MINUTES OF THE TRANSPORTATION COMMITTEE/ COMMITTEE OF THE WHOLE

Honorable Board of Directors Bridge, Highway and Transportation District Honorable Members:

A meeting of the Transportation Committee/Committee of the Whole (Committee) of the , Highway and Transportation District (District) was held in the Board Room, Administration Building, Golden Gate Bridge Toll Plaza, , CA, on Thursday, January 24, 2019, at 9:07 a.m., Chair Sobel presiding.

(1) Call to Order: 9:07 a.m.

(2) Roll Call: Secretary of the District Amorette M. Ko-Wong.

Committee Members Present (8): Chair Sobel; Vice Chair Arnold; Directors Fredericks, Hill, Pahre, Rabbitt, and Sears; President Hernández (Ex Officio). Committee Members Absent (0): None. Other Directors Present (6): Directors Belforte, Cochran, Grosboll, Mastin, Moylan and Theriault.

Committee of the Whole Members Present (14): Directors Arnold, Belforte, Cochran, Fredericks, Grosboll, Hill, Mastin, Moylan, Rabbitt, Sears, and Sobel; Second Vice President Theriault; First Vice President Pahre; President Hernández. Committee of the Whole Members Absent (4): Directors Brown, Fewer, Garbarino, and Yee.

In a memorandum to Committee, Director of Planning Ron Downing and General Manager Denis Mulligan provided advisory committee reports for informational purposes only. No action was recommended. Copies of the reports are available on the District’s web site or upon request from the Office of the District Secretary.

(4) Authorize Execution of an Agreement with Bay Area District (BART) to Operate Early Bird Express Bus Service During the Retrofit Project

(a) Staff Report

In a memorandum to the Committee, Supervising Scheduler and Data Analyst Carolyn Derwing, Director of Schedules and Service Development Tony Clark, Deputy General Manager/Bus Division Mona Babauta, and General Manager Denis Mulligan reported on staff’s recommendation to execute a four-year service agreement, with two one-year extension options, during the Transbay Tube Retrofit Project, with the District (BART) to operate some of BART’s weekday Early Bird Express (EBX) service. (b) Presentation of Staff Report

At the meeting, Ms. Derwing summarized the staff report. Mr. Mulligan provided additional details about how operating the EBX also will address the District’s need to keep public transportation available during the Transbay Tube Retrofit Project (TTRP).

(c) Discussion by the Committee

Director Grosboll commented that projects such as this often take longer than anticipated. Ms. Derwing responded that the agreement includes two one-year extensions if required.

Second Vice President Theriault stated that it will be for the general good for the TTRP project to run as smoothly as possible.

Chair Sobel asked if the District factored in the cost of additional bus mileage for operating the EBX. Ms. Derwing replied that extra miles due to any changes in routes were not considered as a separate factor. She stated that the service will make use of buses currently deadheading. Mr. Mulligan added that the bus route changes will entail only a small number of extra miles. Also, the District’s extra labor costs will be borne by BART, which should help offset any additional mileage costs.

Director Hill asked if staff expects that the new routes will be on time. Mr. Mulligan replied that early morning service will be hitting average traffic and that operators are experienced with the travel time. He noted that staff anticipates providing high quality, reliable, and on- time service.

(d) Action by Committee

Staff recommended and the Committee concurred by motion made and seconded by Directors FREDERICKS/HILL to forward the following recommendation to the Board of Directors for its consideration:

RECOMMENDATION

The Transportation Committee/Committee of the Whole recommends that the Board of Directors authorize the General Manager to execute a four-year service agreement, with two one-year extension options, during the Transbay Tube Retrofit Project, with the Bay Area Rapid Transit District (BART) to operate some of BART’s weekday Early Bird Express (EBX) service between the Del Norte, MacArthur and 19th Street BART stations in the and the Salesforce Transit Center/Transbay Terminal in San Francisco; with the understanding that the costs to the Golden Gate Bridge, Highway and Transportation District associated with providing the EBX service will be paid by passenger fares supplemented with funding from BART.

(5) Approve Discontinuation of the Route 41 Demonstration Project

(a) Staff Report

In a memorandum to Committee, Director of Planning Ron Downing, Deputy General Manager/Bus Division Mona Babauta, Deputy General Manager/Administration and Development Kellee Hopper, and General Manager Denis Mulligan reported on staff’s recommendation to approve discontinuation of the Golden Gate Transit Route 41 Demonstration Project effective Friday, March 8, 2019. (b) Presentation of Staff Report

At the meeting, Mr. Downing summarized the staff report.

(c) Discussion by the Committee

Director Grosboll requested further information about the District’s outreach to riders. Mr. Downing reviewed the District’s outreach methods and responses received.

(d) Action by Committee

Staff recommended and the Committee concurred by motion made and seconded by Directors ARNOLD/FREDERICKS to forward the following recommendation to the Board of Directors for its consideration:

RECOMMENDATION

The Transportation Committee recommends that the Board of Directors approve discontinuation of the Golden Gate Transit Route 41 Demonstration Project effective Friday, March 8, 2019; with the understanding that the resources associated with Route 41 will be reallocated to commute routes in Southern Marin County where ridership demand has increased.

(6) Monthly Report on Bridge Traffic, Transit Ridership Trends and Transit Service Performance

In a memorandum to Committee, Director of Planning Ron Downing and General Manager Denis Mulligan provided the monthly report on traffic, ridership trends and transit service performance for informational purposes only and no action was recommended. A copy of the staff report is available on the District’s web site or upon request from the Office of the District Secretary.

Mr. Mulligan stated that traffic and ridership have been relatively stable for the past twelve months. He highlighted that Bridge traffic is slightly down, ferry ridership is flat, and bus ridership is slightly increased.

(7) Monthly Report on Activities Related to Marin Local Service Contract with the Marin County Transit District

(a) Staff Report

In a memorandum to Committee, Secretary of the District Amorette Ko-Wong provided a monthly report for informational purposes only regarding intra-county bus service. No action was recommended.
