Since 1990 reports on the occurrence and dis- tribution of the Arabian leopard in Yemen are generalized, and all post 1990 records can be grouped in five broad clusters. 1. The northern part of the western highlands (Wada’a, Saada to the Saudi border and Kufl Shammar in Hajja. 2. The central part of the western highlands (Al Hayma, Jebel Bura’a and Jebel Raymah. 3. South western region (Radfan to Al Koor and possibly extending west to Taizz). 4. Central Yemen (Wadi Hajar, possibly with Wadi Hadhramaut). 5. Al Mahra region in the East. Due to lack of sufficient information on various aspects of the leopard’s life in Yemen, extensive field work is urgently needed to assess the status of this animal. Since the animal is facing great threat, strict protection measures are urgently needed. Major threats to leopards include 1. depletion of their prey, 2. direct persecu- tion through killing, 3. habitat degradation. Immediate action to control these threats are needed, priorities are:1. Establish the current status of the leopard and its prey.

C. 20433 TELEPHONE: EXECUTIVE 3-6360 Public Disclosure Authorized IDA NEWS RELEASE NO. 75/29 MAY 23, 1975 $15.5 MILLION FOR HIGHWAYS IN THE PEOPLE'S DEMOCRATIC REPUBLIC OF YEMEN The International Development Association (IDA), an affiliate of the World Bank, is extending a credit of $15.5 million to help finance a $32 million highway project in the People's Democratic Republic of Yemen (PDRY). The Kuwait Fund for Arab Economic Development is considering a loan of $15.3 million for the project. Public Disclosure Authorized Highways are the principal mode of internal transport in PDRY. How ever, the present network of 710 kilometers of engineered roads and 4,800 kilo meters of motorable tracks is, both in terms df extent and quality, insufficient to meet the demand for transport of goods and passengers. The project to be assisted by IDA and the Kuwait Fund is part of the Government's efforts to provide PDRY with an efficient country-wide land transport system. • The main component ·of the project is the construction of a 358- kilometer road between Al Mukalla and Sa~un, with a branch to Ash Shihr. The road will connect two regions with major potential for agriculture and fisheries development which at present are inadequately served by tracks. The project Public Disclosure Authorized also includes provision of road maintenance equipment and spares, technical assistance, training of personnel and engineering and economic studies for another important road. The project, when completed in 1979, will bring major benefits to PDRY.

Military operations do not exist in a vacuum. The effects of outmoded military techniques and thinking are usually, though not always, fatal. Such shortcomings are evident in the South Arabian operations studied, though each campaign was properly considered successful. The British position deteriorated becauae of Ideological and nationalistic pressures, and not because of military impotence. The very successes that failed to maintain an imperial power in South Arabia are worthy of study if future events in the newly independent states are to be fully Interpreted. It is hoped that this report will point up, not only areas for further research, but some of the basic facts of the situation in South Arabia.
