SIMONS TENNIS COURT RESURFACING as indicated herein. Sealed bids will be received at the office of the Procurement Officer (front counter in Glynn County Finance). If you deliver your bid after 1:55 p.m. deliver it to the Purchasing Representative located in the 3rd floor conference room where the bid opening is being held), at the above address up to January 6, 2021 at which time they will be opened and publicly read. Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or printed in ink. Bids submitted as a result of this invitation must include the "Bidders Response Schedule" and be returned in a sealed envelope or container marked, "SEALED BID" with the applicable "BID NUMBER" on the outside. Bids may not be considered unless so received. There will not be a pre-bid meeting for this project. Any questions and /or misunderstandings that may arise from this invitation shall be submitted, in writing and forwarded, to the Procurement Officer, Jason Hagen at [email protected] no later than December 28, 2020. All Questions and Answers submitted will be posted to the website no later than December 30, 2020. Answers to questions submitted that materially change the conditions and specifications of this invitation for bid will be promulgated to all addressees as an addendum. Any discussions or documents will be considered non-binding unless incorporated and promulgated in an addendum. IFB #01186 INSTRUCTION TO BIDDERS Intent: It is intended that the Instructions to Bidders, General Conditions, and Detailed Specifications shall define and describe the complete work to which they relate. Work to Be Done: Work includes, but is not limited to, furnishing all materials, equipment, transportation, labor and all other items necessary to upgrade six existing asphalt tennis courts including related equipment as specified herein. Courts numbered 1 and 2 are located in Kings Park, St. Simons Island, in Glynn County, Georgia. Courts numbered 5, 6, 7, and 8 are located in Epworth Park, St. Simons Island, in Glynn County, Georgia. The contractor is to be responsible for all required fees and permits as outlined in Section 12 of the General Conditions and/or Special Conditions. Determination of Successful Bidder: The Contract will be awarded to the lowest responsive, responsible bidder, if awarded. (a) Responsibility: The determination of the bidder's responsibility will be made by the Owner based on whether the bidder: maintains a permanent place of business, has the appropriate technical experience, has adequate plant and equipment to do the work properly and expeditiously and has suitable financial means to meet obligations incidental to the work. The Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, the bidder fails to satisfy the Owner that he is properly qualified to carry out the obligation of the Contract. (b) Responsiveness: The determination of responsiveness will be made by the Owner based on a consideration of whether the Bidder has submitted a complete Proposal form without irregularities, excisions, special conditions, or alternative bids for any item unless specifically requested in the Proposal form. Glynn County will not accept late bids. Bidders are reminded that documents and information in the possession of Glynn County will be treated as confidential/proprietary information only to the extent permitted by the Georgia Open Records Act, and will be exempt from disclosure to a third party only to the extent permitted by the Georgia Open Records Act. Should you believe that your bid contains any trade secrets you must submit an affidavit, along with the bid/proposal, that states that specific portions of the bid/proposal contain trade secrets as defined by Georgia law (Article 27 of Chapter 1 of Title 10 of the Official Code of Georgia). Furthermore, the affidavit must be detailed, citing specifically (citing paragraphs, articles, provisions, pages, etc.) the portions of the bid/proposal containing any trade secrets. Chromogenic materials enable designers to make visible, by emitting colour signals, what is happening under certain environmental conditions, normally invisible to our eyes. This allows the increase of comfort and safety of the designed environment. The possibility to create kinetic elements and dynamic products that change their expression over time allows design to contribute to a pleasant user-product interaction. ABSTRACT A Linear Wireless Sensor Network (LWSN) is a wireless sensor network where all nodes in at least one level of the network hierarchy are in a line. The architecture and protocols proposed for a general WSN may not be suitable for linear applications like monitoring pipelines and railways, and therefore we must present the applications needing Linear WSN and study the specific design requirements for it. This paper illustrates the importance of LWSN through applying various potential applications that use LWSN in order that they may benefit in terms of reduced time and cost of network deployment and maintenance, large scalability, and easy deployment of nodes in the network. The paper begins by presenting a new classification for LWSN in network topology (linear sequential, linear parallel and grid) and in network hierarchy (flat architecture, multi-hop architecture and hierarchical architecture). Then, a detailed explanation for almost all potential applications of LWSN is given. The paper ends with a discussion on different open research areas that need to be studied and argued over by researchers in the future in order to complete our understanding of (and the benefits to be derived from) LWSN in various applications.
