PERMANENT CITIZENS ADVISORY COMMITTEE TO THE MTA REPRESENTING MTA RIDERS SINCE 1981 2009 Annual Performance Review of The MTA and Its Operating Agencies Introduction The PCAC’s 2009 Performance Review marks our third report summarizing the accomplishments and continuing challenges of the MTA and its operating agencies. This report addresses a number of broad themes such as leadership, transparency, organizational structure, service performance, communication, and accessibility. These themes relate to the ability of the MTA and its operating agencies to deliver service effectively to the riders that we represent. While PCAC is vitally concerned about the critical issue of the almost $800 million operating funding shortfall from Albany, which is part of ongoing dialogues that the PCAC and its Councils maintain with public officials and the MTA operating agencies, this larger issue is outside the scope of this report. The PCAC is encouraged by the MTA leadership’s initial steps to make the overall organization more effective and efficient, and we intend our report to complement this effort. At the same time we are well aware that internal efficiencies are not enough to prevent serious damage to the system due to state funding shortfalls.1 The PCAC recognizes that some of the issues raised in the report are the subject of ongoing work by the MTA and its agencies, the body of this document addresses issues pertaining to the 2009 calendar year. Several related developments from 2010 are included as footnotes to the Review. The PCAC and its Councils are not legislatively mandated to address the operations of MTA Bridges and Tunnels or MTA Long Island Bus; consequently they are not addressed in this document. -

Village of Buchanan, Westchester County, New York The Village of Buchanan is situated in the northwestern corner of Westchester County on the eastern bank of the Hudson River. Located within the Town of Cortlandt, the village covers 1.4 square miles. Approximately 20 miles from White Plains, Buchanan is accessible via Routes 9 and 9A, and via Amtrak and Metro north railroads. The Town of Cortlandt is bounded on the north by Putnam County, on the west by the Hudson River and City of Peekskill, on the east by Yorktown, and south by Towns of Ossining and New Castle. Students residing at 280 Bleakley Avenue and 194 Ketchum Avenue will attend Hendrick Hudson Schools. Its features include a comprehensive technology plan, a full day kindergarten program, enrichment programs, and full special education services. It also offers a comprehensive program of honors and A.P. courses in a full Regents program with special education services and technical training through BOCES. 280 Bleakley Avenue is approximately 1.3 miles from the Peekskill Metro-North Railroad station on the Hudson Line and 2.6 miles from the Cortlandt Metro-North Railroad which is also on the Hudson line. 194 Ketchum Avenue is about 1.61 miles from the Cortlandt Station and 1.75 miles from the Peekskill Station. Rail travel time to New York City is approximately one hour. Both properties are also served by the Westchester County Bee Line Bus Route #14 between Peekskill and Ossining with stops on Broadway at Bleakley St and Westchester Avenue at 1st Street. The Village’s Recreation Department offers golf and tennis classes and a day camp. -

Virtually via ZOOM Webinar Request for Federal Financial Assistance Under the Federal Transportation Authorization For Federal Fiscal Year 2021 Capital Projects For NEW YORK CITY TRANSIT AUTHORITY (NYCTA) MANHATTAN AND BRONX SURFACE TRANSIT OPERATING AUTHORITY (MaBSTOA) THE LONG ISLAND RAIL ROAD COMPANY (LIRR) METRO-NORTH COMMUTER RAILROAD COMPANY (MNR) MTA BUS COMPANY (MTA BUS) MTA CONSTRUCTION AND DEVELOPMENT COMPANY (MTA C&D) The purpose of the hearing is to receive public comment on the Metropolitan Transportation Authority's (MTA) requests for financial assistance from the Federal Transit Administration (FTA) of the U.S. Department of Transportation pursuant to the United States Code Title 49 sections 5307, 5309, 5324, 5337, 5339, 5340 and/or funds available for transit use under Title I of the Federal transportation authorization for the capital projects of New York City Transit Authority (NYCTA), Manhattan and Bronx Surface Transit Operating Authority (MaBSTOA), Long Island Rail Road (LIRR), Metro-North Railroad (MNR), MTA Construction and Development Company (MTA C&D) and MTA Bus Company (MTA Bus). The MTA particularly solicits and encourages the participation of private transportation providers and invites their comments and feedback. The Governor of the State of New York, local officials and publicly- owned operators of mass transportation services have designated MTA to receive the federal grants made in connection with this request. It is anticipated that the difference between the cost of the projects and federal grants will be met through funds made available by any one or any combination of State, local or affiliated agency (such as MTA Bridges and Tunnels or MTA) sources, credits for non-federal project share generated from toll revenues as provided for in Section 23 USC 120 (i), sales of property, or program income.
