With reference to above and in the cited subject the undersigned is directed to say that the 109 (one hundred and nine) aforesaid posts have been continuing for more than three years without any interruption.

2. Accordingly, the matter was considered in this department. The undersigned is directed to say that the Governor is pleased to declare the posts of 01 (one) Inspector, 11 (eleven) S.I., 02 (two) L.S.I., 11 (eleven) A.S.I., 03 (three) L.A.S.I., 55 (fifty-five) Constable, 10 (ten) L/Constable, 12 (twelve) P.D., 01 (one) L.D. Clerk and 03 (three) Wireless Operator for setting up of a new GRPS at Uluberia Railway Station under Kharagpur GRP District as permanent with effect from 16.09.2017.

3. This order issues with in terms of the power delegated vide Finance (Audit) Deptt.’s memo. No. 6059/F dated 25.06.1979.

Sub.: Contractual engagement of 22 (twenty two) drivers under West Bengal Police for the district of Darjeeling.

The undersigned is directed to refer to his Memo. No. 1108-ORG dated 31.07.2017 and to say that the proposal for contractual engagement of drivers under West Bengal Police for the district of Darjeeling was under active consideration of the Government for some time past.

2. Now, the undersigned is directed to say that the Governor after careful consideration of the matter, has been pleased to approve the proposal for contractual engagement of 22 (twenty two) drivers under West Bengal Police for the district of Darjeeliong for a period of 1 (one) year from the date of actual engagement or regular recruitment is made, whichever is earlier. Consolidated remuneration of such contractual engagement will be Rs. 11500/- (Rupees eleven thousand five hundred) only per month.

3. The charge is debitable to the appropriate Head of Account in the State Police Budget.

4. This order issues with the concurrence of the Finance Department vide their U.O. No. Group P2/2018- 2019/0413, dated 08.08.2018 read with U.O. No. Group-P2/2017-2018/1230 dated 27.03.2018.

2. Now, the undersigned is directed to say that the Governor after careful consideration of the matter, has been pleased to accord approval to the proposal for changing the colour of Uniform for police personnel in the rank of Constable to Inspector in Unarmed Branch and Traffic Police in Police Commissionerates under West Bengal Police as detailed in the annexure A, B, C & D here to.

3. No additional financial implication is required for implementing the proposal.

4. This order is being issued with the concurrence of the Finance Department vide their U.O. No. Group D/2018- 2019/0116, dated 06.09.2018.

Sub.: Enhancement of the Monetary Allowances for the recipients of President’s Police Medal for Gallantry, Police Medal for Gallantry and Prime Minister’s Police Medal for Life Saving. Sir,

I am directed to refer to this Ministry’s letter No. 11026/09/2013-PMA dated the 10th May, 2013 and letter No. 11026/09/2008-PMA dated 6th April, 2011 on the above subject and to convey sanction under Rule 5(e) of the Rules governing the award of President’s Police Medal for Gallantry, Rule 5(a) of the Rules governing the award of Police Medal for Gallantry and Prime Minister’s Police Medal for Life Saving to the payment of the enhanced allowance to the recipients of these Medals as indicated below with effect from the date of issue of this letter :-

MINUTES OF THE MEETING OF THE ‘BOARD OF CONTROL FOR TRAINING’ HELD ON 08.08.2018. AT 15:30 HRS. AT THE OFFICE CHAMBER OF ADDL. DIRECTOR GENERAL OF POLICE, TRAINING, WEST BENGAL, ARAKSHA BHAVAN, SALT LAKE CITY, KOLKATA-91.

Shri Soumen Mitra, IPS, Addl. Director General of Police, Training, West Bengal presided over the meeting.

Following members of the ‘Board of Control for Training’ attended the meeting:-

1. Shri Dipankar Bhattacharyya, IPS, DIG, Training/ Principal, SVSPA, WB.

2. Shri Pranab Kr. Das, IPS, DIG (Administration), WB.

3. Shri P. Raha, O.S.D. & Ex-Officio Joint Secretary, Home and Hill Affairs Department, Govt. of W.B.

Following Agenda Points were discussed :-

1. To examine the Result Sheet of the Final Examination of Recruit Constable of Batch No. 211/18.

(i) DIG, Training/Principal, SVSPA, WB, Barrackpore had sent, the Result Sheet of the final Examination of Recruit Constable of Batch No. 211/18 vide Memo. No. SVSPA/Exam Cell/ RC/11(11)/2017-2271 dated 03.08.2018.

(ii) Out of 276-RCs & LRCs (267-RCs and 09-LRCs) 273-RCs & LRCs (264-RCs and 09-LRCs) have completely passed in the both indoor and outdoor subject. (list enclosed).

(iii) 03 (three) RCs have submitted their resignations from service which have been duly accepted by appointing authorities.

(iv) The result of the same is placed before the ‘Board of Control for Training’ for approval.

On discussion the Board resolved the following decision:-

The Board approved the Result of 273-RCs & LRCs (264-RCs and 09-LRCs) who have completely passed in both the indoor and outdoor subjects.

2. To examine the Result Sheet of the 1st Supplementary Examination of 02 Detained RC of Batch No.210/2017-18.

(i) DIG, Training/ Principal, SVSPA, WB, Barrackpore had sent, the Result sheet of 1st Supplementary Examination of detained RCs of Batch No.210/2017 vide Memo. No.SVSPA/Exam Cell/RC/11(11)/2017-1946 dated 05.07.2018.

(ii) Out of 02-RCs both have completely passed in their failed subject (list enclosed)

(iii) The result of the same is placed before the ‘Board of Control for Training’ for approval.

On discussion the Board resolved the following decision:-

The Board approved the result of 02-Detained RCs who have completely passed in their examination.

Miscellaneous.

It was decided to alow the use of 9 mm. Pistol for practice firing and examination alongwith 0.38” Revolver in the Training because of the unavailability of 0.38 ammunition.

It was unanimously decided by the participants to gradually phase out 0.303” Rifle and to shift to 7.62 mm. SLR or 5.56 INSAS Rifle in Training.

REVISED SYLLABUS/MODULE OF PPT COURSE OF SI (UB) FOR PROMOTION TO THE RANK OF INSPECTOR (UB).

INDOOR TRAINING SCHEDULE

A. Training Abstract 1. Duration of Training = 4 weeks 2. Training days available = 24 working days including Saturday 3. Number of Indoor session available per day = 5 sessions 4. Duration of one Indoor session = 1 hour 5. Total Indoor sessions = 120 session 6. Days to be allotted for examination of Paper I & II including project evaluation = 2 days 7. Duration of Written Examination of each paper = 1 hour 8. Available Indoor sessions to be allotted for academic module = 110 session

3. MODALITIES OF EXAMINATION AND EVALUATION :

The following will be the guidelines for the conduct of final examination and evaluation of performance of trainees during Pre Promotional Training Course for SIs (UB) at SVSPA, WB, Barrackpore.

1. On completion of training, final examination of 200 marks will be held on two papers namely “Paper – I, Police Station Management and its Suprevision” and “Paper - II, Investigation and Supervision of Cases”. Each paper will carry 100 marks. In each paper, 50 marks will be allotted for written examination and questions will be of objective type. The remaining 50 marks in each paper will be allotted for project assignment. Pass marks in each paper will be 40 which is to be secured out of 100 marks allotted for written examination and project assignment.

2. All arrangements relating to conduct of examination including setting of questions, evaluation of answer scripts, selection of topics for project assignment, assessment and screening of project assignment, compilation of result, etc., will be caused by DIG (Training)-cum-Principal/Director, SVSPA, WB, Barrackpore.

3. The trainees will be assigned a topic for project assignment in each paper from the below given list of projects (to be provided in first week of training). They will submit the project document on the due date of submission to be notified in due time and will be required to appear for screeing of project document. The distribution of marks for assessment of project assignment will be as follows.

FOR OUTDOOR ACTIVITIES OF SI (UB) FOR PROMOTION TO THE RANK OF INSPECTOR (UB) UNDER PPT COURSE (NON EVALUATED) Outdoor sessions will be held on yoga and PT in every alternatve day in morning except on 10 outdoor sessions allotted for advance weapons tactics followed by firing Practice and on the days of examination.

* Board members unanimously viewed that the present amount of Honorarium required enhancement in harmony with that of other Academies including ATI, WB. Shri P. Raha, OSD & Ex-Officio Joint Secretary to the Govt. of WB, Home & Hill Affairs Department was requested by the Board to pursue this matter the proposal of which was already sent to the Government. Copy of relevant papers was provided to him as ready reference.

* Board was keen in the matter of mobilizing Trainers (Both Indoor & Outdoor) for SVSPA & other PTS/STCs, DIG (A), WB was requested to arrange for sending all the 250 Willing candidates of different ranks who opted to join SVSPA as Trainers. He assured that recently-promoted young ASIs will be sent to SVSPA for induction as Trainers after ToT course. Trainers for other PTSs/STCs will also be mobilized soon in view of the huge commitment ahead. ToT for outdoor Trainers will be held at SVSPA on 11th & 12th August, 2018 whereas for indoor Trainers it will be held on 17th & 18th August, 2018. DIG (A), WB will ensure attendance of all the willing candidates.

(A) BOC approved the replacement of 5.56 mm. INSAS Ammunition in favour of 7.62 mm. SLR because of the scarcity of ammunition.

(B) BOC decided to implement the West Bengal Police Service (Determination of Seniority) Rule, 2018 for upcoming Dy. SP (U/T) [Batch No. 68]

(C) The signed copy of MOU between CU & SVSPA (PTC earlier) will be collected from CU for necessary follow- ups.

2. To examine and approval of the Result of the Final Examination of PPT Training Course of Constables for promotion to the rank of Assistant Sub- Inspector of Police (Unarmed Branch) Batch No-08/2018.

➢ DIG, Training-cum-Principal, SVSAP, West Bengal has sent, under memo no- SVSPA/Exam Cell/PPT/ASI(UB)/05(I)/2018-2433 dtd-14/08/2018, the Result of the Final Examination of Pre-Promotional Training Course of Constables for promotion to the rank of Asstt. Sub-Inspector of Police (Unarmed Branch) Batch No-08/2018.

➢ 473-Constables joined the aforesaid training course. Out of them 469 constables completed their training and appeared in the final examination whereas 4 constables could not complete their training and did not appear in the final examination. Out of 469 constables, 1(one) could not qualify in the final examination. 16 constables of previous batches also appeared in the different subjects as supplementary candidates. Out of 16 supplementary candidates, 14 constables qualified and 2 could not qualify in their respective subject. Total 482 constables qualified in the PPT Course.

These Constables were earlier declared fit for promotion to the rank of ASI (AB) through Departmental Examination 2016 in the meeting of BOC for Examination and Promotion dtd. 26/04/2017. Decision : After discussion the board members have accepted the unwillingness prayers for the Constables and decided that the Constable will not claim promotion in this regard in future and written declarations will be obtained from them by the concerned unit in charge. (ii) Consideration of social category of C/1575 Suman Sarkar of Darjeeling Dist. Inspector General of Police, Darjeeling holding addl. charge of Dy. Inspector General of Police, Darjeelng range, Darjeeling under his Memo No. 230/DIG DR DJG dtd. 17/07/2018 has informed that the social category of C/1575 Suman Sarkar of Darjeeling Dist. may be treated as “Scheduled Caste” in place of “General” category. C/1575 Suman Sarkar of Darjeeling Dist. was declared fit for promotion to the rank of ASI (UB) in the meeting of BOC for Examnination and Promotion dtd. 26/04/2017 as a “General” candidate. A meeting of the Board of Control for Examination and Promotion was held on 6th September, 2018 at 11.00 hrs. in the office chamber of the Addl. Director General of Police (Establishment), West Bengal at Bhabani Bhawan, Kolkata-27.

Shri Sanjay Chander, IPS, Additional Director General & Inspector General of Police, CIF, West Bengal holding additional charge of ADG & IGP (Establishment), West Bengal and Chairman of the Board presided over the meeting.

The following members of the Board attended the meeting-

5. To examine and approval of the Result of the Final Examination of PPT Training Course of Asstt. Sub-Inspector of Police (Armed Branch) for promotion to the rank of Sub-Inspector of Police (Armed Branch) Batch No-13/2018.

➢ DIG, Training-cum-Principal, SVSAP, West Bengal has sent, under memo no- SVSPA/Exam Cell/PPT/ASI(AB)/04(I)/2018-2335 dtd-08/08/2018, the Result of the Final Examination of Pre-Promotional Training Course of Asstt. Sub-Inspector of Police (Armed Branch) for promotion to the rank of Sub-Inspector of Police (Armed Branch) Batch No-13/2018. (Contd-2)

➢ The result of the same are placed before the ‘Board of Control for Examination and Promotion’ for perusal and approval for taking next course of action.

DECISION – The Board examined and unanimously approved the Results for onward action.

6. To examine and approval of the Result of the Final Examination of PPT Training Course of Constables for promotion to the rank of Assistant Sub- Inspector of Police (Unarmed Branch) Batch No-08/2018.

➢ DIG, Training-cum-Principal, SVSAP, West Bengal has sent, under memo no- SVSPA/Exam Cell/PPT/ASI(UB)/05(I)/2018-2433 dtd-14/08/2018, the Result of the Final Examination of Pre-Promotional Training Course of Constables for promotion to the rank of Asstt. Sub-Inspector of Police (Unarmed Branch) Batch No-08/2018.

➢ 473-Constables joined the aforesaid training course. Out of them 469 constables completed their training and appeared in the final examination whereas 4 constables could not complete their training and did not appear in the final examination. Out of 469 constables, 1(one) could not qualify in the final examination. 16 constables of previous batches also appeared in the different subjects as supplementary candidates. Out of 16 supplementary candidates, 14 constables qualified and 2 could not qualify in their respective subject. Total 482 constables qualified in the PPT Course.

7. To examine and approval of the Result of the Final Examination of PPT Training Course of Constables for promotion to the rank of Assistant Sub- Inspector of Police (Armed Branch) Batch No-08/2018.

➢ DIG, Training-cum-Principal, SVSAP, West Bengal has sent, under memo no- SVSPA/Exam Cell/PPT/ASI(AB)/06(I)/2018-2432 dtd-14/08/2018, the Result of the Final Examination of Pre-Promotional Training Course of Constables for promotion to the rank of Asstt. Sub-Inspector of Police (Armed Branch) Batch No- 08/2018.

➢ 189 Constables joined the aforesaid training course. Out of them 185 constables completed their training and appeared in the final examination whereas 4 constables could not complete their training and not appeared in the final examination. Out of 185 constables, 4(four) could not qualify in the final examination. 43 constables of previous batches also appeared in the different subjects as supplementary candidates. Out of 43 supplementary candidates, 36 constables qualified and 7 could not qualify in their respective subject. Total 217 constables qualified in the PPT Course.

➢ The result of the same are placed before the ‘Board of Control for Examination and Promotion’ for perusal and approval for taking next course of action.

➢ Ref. this office memo no-954(167)-Per/A//Per/A-27/2017 dtd- 10/08/2018, all Head of the Districts / Units were requested to hold L-C-R-S Board of ASIs(AB) [PPT Batch No-13/2018] for promotion to the rank of SI(Armed Branch).

➢ A Broad Sheet of 97-ASIs(AB) was prepared on the basis of reports received from concerned Head of the Districts / Units for taking final decision.

DECISION – The Broad Sheet containing marks obtained by the candidates in the Pre-Promotional Training Course, Length-cum-Record of Service and other relevant records were placed before the members of the Board for consideration. Out of total 97 ASIs(Armed Branch), 94 ASIs(Armed Branch) are declared ‘Fit’. 03 ASIs (Armed Branch) are declared ‘Unfit’.

These Constables were earlier declared fit for promotion to the rank of ASI (AB) through Departmental Examination 2016 in the meeting of BOC for Examination and Promotion dtd. 26/04/2017. Decision : After discussion the board members have accepted the unwillingness prayers for the Constables and decided that the Constable will not claim promotion in this regard in future and written declarations will be obtained from them by the concerned unit in charge. (ii) Consideration of social category of C/1575 Suman Sarkar of Darjeeling Dist. Inspector General of Police, Darjeeling holding addl. charge of Dy. Inspector General of Police, Darjeelng range, Darjeeling under his Memo No. 230/DIG DR DJG dtd. 17/07/2018 has informed that the social category of C/1575 Suman Sarkar of Darjeeling Dist. may be treated as “Scheduled Caste” in place of “General” category. C/1575 Suman Sarkar of Darjeeling Dist. was declared fit for promotion to the rank of ASI (UB) in the meeting of BOC for Examnination and Promotion dtd. 26/04/2017 as a “General” candidate. The copy of the relevant caste certificate and District Order No. 960 dtd. 20/052016 of SP, Darjeeling were placed for consideration in the Board.

Decision : The Board has decided to treat the social category of C/1575 Suman Sarkar of Darjeeling Dist. as Scheduled Caste.

(iii) Consideration for Promotion to the rank of ASI of Police in Photographic Bureau, CID, WB. WC/T – 190 Dipak Ghosh of C.I.D. Photographic Bureau may be allowed to take promotion to the rank of ASI of Police. Dy.
