No. 6, November 2017 WORKING PAPERS MILITARY FACTORS IN THE MENA REGION: CHALLENGING TRENDS Sven Biscop and Julien Sassel This project has received funding from the European Union’s Horizon 2020 Research and Innovation programme under grant agreement No 693244 Middle East and North Africa Regional Architecture: Mapping Geopolitical Shifts, Regional Order and Domestic Transformations WORKING PAPERS No. 6, November 2017 MILITARY FACTORS IN THE MENA REGION: CHALLENGING TRENDS Sven Biscop and Julien Sassel1 ABSTRACT Although the Middle East and North Africa (MENA) region has witnessed a long series of conflicts since the end of the Second World War, it is now in the unprecedented situation where nearly all MENA states are involved to a certain extent in ongoing conflict (e.g. in the Iraq–Syria area; Libya; Yemen). MENA states are involved to different degrees in these conflicts, ranging from direct involvement on the ground or in the air, to the arming and training of armed non-state actors. This report assesses the evolution of the armed forces, procurement and the defence industry in the countries of the MENA region, starting with the major regional powers, whose leverage extends across the region. Second, it looks at the middle regional powers, those who have some capacity for power projection but mostly at the sub-regional level. This is followed by analysis of the remaining states, those with little or no capacity for power projection. Finally, the report looks at those states on whose territory war is currently being waged, where governments and non-state actors are vying for control of the national territory. -

Webber, Advisor Johanna Sellman Philip Armstrong Copyrighted by David Bond 2017 Abstract The construction of stories about identity, origins, history and community is central in the process of national identity formation: to mould a national identity – a sense of unity with others belonging to the same nation – it is necessary to have an understanding of oneself as located in a temporally extended narrative which can be remembered and recalled. Amid the “memory boom” of recent decades, “memory” is used to cover a variety of social practices, sometimes at the expense of the nuance and texture of history and politics. The result can be an elision of the ways in which memories are constructed through acts of manipulation and the play of power. This dissertation examines practices and practitioners of nostalgia in a particular context, that of Tunisia and the Mediterranean region during the twentieth and early twenty-first centuries. Using a variety of historical and ethnographical sources I show how multifaceted nostalgia was a feature of the colonial situation in Tunisia notably in the period after the First World War. In the postcolonial period I explore continuities with the colonial period and the uses of nostalgia as a means of contestation when other possibilities are limited. -

ASPJ Africa & Francophonie - 2nd Quarter 2016 Actions of the Tunisian Army in Gafsa in 2008 and during the Uprising of 2011 LANDRY SIGNÉ, PHD* RÉMY SMIDA n 12 January 2011, Rachid Ammar, the Tunisian army’s chief of staff, refused an order from President Zine El Abidine Ben Ali to shoot at protesters. Two days later, Ben Ali left the country, and the regime transition began. This event is too often neglected by the literature in explaining the Tunisian transition. Although street protests were necessary for Oinitiating a change of regime, the occurrence of such protests does not suffice to explain the speed with which the transition actually happened. Instead, the ques- tion this article seeks to answer is why such a strong regime, feared by the entire population, collapsed one month after popular protests began. Without neglect- ing the importance of popular pressure, we argue that the army played a central role in the fall of Ben Ali. Why did it refuse the president’s order to open fire at the demonstrators? This article is the first attempt to compare two consecutive events during which the army decided whether or not to open fire at its own population: the 2008 protests in the city of Gafsa and the massive revolutionary protests of early 2011. What are the rationales behind such decisions? Had the army had its fill of the generalized, corrupt regime organized around Ben Ali’s personality, or did it choose to back the 2011 protests because it was simply better off for doing so? We tackle questions surrounding the issue of what consequences this decision had on the key actors of the uprising—specifically, Ben Ali, the demonstrators, and the French government. -

Abstract: Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country’s eco- nomic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. The purpose of this paper is to study the underlying causes and factors of these dispari- ties and to discuss policies and measures that may allow these regions to benefit from faster and more inclusive growth. -

SITUATION ANALYSIS Description of the disaster On 31 July 2017, a fire broke out in Jendouba Governorate (the North-West region of Tunisia), particularly affecting the delegations of Ain Draham and Fernana, resulting in the destruction of houses and displacing around 500 persons, leaving them in a very vulnerable situation without any shelter. After 31 July, the forest fires extended to other governorates of Tunisia, particularly to Bizerte (the North region of Tunisia). Hot winds from the south aggravated the situation enabling easy spread of fire and widespread destruction. The fire strongly affected the region of Bizerte, particularly in Sejnane and Ghezala delegations. In that region, more than 120 families were evacuated and placed in a transitional shelter managed by Tunisian Red Crescent (TRC). Summary of response Since the beginning of the fires, Tunisian Red Crescent (TRC) mobilized 10 staff and around 120 volunteers to provide assistance and services to the affected communities. On 10 August 2017, CHF 106,491 were allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) to support the national society in delivering assistance to some 1,000 beneficiaries, living in Jendouba Governorate (delegations of Ain Drahem and Fernana) and Bizerte Governorate (delegations of Sajnene and Ghezala).
