It is based primarily on interviews and focus group discussions with more than two hundred academics, politicians, entrepreneurs, journalists, teachers, students, and civil society activists, as well as Afghan and international Women’s Leadership Roles experts in Kabul between January and March 2015. The research is part of a partnership agreement between the United States Institute of Peace (USIP) and USAID aimed at supporting policy relevant research on Afghanistan, targeting in Afghanistan national and international policymakers, in particular USAID strategies and programs such as PROMOTE. The upper part of the circle showing a formal court in session represents the less than 20% of disputes that are currently settled through the state court system in Afghanistan. The larger portion below signifies the more than 80% of cases settled through traditional justice bodies. When affordable access to the rule of law is viewed as the chief criterion for progress, a marrying of the two systems becomes possible for a transitional period. With support from the international community, awareness and recourse to justice can reach new levels to ensure basic Afghan freedoms and lay the foundations for a durable peace. EPD was established in early 2010 by Ms. Nargis Nehan, the Executive Director of EPD. EPD works to build the capacity of women and youth in order for them to articulate their needs in the development, peacebuilding and democratic processes. EPD further aims to mobilize women and youth to contribute to overcoming the challenges of instability that Afghanistan is facing. EPD has established platforms for women and youth to come together, establish networks, build trust and confidence, and strive jointly toward transforming Afghanistan into a democratic country free of all forms of violence and discrimination. EPD’s Afghans’ Coalition for Transparency and Accountability community-led networks monitor service delivery and advocate for good governance and are based in Herat, Bamyan, Nangarhar and Kabul. EPD’s Provincial Women’s Network community-led networks identify and address issues that are of concern to women in the community and are based in Herat, Bamyan, Nangarhar, Faryab, Kunduz, Kandahar and Kabul. Furthermore, EPD is one of the lead civil society organizations in Kabul building alliances with other civil society organizations and groups, monitoring government policy-making in the areas of peace and good governance, ensuring human rights and advocating for engagement of civil society. -

In a letter dated 13 November 2017, the President of the Security Council informed the Secretary-General of the Council’s intention to send a mission to Afghanistan in January 2018. The terms of reference for the visit were subsequently approved by the Council (see annex I).
