Supplement’in at severlere güzel bir armağan olduğunu düşünüyorum. 2009 yılında doğan tayları, faaliyeti olan 1584 baş kısrak ile 111 baş ithal kısrak, 1 baş ithal aygır, 42 baş ithal tay, 2 baş ihraç edilen atları sizlere sunmaktan mutluluk ve gurur duyuyorum. Bundan böyle doğan taylar her yıl yayınlanacak olan supplementlerde yer alacaktır. Madde 1-Nitelik a) Bir atın onaylanmış İngiliz Atı Stud Book’una kaydedilmesi için aşağıdaki şartlara uyması zorunludur. Bir tay onaylı Stud Book’ta kayıtlı ana ve babanın çiftleşmesi sonucu olmalı veya safkan İngiliz olmayan bir atın soyundan geliyorsa Uluslararası Soy Kütüğü Komitesi tarafından İngiliz atı olduğuna oy birliği ile karar verilen bir at olmalıdır. Türk Stud Book’u I.A.B.R.W’nin 12. maddesinin imzacısıdır. Uygun Tay Üretimi için Servis b) İngiliz atı, aygır ile kısrağın doğal aşımı sonucu, şöyle ki aygırın penisinin kısrağın genital sistemine girerek salgılanan semeni fiziksel aktivite ile vermesi şeklinde olmak zorundadır. Ya da doğal aşım sonucu üretilen ejekulatın bir kısmının damızlıkta kullanılacak kısrağın genital sistemine aygır tarafından bırakılmasıdır. Uygun Tay Üretimi için Gebelik c) Doğal gebelik sonucu tayın, aynı kısraktan doğmuş olması gerekmektedir. Tanımlar ve Hukuki Dayanak Madde 2- Aşağıda yazılı terimlerin anlamları karşılarında yer almaktadır. a) Bakanlık : Tarım ve Köyişleri Bakanlığını, b) İl At Islah Komisyonu : İl Müdürlüğü Hayvan Sağlığı Şube Müdürü ile iki Veteriner Hekimden oluşan komisyonu, c) Üye Olunan Uluslararası Kuruluşlar: Ülkemizin de üyesi olduğu at yetiştiriciliği ve yarışçılığı ile ilgili uluslararası kuruluşlar; IFHA “International Federation of Horseracing Authorities”, ISAG “International Society for Animal Genetics”, ve ilerde üye olunabilecek kuruluşları, d) At Eşkal ve Muayene Raporu : Tanımlanacak tayın, Stud Book Otoritesinin izin verdiği birisi tarafından doldurulması gerekli olan, İngiliz Atı Otoritesi tarafından onaylı, atın donu, eşkali, ırkı, ana- babası, anasının aşım tarihi, tayın doğum tarihi, cinsiyeti, doğduğu ülke, tayın sürekli tanım detayları ve kimlik nişaneleri ki bunlar tüm ayak nişaneleri, yüz nişaneleri, servi, yara, dövme, dağlama, varsa mikroçip numarası, renkli fotoğrafı, fiziki (eşkal) muayenesi ve yetiştiricisinin adı gibi bilgileri içeren resmi form ya da elektronik sistemdeki bilgiler, e) Yetiştirici : Tayın doğduğu tarihte anasına sahip olan yasal kişiler, f) Sahip Değiştirme Belgesi : Satış, hibe, veraset gibi sebeplerle atın sahip değişikliğine esas teşkil eden belgeyi, g) Damızlık Belgesi: Damızlık atlara verilen ve Bakanlıkça onaylanan belgeyi, h) Uzman Heyet : At Yetiştiriciliği konusunda Uzmanlık Belgesi veya akademik çalışması bulunan veya at yetiştiriciliği konusunda en az 5 yıl kamu ya da özel kurumlarda çalışmış en az üç Veteriner Hekimden oluşan komisyonu, ifade eder. III Kuruluş ve Denetim Madde 3- Bu kurallar aşağıdaki yasalar temel alınarak hazırlanmıştır. Bu kurallar, 28/2/2001 tarihli ve 4631 sayılı Hayvan Islahı Kanunu, 8/5/1986 tarihli ve 3285 sayılı Hayvan Sağlığı ve Zabıtası Kanunu ve 9/3/1954 tarihli ve 6343 sayılı Veteriner Hekimliği Mesleğinin İcrasına, Türk Veteriner Hekimleri Birliği ile Odalarının Teşekkül Tarzına ve Göreceği İşlere Dair Kanuna, 10/7/1953 tarihli ve 6132 Sayılı At Yarışları Hakkındaki Kanuna dayanılarak hazırlanmıştır. Bu kuralların amacı; safkan İngiliz atlarının soy kütüğü kayıtlarının tutulması, pasaport ve damızlık belgelerinin verilmesi, tescili, aşım izni ve ilgili işlemleri, stud book hazırlanması ve yayını, sahip değişiklikleri ile ilgili esasları belirlemek, bunların yetiştirme yönünden sağlık kontrolleri, yetiştirme kayıtları, cetvelleri ve denetimlerine ait hükümler ile ülkemizin de üyesi olduğu Atçılık ve Yarışçılıkla ilgili uluslararası organizasyonların kayıt kurallarına uyumunu sağlamaktır. Bu kurallar soy kütüğüne kayıtlı ve kayıt edilecek safkan İngiliz atlarını kapsar. İngiliz atlarının kayıtları ile ilgili çalışmaların belirli esas ve usullere göre yapılmasını denetlemekle Bakanlık yetkilidir. Türkiye sınırları içerisinde İngiliz atlarının kayıtları ile ilgili tüm işlerden Bakanlık soy kütüğü ofisi sorumludur. Soy kütüğü otoritesi, at yetiştiricileri ve derneklerinden tamamen bağımsız çalışmaktadır. Bakanlık tescil kurallarını kendisi tespit etmekte ve uygulamaktadır. Soy kütüğü ofisi çalışanları gerekli eğitim çalışmalarına katılmakta olup, gerektiğinde diğer soy kütüğü ofisi çalışanlarının deneyim ve uzmanlığından yararlanacaktır.

Word has it that most Japanese breeders were skeptical about this horse’s future as a sire. Some said there was a problem with his overly stormy temperament being passed on. Some said they did not care for his cow hocks (a limb deformity in the gambrels called splay foot or knock knees). And some, imagining a muscular physique because he was said to be a dirt champion from America, voiced disappointment when at first sight, he appeared to be a fragile, gangly-legged horse.
