In keeping with the purpose of environmental review and to avoid unnecessary repetition, the EA incorporates by reference many of the descriptors and background from the draft Monument Management Plan (MMP) and other documents accompanying the MMP. Therefore, although the MMP and EA are in different volumes, the two should be read together to obtain a clear understanding of the environmental consequences of the actions in the MMP. The Co-Trustees remind the reader that prior to its designation by Presidential Proclamation 8031 issued by President Bush on June 15, 2006, several Federal conservation areas existed within the Monument, namely the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve, managed by the National Oceanographic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Hawaiian Islands and Midway Atoll National Wildlife Refuges, managed by the U.S. Fish and Wildlife Service (FWS) within Department of the Interior. Nothing in the establishment of the Monument, the MMP, or the environmental assessment will diminish the responsibilities and requirements by the Federal agencies to continue to manage these areas. Furthermore, the Proclamation establishing the Monument expressly stated it did not diminish or enlarge the jurisdiction of the State of Hawai‘i, therefore, the State’s responsibilities and requirments to manage its areas also remain intact. In 2005 the State designated all of its waters in the NWHI as a State Marine Refuge, and it has jurisdiction over the State Seabird Sanctuary at Kure Atoll, the northwesternmost emergent island in the NWHI. To provide for the most effective conservation and management of the natural, cultural, and historic resources of the NWHI, Governor Lingle on December 8, 2006, entered into an agreement with the two Secretaries to have State lands and waters in the NWHI managed as part of the Monument, with the three parties serving as Co- Trustees. The agreement also provided for the inclusion of the Office of Hawaiian Affairs into the monument management process to provide a voice for Native Hawaiians in the management of the Monument and its cultural resources. Just as the Draft MMP is written with activities representing various levels of specificity; so too does the environmental assessment represent various levels of analysis. The Co- Trustees agencies provide the following summaries of their respective analyses represented in this document: NOAA This draft EA analyzes NOAA activities at a programmatic level. That is, the analysis focuses on the scope of actions proposed by NOAA in the context of the 6 priority management needs, each of which is focused on targeted management needs for the Monument through 22 separate action plans to address these needs. Specific actions associated with strategies outlined in each action plan have already been analyzed through project-specific environmental reviews for activities listed in the No Action Alternative. Likewise, any new or expanded activities would be analyzed as appropriate under NEPA and NOAA policy implementing the Act. FWS The draft EA provides the public with a description of the refuge-based alternatives considered for implementation as well as analysis of these alternatives’ known and potential environmental effects. The activities within the MMP are both general and specific for the FWS, and thus require either a programmatic level or a more detailed, site specific analysis for the environmental consequences of implementing the alternatives. The EA identifies those actions for which NEPA and other compliance requirements are covered through this document as well as those activities for which additional compliance may be required by FWS. The MMP and EA satisfy the FWS’ requirements for National Wildlife Refuge System Comprehensive Conservation Planning. State of Hawaii The State of Hawai‘i worked cooperatively with our Federal partners to prepare this EA for activities resulting from the implementation of the MMP. This joint Federal and State EA for the MMP satisfies the State’s statutory requirements under HRS 343. However, implementation of future activities within the Monument may trigger further environmental review and will be evaluated on a case-by-case basis to determine if additional environmental analysis is needed. Welti B.A., Kansas State University, 2012 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Division of Biology College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2017 Abstract Ecological communities are comprised both of species and their interactions. The importance of species interactions is embraced by ecological network analysis, a framework used to identify non-random patterns in species interactions, and the consequences of these patterns for maintaining species diversity. Here, I investigated environmental drivers of the structure of plant-pollinator and plant-herbivore networks. Specifically, I asked: (1) Do global-scale climate gradients shape mutualistic and antagonistic networks? (2) At a landscape scale (within a 3,487 ha research site), how do contrasting regimes of major grassland disturbances - fire frequency and grazing by bison (Bison bison) - shape plant-pollinator network structure? (3) How do fire and grazing affect plant-grasshopper network structure? And, (4) What is the role of plant species diversity in determining plant-herbivore network structure? At the global scale, variability in temperature was the key climatic factor regulating both antagonistic and mutualistic network structural properties. At the landscape scale, fire and grazing had major consequences for plant-pollinator and plant-herbivore communities. In particular, bison grazing increased network complexity and resistance to species loss for both plant-pollinator and plant-herbivore systems. Results from an experimental grassland restoration that manipulated plant diversity suggest that plant diversity directly affects plant-herbivore structure and increases network stability.

This paper is limited to geographic considerations and, in this sense, assumes the character of a "local list"' as no biological or ecological considerations are discussed. The suspected host plant, Platanus sp., is very common as an ornamental at the collecting sites. This is the second report for the Palaearctic Region, after collections in France (Matocq, 2008). Key words: faunistics, new record, Iberian Heteroptera, true bugs, allochthonous species, Platanus, plane tree. Introduction The worldwide exchange of goods and tourists facili- tates the movement of allochthonous species, often re- ferred to as “aliens”. Italy seems to be the most common door of entrance to Europe, due to its location in the middle of the Mediterranean Basin (Jucker et al., 2008). About 50% of imported species belong to the Hemip- tera, and are scale-insects or aphids. Among true bugs, recent examples of imported species are the sycamore lace bug Corythuca ciliata (Say) (Tingidae) and western conifer seed bug Leptoglossus occidentalis Heidemann (Coreidae). The following Saldula species are described from the Hawaiian Is: S. intermedia from Oahu, Maui and Hawaii; 5. usingeri from Molokai and Maui; 5. kauaiensis from Kauai and Oahu; and S. longicornis from Oahu. S. nubigena is known only from Maui. The remaining 3 Saldula species (exulans, oahuensis and procellaris) are widely distributed over most or all islands. Lectotypes are selected for S. exulans, S. oahuensis, S. procellaris, and S. nubigena. A revised key to all species is presented. The terminology of wing-morphs is discussed. Distributional patterns and extent of wing reduction, in addition to morphological differences, are used to reconstruct the probable relationships of the Hawaiian species in relation to evolutionary time. The 8 species known, all endemic, presumably arose from 3 independent invasions. S. exulans is supposed to represent the most recent introduction and 5. nubigena the oldest.

This report describes the first record for Italy and the biology as well as the morphological characteristics which delineate this newcomer from a similar species, Orsillus depressus (MULSANT & REY, 1852). It might be only a question of time, until B. numenius will be found in Central Europe as well.
