    The Place-Names of County Kilkenny Acknowledgement The Kilkenny Archaeological Society is grateful to Mrs Sheila O ’Kelly for permission to re-issue this book. Notice On mature reflection the Commitee of the Society has decided to change the title of Owen O ’Kelly’s book from A History of County Kilkenny to The Place-Names of the County of Kilkenny. The new title is thought more exactly to describe the book. An alphabetical index has been added. Within the new material, Owen O ’Kelly’s book is reproduced complete and unaltered. The map on the cover (also reproduced inside) is made from a Grand Jury map. The Grand Juries were the forerunners of the County Councils. They commissioned maps which are now extremely rare. The Grand Jury maps predate the first edition of the Ordnance Survey maps and are of great interest because of the different spellings of place names. Thus they can be used to locate changes that have occurred. Reginald's Tower which has done yeoman service for many years is not ideally suitable as a museum, being too small and its upper floors difficult of access. Nevertheless, while saluting the new centre, we must not forget to doff our hats to the venerable building. We would hope that , in addition to the objects found in the course of the recent excavations in the city centre, some of which are currently exhibited in Reginald's Tower, various other artefacts which have a strong Waterford link and which are housed elsewhere will find a resting place in the new centre.

    KILKENNY COUNTY COUNCIL COMHAIRLE CHONTAE CHILL CHAINNIGH ANNUAL REPORT 2019 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Adopted by Kilkenny County Council on _______________ STATEMENT OF AN CATHAOIRLEACH It is a great privilege for me to introduce the Annual Report for 2019. This Annual Report details the wide variety of services provided by Kilkenny County Council to the people of Kilkenny City and County. We, the Council, play a key role in providing essential core services such as housing, roads, water, fire and emergency services and in supporting local communities through the arts, heritage, conservation, libraries and community and enterprise functions. In 2019, the provision of additional housing continued to remain a priority for Kilkenny County Council. The Housing Task Force set up in 2017 continued to play an important in working with the Executive to progress much needed new housing units. In 2019, the Council welcomed many dignitaries to the City & County both from home and abroad. This is an opportunity for us to showcase what is best in Kilkenny. In particular, we were pleased to welcome delegations from Moret-sur-Loing and Formigine to celebrate our St Patrick’s festivities. I also welcome the many awards bestowed on Kilkenny throughout the year. These awards are a boost to many rural communities and also fosters greater community engagement and encourages other towns and villages to develop projects in their own communities. The allocation of funding under various schemes greatly assists in the development of our towns and villages.

The 2007 Review considered capacity to 2020 but this review does not extend the period beyond 2020 (the life time of the next development plan). The key inputs and outputs to the capacity assessment are a derivation of the following: Step 1: Population and Expenditure Estimates; Population projections and per capita expenditure estimates – estimating the total amount of expenditure by the resident population of the county to 2020. Step 2: Turnover Estimates; estimating the total amount of turnover for retail outlets in the county to 2020. This includes inputting information from household and shopper surveys to determine leakage and trade draw. Step 3: Turnover Ratios; Calculating turnover ratios – turnover divided by floorspace. This includes a floorspace assessment ‐ a quantitative analysis of all available floorspace (trading and vacant) in the main centres within the catchment area. Step 4: Gross Additional Expenditure Potential – using the turnover estimates to 2020 to estimate the growth in spare expenditure capacity through the strategy years Step 5: Future Sources of Retail Sales; calculating the amount of expenditure that may occur through new retail developments (extant planning permissions) and increases in turnover efficiency.
