion on 30-05-2018.

In order to examine all individual components of the Circular Debt and measures taken by the Government to reduce the same, following Committee was constituted by the Chairman Senate with following composition. (Notification Annexed):

(a) the number of meetings of the Committee for Gas Development Schemes held since June, 2013 indicating also the names of schemes approved in the same with date wise and cost wise break up; and

Syed Ali Zafar: (a) As on 09-04-2018, a total of 24 meetings of the Inter Ministerial Committee for Gas Development Schemes have been held. The 2 names of schemes recommended/approved by the said committee alongwith details are given at Annex-A.

(b) The schedule and agenda of the next meeting is not confirmed as yet.

Mr. Muhammad Azam Khan: (a) At present 17496 number of Government residential accommodations are available for the Government employees in Islamabad. Category and sector-wise break up is placed at Annex-I.

(b) The names, designations, dates of birth, dates of allotment and names of departments of the persons to whom said Government accommodations have been allotted are placed at Annex-II.

Mr. Muhammad Azam Khan: The names, designations, date of birth and names of department of the persons who have been allotted Government accommodations under rule 4(3) and rule 7 of the Accommodation Allocation Rules, 2002 since June, 2013 is placed at (Annex-A).

Will the Minister for Housing and Works be pleased to state:

(a) the present status of Bara Kahu Housing Scheme, Phase-I;

(b) the time by which regular development work would be started in the said project; and

(c) the number of schemes started and completed by Foundation from 2013 to 2018 and the launching date of each scheme?

Mr. Muhammad Azam Khan: (a) The FGE Housing Foundation is vigorously pursuing early development of the scheme and is in final stage of negotiation with the developer M/s Green Tree (Pvt.) Ltd. The following progress has been made on the project:

(a) With the approval of Executive Committee of the FGEHF an amount of Rs. 120 million has been made to M/s Green Tree as balance amount of raw land.

(b) The 50% of the land has been mutated in favour process of FGEHF and work is in progress for mutation of remaining land.

(c) Negotiation are underway with M/s Green Tree for exchange of 700 kanals (hilly area) indicated as unsuitable by the consultant M/s NESPAK for the purpose of developing a housing scheme with an equal area of and contiguous and adjacent to the project site.

(d) The case for final approval of layout plan by CDA has been initiated. The final drawing has been prepared and acknowledged by CDA to be in accordance with CDA Parameters/ Regulations. 4

From above facts, it is expected that the development work on the scheme shall be started soon and completed without further delay.

(b) As above.

(c) The FGE Housing Foundation has started following Housing Scheme from 2013 to 2018 but none of them has been completed till date;

a. Housing scheme phase-VII in Sector F-14/15 was launched on 1st May, 2015 with the direction to follow the “age wise seniority” for allotments to the successful members have been issued on age wise seniority of plot in sector F-14 and F-15 Presently, scheme is sub judice in Islamabad High Court.

b. Housing Scheme at Thalliyan near Thalliyan interchange on motorway was launched on 26-09-2016 on joint venture agreement with the M/s KS Developers and Builders.

c. Housing Scheme at Park Road, Islamabad in village Tammo and Moriyan was initiated in the pursuance to the order of the Honorable Supreme Court of Pakistan dated 29-04-2015 and 13-04-2015. The process of issuance of consent letter is in progress.
