MEMORANDUM

DATE: September 30, 2019

SUBJECT: Instructions for Commenting on the and Ecological Risk Mitigation Proposal for 23 Chemicals and the Proposed Interim Registration Review Decisions (PIDs) for 5 Pyrethroids

FROM: Cathryn Britton Branch Chief, Risk Management and Implementation Branch V Pesticide Re-evaluation Division

TO: Pyrethroids and Pyrethrins Registration Review Dockets www.regulations.gov

Purpose of this notice: To inform the public where to access registration review documents and submit comments concerning the pyrethroids and pyrethrins. Table 1 lists the 23 registration review chemicals affected by this memorandum. EPA is requesting comment on the Pyrethroids and Pyrethrins Ecological Risk Mitigation Proposal for all the chemicals listed in Table 1.

What is being posted and where should comments be submitted? EPA is seeking public comments on a number of documents related to the registration review of the pyrethroids and pyrethrins, including the Pyrethroids and Pyrethrins Ecological Risk Mitigation Proposal for 23 Chemicals and the Proposed Interim Registration Review Decisions (PIDs) for cyphenothrin, flumethrin, imiprothrin, momfluorothrin, and tetramethrin. The Pyrethroids and Pyrethrins Ecological Risk Mitigation Proposal for 23 Chemicals represents the Agency’s proposed interim decision to address the potential ecological risks from the

The Pyrethroids and Pyrethrins Ecological Risk Mitigation Proposal for 23 Chemicals, all supporting documents, and documents that pertain to the pyrethroids group will be posted in the Special Docket for the Pyrethroids, Pyrethrins, and Synergists, EPA-HQ-OPP-2008-0331.

The chemical-specific PIDs for cyphenothrin, flumethrin, imiprothrin, momfluorothrin, and tetramethrin, which present the Agency’s proposed interim decisions pursuant to 40 CFR Sections 155.56 and 155.58, will be placed in the corresponding chemical’s registration review docket. Table 2 lists the documents currently being posted for public comment and where to submit comments.

Next steps: After publication of the Pyrethroids and Pyrethrins Ecological Risk Mitigation Proposal for 23 Chemicals and the five chemical-specific PIDs, there will be a 60-day public comment period. EPA intends to issue PIDs for the remaining eighteen chemicals in the future. After consideration of public comments, EPA will consolidate the ecological risk mitigation measures and any human health risk mitigation from each chemical-specific PID into an Interim Registration Review Decision (ID) for each chemical, which will be announced in the Federal Register and posted in each individual chemical-specific docket. Table 3 below lists all of the affected dockets and the docket contacts for the 23 chemicals covered under this memorandum. All of the dockets listed in Table 3 will include these instructions and announce the availability of the documents listed in Table 2. Public comments should be submitted only to the dockets for which the documents have been posted.
