Canadian Sanctions and Canadian charities operating in Zimbabwe: Be Very Careful! By Mark Blumberg (January 7, 2009) Canadian charities operating in Zimbabwe need to be extremely careful. It is not the place for a new and inexperienced charity to begin foreign operations. In fact, only Canadian charities with substantial experience in difficult international operations should even consider operating in Zimbabwe. It is one of the most difficult countries to carry out charitable operations by virtue of the very difficult political, security, human rights and economic situation and the resultant Canadian and international sanctions. This article will set out some information on the Zimbabwe Sanctions including the full text of the Act and Regulations governing the sanctions. It is not a bad idea when dealing with difficult legal issues to consult knowledgeable legal advisors. Summary On September 4, 2008, the Special Economic Measures (Zimbabwe) Regulations (SOR/2008-248) (the “Regulations”) came into force pursuant to subsections 4(1) to (3) of the Special Economic Measures Act. The Canadian sanctions against Zimbabwe are targeted sanctions dealing with weapons, technical support for weapons, assets of designated persons, and Zimbabwean aircraft landing in Canada. There is no humanitarian exception to these targeted sanctions. There are tremendous practical difficulties working in Zimbabwe and if a Canadian charity decides to continue operating in Zimbabwe it is important that the Canadian charity and its intermediaries (eg. Agents, contractor, partners) avoid providing any benefits, “directly or indirectly”, to a “designated person”. Canadian charities need to undertake rigorous due diligence and risk management to ensure that a “designated person” does not financially benefit from the program. -

At all levels of our organization, we listen to the voices of community members first. It is they who are living every day in conditions of hunger and poverty and are, therefore, best poised to know what’s actually needed for sustainable change. And it doesn’t stop with us. We ask all of our organizational, civic and government partners to hold to this very same standard of partnership. We have a job to do: it’s the beautiful, hard, messy, glorious work of changing the world. And, in such times, it is vital to remember that we’re not alone. This year, I am thrilled to announce one such bold commitment to partnership. Working closely to build on each other’s strengths, The Hunger Project, Heifer International and Restless Development have launched an initiative together in Zambia. This work is being done within the framework of a scaled strategy to achieve the end of hunger throughout the country. POSTED JUNE 23, 2008 JOHANNESBURG, South Africa A politically vulnerable President Robert Mugabe and his administration have unleashed the harshest news media crackdown in their notoriously repressive tenure. Startled by March 29 election results that favored the opposition, Mugabe’s government has arbitrarily detained at least 15 journalists and media workers, intimidated sources, obstructed the delivery of independent news, and tightened its grasp on state media. “This is the worst time for journalists in Zimbabwe’s history,” Geoff Hill, an exiled Zimbabwean reporter and author, told the Committee to Protect Journalists. Several other veteran journalists, both local and foreign, offered the same characterization during interviews conducted here and in areas bordering Zimbabwe. The press crackdown comes as police, soldiers, and militants with the ruling ZANU-PF party have orchestrated a campaign of violence aimed at crushing the opposition and ensuring that Mugabe, 84, will remain in power as he has since 1980. On Sunday, opposition candidate Morgan Tsvangirai of the Movement for Democratic Change (MDC) withdrew from a runoff scheduled for Friday, saying he could not ask supporters to cast a ballot when “that vote could cost them their lives.” A spike in journalist arrests immediately after the March 29 election—among them the detention of Pulitzer Prize-winning reporter Barry Bearak—drew worldwide attention. But CPJ’s investigation has found that throughout the run-off election period, Mugabe’s government has engaged in an ongoing pattern of press harassment. Police have arrested journalists without basis and charged them under nonexistent laws. State radio has been filled with pro-Mugabe propaganda. -

THE WOMEN’S EMPOWERMENT INDEX Context Overcoming gender inequality is critical to achieving the end of hunger. Women often bear the responsibility for meeting the needs of their family; yet they are frequently denied the resources, information and freedom of action to fulfill this responsibility. Studies show that when women are empowered, all of society benefits. Women’s empowerment is an essential component of The Hunger Project’s programs. Challenge To assess impact and review performance in The Hunger Project’s women’s empowerment programming, we sought to identify and adopt a standard, recognized approach. Yet, while women’s empowerment is a mainstay feature for many international organizations’ programs and practices, a standard, collective approach for tracking progress is still missing. This is a significant gap given the importance of gender equity to the achievement of the Sustainable Development Goals (SDGs). ABOUT THE HUNGER PROJECT The Hunger Project has a 39-year track record of partnering with people living in poverty as they work to end their own chronic hunger. The theme of succession, both of the State Presidency and the leadership of ZANU PF, increasingly bedevils all matters relating to the political stability of Zimbabwe and any form of transition to democracy. The constitutional issues related to the death (or infirmity) of the President have been dealt with in several reports by the Research and Advocacy Unit (RAU). If ZANU PF is to select the nominee to replace Robert Mugabe, as the state constitution presently requires, several problems need to be considered. The ZANU PF nominee ought to be selected in terms of the ZANU PF constitution. -

A Biographical Study of Bishop Ralph Edward Dodge 1907 – 2008
ABSTRACT Toward a New Church in a New Africa: A Biographical Study of Bishop Ralph Edward Dodge 1907 – 2008 This biography of a Methodist Bishop, Ralph Edward Dodge is an extensive look into how, as a missionary, mission board executive, and bishop, Dodge applied principles of indigenization he embraced as a young man preparing for missionary work to the complexities of ministry in Southern Africa when empires were withdrawing and new nations were forming. Written by an African, the dissertation examines Dodge’s impact upon the several countries in which he was involved as a churchman ‒ countries that would soon move from imperial subjugation to independence. Ralph Edward Dodge (1907–2008) was an American missionary and Bishop of the Methodist Church and United Methodist Church. He was born in Iowa and went to Africa in 1936 at age 29. He began his missionary career in the Portuguese colony of Angola. Except for four years during World War II, he would serve there until 1950. During the war, he continued his postgraduate work, obtaining two more degrees, including a PhD. Afterwards, Dodge and his family returned to Africa. In 1950, he was asked to serve as Executive Secretary for Africa and Europe at the Methodist Church’s Board of Missions in New York. Six years later, the Reverend Doctor Dodge would return to Africa as Bishop Dodge, the first Methodist Bishop elected by the Africa Central Conference, and the only American. His Episcopal Area included the colonial territories of Angola, Mozambique, and Southern Rhodesia (now Zimbabwe). When his twelve-year term was ended, he was elected “Bishop for Life.” Bishop Dodge remained in Africa until his “retirement” in 1968. -

The contents are the sole responsibility of the Zimbabwe HIV care and Treatment (ZHCT) Project and do not necessarily reflect the views of USAID or the U.S. Government. FOREWORD The Government of Zimbabwe (GoZ) through the Ministry of Health and Child Care (MoHCC) is committed to strengthening the linkages between public health facilities and communities for HIV prevention, care and treatment services provision in Zimbabwe. The Ministry acknowledges the complementary efforts of non-governmental organisations in consolidating and scaling up community based initiatives towards achieving the UNAIDS ‘90-90-90’ targets aimed at ending AIDS by 2030. The contribution by Family Health International (FHI360) through the Zimbabwe HIV Care and Treatment (ZHCT) project aimed at increasing the availability and quality of care and treatment services for persons living with HIV (PLHIV), primarily through community based interventions is therefore, lauded and acknowledged by the Ministry. As part of the multi-sectoral response led by the Government of Zimbabwe (GOZ), we believe the input of the ZHCT project will strengthen community-based service delivery, an integral part of the response to HIV. The Ministry of Health and Child Care however, has noted the paucity of data on the cascade of HIV treatment and care services provided at community level and the ZHCT baseline and mapping assessment provides valuable baseline information which will be used to measure progress in this regard.
