Gergana Noutcheva, PhD University of Pittsburgh, 2006 The Balkan states have all responded to the EU’s conditional offer of membership with domestic institutional and policy changes in line with the EU requirements. Yet, there is a remarkable variation among the countries from the region in terms of their formal sovereignty, both with regard to domestic governance independent of external actors (internal sovereignty) and internationally recognized status (external sovereignty). Does sovereignty affect the conditionality-compliance dynamic? The dissertation offers an explanation of how the statehood of a prospective EU member affects the policy and politics of conditionality at EU level and the politics of compliance at domestic level. It argues that in semi-sovereign countries, the EU conditionality can incur higher compliance costs as it can intervene in the sovereignty of an aspiring candidate suggesting a redefinition of internal and/or external statehood structures. The security nature of such interventions has an effect on the EU foreign policy behavior involving two agents of conditionality - the European Commission and the Council – and creating risks for inconsistency in EU policy execution. Domestic politics hold the key to compliance with sovereignty-sensitive conditions as the political space tends to be very fragmented and political opposition to EU conditions may arise. In countries where sovereignty is not contested, the EU conditionality prioritizes democratic and economic reforms, the politics of conditionality hides less dangers for incoherence as the EU is inclined to speak with one voice and the politics of compliance are more consensual rendering the compliance trend more sustainable. The dissertation employs the comparative method of analysis and examines the compliance patterns of Bosnia and Herzegovina, Serbia and Montenegro and Bulgaria as cases representing the full variation along the sovereignty variable. The argument is situated at the intersection of international relations and comparative politics. It extends the sovereignty debate in the International Relations (IR) literature to the specificity of the EU relations with the Balkan countries. In so doing it links the IR debate to the Europeanization literature exploring the EU’s impact on domestic changes in EU candidate countries. Sovereignty as a variable is neglected in the Europeanization literature and this dissertation is an attempt to address this gap. iv PREFACE Many people and institutions have contributed to my dissertation and to all of them I extend my sincere thanks. Without their support, I would not have been able to advance and complete my study of the EU- Balkans relations. I am thankful to the PhD program of the Graduate School of Public and International Affaires (GSPIA) for giving me the opportunity and freedom to pursue my theoretical interests and research questions. Through an Alumni Grant of GSPIA, I was able to do empirical research in Brussels in 2002 which proved critical not only for the direction of my dissertation but also for my entire professional career. The Centre for European Policy Studies (CEPS) in Brussels provided an excellent facilitative environment for the entire duration of my dissertation research and writing. I am particularly indebted to Daniel Gros and Michael Emerson for this unique chance and for their intellectual availability through the years. I benefited from their comments and reactions to real world developments which shaped my interpretations of critical events in the EU-Balkans relations. He put out the fire in the oven, then the cooker and finally poured a bucket of water over the barrel that was used as a barbecue pit. The Hot Days started on time. It was an ancient tradition for all the fires to be put out and the household and fields work to stop for the three day in July - the belief was that three saints were responsible to oversee that it is done and punished the ones who did not obey by burning their crops. At the end of Saint Marina the Fiery a new fire would be started in a special way, the fireplace would be lit again with the young fire and not be extinguished for the entire year until the next Hot Days. May be the wise church elders had put the three-day restriction as the only way for the servants to have a break during the back-breaking work of mid summer and keep the people aware of the stormy days dangers, as it was almost certain that at least on one of the days there would be a thunderstorm.

We consider some of the main characteristics of the Austrian school, such as subjectivism and marginalism, as basic components of the economic thought in Bulgaria and as incentives for the development of some original theoreti- cal contributions. Even during the first few years of Communist regime (1944–1989), with its Marxist monopoly over intellectual life, the Austrian school had some impact on the economic thought in the country. Subsequent to the collapse of Communism, there was a sort of a Renaissance and rediscovery of this school. Another contribution of our study is that it illustrates the adaptability and spontaneous evolution of ideas in a different and sometimes hostile environment.     Post-Socialist Blues Within Real Existing Capitalism: Anti-Communism, Neoliberalisation, Fascism by Bozhin Stiliyanov Traykov A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of Sociology University of Alberta © Bozhin Stiliyanov Traykov, 2020 Abstract This project draws on Alex William’s (2020) contribution to Gramscian studies with the concept of complex hegemony as an emergent, dynamic and fragile process of acquiring power in socio- political economic systems. It examines anti-communism as an ideological element of neoliberal complex hegemony in Bulgaria. By employing a Gramcian politico-historical analysis I explore examples of material and discursive ideological practices of anti-communism. I show that in Bulgaria, anti-communism strives to operate as hegemonic, common-sensual ideology through legislative acts, production of historiography, cultural and educational texts, and newly invented traditions. The project examines the process of rehabilitation of fascist figures and rise of extreme nationalism, together with discrediting of the anti-fascist struggle and demonizing of the welfare state within the totalitarian framework of anti-communism. Historians Enzo Traverso (2016, 2019), Domenico Losurdo (2011) and Ishay Landa (2010, 2016) have traced the undemocratic roots of economic liberalism and its (now silenced) support of fascism against the “Bolshevik threat.” They have shown that, whether enunciated by fascist regimes or by (neo)liberal intellectuals, anti-communism is deeply undemocratic and shares deep mass-phobic disdain for political organizing of the majority. In this dissertation I argue that, in Bulgaria, anti- communism has not only opened the ideological space for extreme right and fascist politics, it has demoralized left political organizing by attacking any attempts for a politics of socio- economic justice as tyrannical.

Briefly, it is about unpacking and restoring the significance of the Golden Age of the European Peasantry between the two world wars by focusing on the paradigmatic cases of Bulgaria, Yugoslavia, and Czechoslovakia. The dissertation proposes a novel synoptic approach with regards to interwar agrarianism as a counterpoint to ideology driven classifications or structuralist synthesis. Its thematic chapters alternate between strategic probes of evocative micro histories and broader theoretically informed overviews in order to illustrate and clarify the analytical frame. Bulgarian Philosophy of Law before 1944 In Bulgaria, there exist no more than a handful of studies on the development of the country’s own philosophy of law and its accomplishments. These studies are far from comprehensive, even as a group: Only brief outlines of that devel- opment have been published, dwelling on specific ideas put forward by repre- sentative thinkers active at various times (cf. Popov 1970, Nenovski 1998). My analysis here is an attempt to bring out the main through-line in the develop- ment of Bulgarian philosophy of law today. A proper account of Bulgarian philosophy of law in the 20th century re- quires an attempt to find, on the one hand, a solution to epistemological and methodological problems in law and, on the other, a clear-cut influence of the Kantian critical tradition. Bulgarian philosophy of law follows a complicated path, ranging from acceptance and revision of Kantian philosophy to the de- velopment of interesting theories on the logic of legal reasoning.

VENELİN GANEV’İN TRAKYA’DAKİ ESKİ ESERLERLE İLGİLİ RAPORU (1913) Hüseyin MEVSİM* ÖZET Siyasî, askerî, stratejik, diplomatik vs. boyutu büyük ölçüde aydınlatılmış olan Balkan Savaşları’nın göz ardı edilen yönlerinin başında, savaşa sahne olan Trakya ve Makedonya topraklarında bulunan eski eserlerin akıbeti gelir. Savaşın ilânından sayılı günler sonra adı geçen bölgelere bilimsel araştırma ve incelemelerde bulunmak üzere görevlendirilen genç ve hevesli Bulgar bilim ve sanat adamlarının tuttuğu günlüklerden ve üst makamlara sunulan raporlardan; Trak, Eski Yunan, Helenistik, Roma, Bizans ve Osmanlı dönemine ait el yazması, sikke, halı, ikona, kılıç, sütun başlığı, mezar taşı gibi çok sayıda eski eserin yerinden söküldüğü ve titiz bir organizasyonla Sofya’ya taşındığı görülür. Öte yandan, birçok eski eser bu sayede yağmalanmaktan ve tamamen yok edilmekten kurtarılmış olur. Çalışmada, o yıllarda Sofya Üniversitesi’nde hukuk doçenti olan Venelin Ganev’in 20 Aralık 1912 – 15 Ocak 1913 tarihleri arasında Marmara kıyı bölgesine düzenlediği bilimsel geziyle ilgili raporu ve Fenerköy Azize Meryemana Kilisesi’nden alınan üç adet ikonanın akıbeti konu edinilir.
