TOWN COUNCIL MINUTES OF THE MONTHLY MEETING OF 31.10.2013 AT 7.30PM WHICH WAS HELD AT THE CHURCH HALL LAMPETER

PRAYERS Members were invited to participate in prayer before the start of the meeting. Cllr Greg Evans led members in prayer.

1. CHAIRPERSON’S WELCOME & PERSONAL MATTERS The Chairman, Cllr. Mayor Dorothy Williams extended a warm welcome to all present.

APOLOGIES for absence were received from Cllr Kistiah Ramaya. 3 DISCLOSURE OF PERSONAL & PREJUDICIAL INTEREST Cllr Hag Harris declared an interest, when discussing the Planning Application A130720 - Installation of Wind Turbine at Gwarffynnon, Silian. 4. CONFIRMATION OF THE MINUTES of the meeting of the 26 September 2013 These were agreed to be a correct record and were signed by the Chair. 5. POLICE MATTERS It was RESOLVED to congratulate the Police for succeeding to reinstate the front- desk at the Police Station. It would be mentioned, that a Police presence, during Town Council meetings was appreciated, in order to discuss matters of mutual concern. It would be asked if the Police could survey the vicinity of Picton Lane, in light of minor vandalism. 6. PRESENTATION-LUCIA THOMPSON – PARC YR ORSEDD A presentation was delivered by Lucia Thompson, in relation to possible improvements at the park, to include, play apparatus and musical instruments. Please refer to Appendix 1. (available in hard-copy only, from the Town Library or the Clerk) Members were pleased to hear that a person from the town had displayed an interest in the park and in improving the play provision, within the town. The sourcing of a grant from RAY was mentioned. It was felt that, due to the fact that the park was the property of the Town Council and in accordance with good practice, improvements and grant applications should not be undertaken independently of the Town Council. The Mayor D. Williams said that the closure of the adjacent Public Conveniences, on Bryn Road, had been an enormous disadvantage, to the users of the park.

The Maes-y-Felin and Maes-y-Deri Play Areas were also mentioned, which are now under the auspices of Tai Ceredigion.

7. MATTERS ARISING 7.1 Cwmins Car-Park: No Developments re the legal status of the Cwmins. Mrs Sarah Hughes, Legal Department, Ceredigion County Council had been contacted but is presently away on annual leave. 7.2 Town Council’s Standing Orders: Developments ongoing. 7.3 One Voice AGM: Saturday 5th October at Builth Wells. The Deputy- Mayor Elsie Dafis had represented the Town Council at this event. It would asked, if it could be possible to receive the AGM’s motions for debate, in future, more than a week before the meeting. This would allow the Town Council the opportunity, to discuss the motions, in advance. 7.4 Marking the Centenary: start of World War One (WW1): The floodlight has been set in place by Ceredigion County Council. A metered supply has been set up. Tree Work at the War Memorial: A Quotation was received from Lampeter Tree Services: Reducing 2 Evergreen trees to the height of the Cenotaph £400 + VAT: RESOLVED: To keep the matter on file. Concerning the two flagpoles,the British Legion will be contacted, next year. 7.5 Remembrance Sunday Service 10th November 2013 at the War Memorial: further arrangements were discussed. Also the 2 minutes’ silence on the Square at 11am of the 11.11.2013. A Road Closure Licence has been received. 7.6 Third World Lunch: a date to host the lunch, was not established. 7.7 TraCC: Consultation: Cllr Rob Phillips had responded to the Consultation exercise on behalf of the Town Council. Please refer to Appendix 2. 7.8 Proposed Changes in relation to the Arriva Bus Wales Services 20, 40 & 50 Bus Service: It was RESOLVED to forward a letter to Edwina Hart AM to voice concern to the proposed changes. Please refer to Appendix 3. 7.9 A Grant of £500 has been made available to Town & Councils from the Welsh Government to develop/improve a website for the Town/Community. RESOLVED: Cllr Phillips to contact CWN Design. 8. CORRESPONDENCE

8.1 Lampeter Chamber of Trade inviting the Mayor to open the Christmas Fair on Thursday 5th December and asking the Town Council to consider making a financial contribution to host the event. RESOLVED: to donate £200. The Town Council’s opinion regarding the closure of High Street, during this event, between 16:00 & 20:00, was sought by the County Council. It was RESOLVED to convey to the County Council that the Town Council was in favour of the road closure. 8.2 Town Council’s Website 8.2.1 List of Past Mayors of Lampeter: a request to include the name of a past Mayor Ebenezer Lloyd from 1935-1937 on the Town Council’s website. Cllr Phillips has executed this task. 8.2.2 Pantyfedwen Tune: a request to use the tune and advice on how to comply with copyright requirements. Cllr Ann Morgan had attended to this request. 8.2.3 An enquiry in relation to the available bus-services in Lampeter after 17.30pm on a Sunday. A response had been made.

8.3 RAY Ceredigion: Letter from Helen Lewis, Community Engagement Officer asking if she could attend a future meeting of the Town Council, to update members on the progress of the play-sessions, in Lampeter. RAY Ceredigion delivers Open Access Play Sessions at Maes-y-Felin park weekly on a Monday night during term time and at Maes-y-Deri play field every third Sunday of the month. It was RESOLVED to invite Helen Lewis to a meeting, in the New Year. 8.4 Teifi Valley Call for Evidence: On 2 July 2013, Mrs Edwina Hart, made a written statement announcing her intention to set up a short term Task & Finish Group to explore how the model of Powys Local Growth Zones may be applied to the Teifi Valley. The Group will consider policy options to encourage and support jobs, economic growth and offer the opportunity of testing different types of interventions, which are sensitive to the Valley’s local economic circumstances, growth challenges and prominent use of the . An invitation was extended to the Town Council to submit ideas for positive policy options. Comments to be submitted by the 23 Oct 2013. Communication received via email on the 21 October. It was felt that more time was necessary, in order to prepare a response. 8.5 Ceredigion County Council: Approved List for the Provision of Supplementary Snow Clearing Services and Other Emergency Related Services; enclosed, a copy of the advert to appear in the press calling for expressions of interest to be included in the Approved List. To request an application pack, interested parties should email [email protected], phone 01970 633844 or write to Ceredigion County Council, Glanyrafon Industrial Estate, Llanbadarn Fawr, , SY23 3JQ. 8.6 Mid & West Wales Fire & Rescue Authority Draft Annual Improvement Plan 2014-15: more information can found on the website www.mawwfire.gov.uk: for information. 8.7 Ceredigion Association of Voluntary Organisations (CAVO): The Town Council’s application for full membership to CAVO was accepted at a recent meeting of the board of trustees. An invitation was extended to the Town Council to attend the AGM on Thursday 24 October at Rugby Club. 8.8 Ceredigion Age Cymru: Annual General Meeting: Memorial Hall, Aberaeron, 14 November 2013 at 2.00pm. 8.9 COAST (Creating Opportunities And Skills Team Alliance) Ceredigion: Award Ceremony: Friday 8 November 2013 at the Victoria Hall, Lampeter. 8.10 Ceredigion Area Meeting: One Voice Wales: Wednesday 23 October 2013 at 7pm. The Town Council had been represented at this meeting. 8.11 Young at Heart Christmas Party: to be held on Wednesday 4th December at the Victoria Hall (1.30pm). The Mayor circulated invitations in relation to the Dinner Party, which will be held at her home on Monday 11th November at 7pm. The aim of the gathering will be to organize the Christmas Party. 8.12 Other correspondence: for information only.

9. PLANNING MATTERS 9.1 Planning Permission by CCC: A130661: Proposal: Install one new ventilation louvre and to enlarge two existing ventilation louvres. Location: Telephone Exchange, Victoria Terrace, Lampeter. 9.2 Planning Permission by CCC: A130596: Proposal: Demolition of existing shed and the building of a garage. Location: Aughlish, Bryn Road, Lampeter.

9.3 Planning Application No: A130742: W. D.Lewis: Building 2 silo stores: Location; WD Lewis a’I Fab, Mark Lane, Bridge Street, Lampeter. Town Council’s Comments: No Objections. 9.4 Planning Application: Installation of a Wind Turbine at Gwarffynnon, Silian. This Planning Application does not fall within the area represented by Lampeter Town Council, but rather, the Llangybi Ward. Despite its location, the Town Council is permitted to comment on the Application. Cllr Carter had presented a request to the Chairperson, to discuss the application, prior to the meeting and members had been allowed the opportunity to view the application, in advance. Members of the public from the Llangybi Ward and those, who lived in close proximity to the proposed development, were present at this meeting (names listed above). Cllr Carter believed that, should the Application be permitted, it could adversely affect the Town Council’s Ward and have a detrimental impact on the environment to include the wildlife, Lake and the landscape. Moreover, it could herald a precedent for more wind-turbines. Members noted the inaccuracies in the Applicant’s Report. It was RESOLVED to pass a comment on the application. Lampeter Town Council wishes to comment on the above planning application. Although the application is not within the Town Council’s remit, we would like to draw attention to the fact that there are inaccuracies in the applicant’s report and we ask that you look carefully at the wording of the report and take any such inaccuracy into account. Thank you.”

9.5 Development Control Committee: Agenda of Meeting: 9 October 2013: 10.00am. Minutes of the Meeting of Wednesday 11 September 2013. 9.6 Tree Preservation Orders (TPOs), College Playing Fields, Lampeter: Consultation: Letter from Mr P Evans CCC stating that an application has been received from Lampeter Tree Services to fell 5 horse-chestnut trees as they are showing signs of disease. If the trees were to be felled, it would be a requirement of the TPO legislation that they are replaced with new planting at or nearby to that location; Noted for information.

10. TRANSITION LLAMBED 10.1 Cllr Greg Evans reported that the kitchen had been refurbished and work was ongoing within the upstairs’ room. IT facilities will be available. The possibility of offering the toilets for general public use may be considered by Transition Llambed. 11. FINANCE 11.1 PAYMENTS 11.1.1 Hire of St Peter’s Hall for monthly meeting of the 31 October £21.25. 11.1.2 Compass Office Supplies: Ink/Stationery £61.08 VAT £12.22: TOTAL: £73.30. 11.1.3 The Natural Gardener: Paint: Picnic Benches, Maesyderi Field: £14.95.

11.1.4 CWNDESIGN; Fee for hosting and CMS licence for the Lampeter Town Council Website £220; VAT £44.00; TOTAL £264.00. 11.1.5 Clerk’s Salary: Sept 2013: £705.66: Oct 2013: £705.66; HMRC: Sept £20.51: Oct: £20.51. 11.1.6 Mr Gwynne Davies: Hire of Loudspeakers: Rem. 11.2 REQUESTS FOR GRANT FUNDING 11.2.1 Eisteddfod Genedlaethol Cymru: Sir Gâr, 1-9 Awst 2014: £100 11.2.2 Lampeter Chamber of Trade: Christmas Fair: £200. 11.2.3 It was RESOLVED not to make a contribution to the Llangollen International Musical Eisteddfod, Urdd National Eisteddfod 2014 in Meirionnydd & the Bobath Children’s Therapy Centre Wales.

11.3 RECEIPTS 11.3.1 Santander: Business Account: Interest Received: 1 April 2013 to 26 September 2013 £0.01. 11.3.2 Refund: Ras Yr Iaith: £50.00 11.4 THANKYOU A thank you letter was received from the LongWood Community Woodland for the recent donation of £1,100 to fund a picnic bench and 4 bird boxes. An invitation will be extended to Councillors, to view these items after they have been installed, 11.4 The £90,000 18 months Lloyds TSB Bond will mature on the 18 November 2013 @ 2.45% interest per annum. RESOLVED to reinvest the £90,000 but not the interest received. 11.5 Communication from the Lampeter Chamber of Trade asking for confirmation that the employers liability section covers all volunteers whilst they are erecting and dismantling the tree, lights, planters & hanging baskets. Zurich Insurance has confirmed, that they are covered under the Town Council’s Insurance. As they are volunteers, they are covered under the Public Liability Section and the Personal Accident Section.

12. SUB-COMMITTEES 12.1 PAVEMENTS’ 12.1.1 Disabled Ramp to the Hall: Mr Brynmor Hughes CCC is presently dealing with this request. No Developments to report. 12.1.2 Drover’s Road: bollards have now been positioned on the pavement, adjacent to the Football Club. Re the gap on the pavement - the Football Club to investigate. 12.1.3 College Street: concerns were expressed in relation to the narrowing of the pavement from the previous PO and leading along College Street. 12.2 FOOTPATHS’ No report. 12.3 PARC-YR-ORSEDD 12.3.1 It was RESOLVED to accept the quotation from Lampeter Tree Services re the trimming of trees at the park £350 + VAT. 12.3.2 Fence: one offer received from Mr Kevin Jones, Teifi Forge Garage, : to supply and fit new mesh type fencing to replace damaged wooden fencing to the boundary of the park area. Fence to be 1metre

20cms high as existing in a choice of green or black finish. Total cost per running metre fitted £68.50 (ex VAT). RESOLVED: to establish the number of metres required and the total cost of the work before moving the matter forward. 12.3.3 The park inspection will take place in June 2014 by RoSPA Play Safety for a fee of £65 +VAT. 12.3.4 Cllr Elsie Dafis said that she had been in consultation with Rhiannon Ling, Tai Cantref for the possible funding for the installation of a willow structure at the park. Regarding additional features at the park, it was felt that space was somewhat confined, as a circular space within the park needs to remain open, in accordance with the Gorsedd Rules. 12.3.5 Graffiti needs to be removed: Wooden Castle: the steps are in need of remedial action and the wood-chip refreshed. 12.4 CCTV Cameras’ CCTV Unit Report June – August 2013 There were four requests to View Digital Data in relation to a theft, two assaults and criminal damage. CCTV Monthly Equipment Fault Report: One camera, no telemetry: date reported 3.09.13. Engineer attended on the 5.09.13 and telemetry restored. Operators were involved in a number of incidents throughout the county, to include, in Lampeter: 28 July -01.16hrs Bridge Street, Lampeter Number of persons fighting in the street and recorded footage used to identify persons involved.

12.5 Maesyderi Field Management: The last meeting had been held on Monday 14th October at 7.00pm. 13. AOB 13.1 Lampeter Food Festival: Cllr Chris Thomas made an appeal for more committee members to become actively involved in setting up next year’s Food Festival. The AGM will be held on Tuesday 26th November at 7pm at the Black Lion, Lampeter. 13.2 Congratulations were conveyed to Cllr Elsie Dafis on the birth of her grandson, Noah. 13.3 The Traffic Management Committee will meet on Friday 15 November at 2pm at the Lampeter Fire Station. It was RESOLVED to make enquiries in relation to the resurfacing of New Street; congestion on College Road & pot- hole at Bryn Road. Cllr Wilson stated that many students parked their cars for long lengths of time, within the town. He asked whether it would be possible for them to park their vehicles on the College grounds. 13.4 It was stated that the drain on the Aberaeron Road, adjacent to Forest Road, was always blocked. RESOLVED: To report to Ceredigion CC. 13.5 It was RESOLVED to thank Ceredigion County Council for providing and maintaining flower displays within the town, over the summer months. The meeting ended at 9.25pm.
