Oceanbridge NZL Sailing Regatta Olympic and Youth Classes Regatta Oceanbridge NZL Sailing Regatta Olympic and Youth Classes Regatta. th th Saturday 10 April to Sunday 11 April 2021 The Organising Authority is Yachting New Zealand, and the event will be hosted by the Wakatere Boating Club, Narrow Neck Beach, Auckland Notice of Race Amendments 06/04/2021 1 RULES 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 For single-handed classes crew substitution will not be allowed. 1.3 Appendix T, Arbitration will apply. 1.4 If there is a conflict between languages the English text will take precedence. 2 ADVERTISING 2.1 Boats shall display advertising chosen and supplied by the organising authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. [DP] 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the Laser Standard, Laser Radial, Finn, 470M, 470W, 470 Mixed, 49er, 49Fx, Windfoiling, Kitefoiling, Nacra 15, Nacra 17, 420 and 29er classes. 3.2 In the Laser Radial class, men, women and youth will sail as one fleet and their results will be determined by the order finishing in the overall fleet. (note: results are extracted without recalculation) 3.3 The 470 men,470 women and 470 mixed will sail as one fleet. 3.4 The Windfoiling men, Windfoiling women and the Windfoiling youth classes may sail together as one fleet but will be scored separately. 3.5 The 420 class will be sailed as one fleet regardless of gender. 3.6 The 29er class will be sailed as one fleet regardless of gender. 3.6 Eligible boats may enter by completing the electronic entry for that is located at https://www.yachtingnz.org.nz/nzl-sailing/oceanbridge-nzl-sailing-regatta by midnight on 31st March 2021 with the required entry fee. 3.7 Entries received after midnight on Sunday 4th April 2021 will incur a late entry fee of an extra NZD100. 3.8 Late entries accompanied by the additional late entry fee will only be accepted until 1700 hours on Wednesday 7th of April. 3.9 If at the closing date of registration, fewer than four (4) entries have been received in any class, the Organising Authority reserves the right to either cancel racing or make other arrangements for the class or classes concerned. 3.10 All entrants and crew members shall be financial members of a yacht club affiliated to Yachting New Zealand, or be a member of his/her Member National Authority or one of its affiliated organisations (such membership shall be established by the competitor). 3.11 For the Olympic classes each crew shall comply with World Sailing Regulation 19. 4 FEES 4.1 Required fees are as follows: Laser Standard, Laser Radial, Finn, Windfoiling, Kitefoiling NZD 150.00 49er, 49FX, 470m, 470w, 470 mixed, Nacra 17 Foiling NZD 150.00 per person 4.2 Laser Radial Youth, Windfoiling Youth, Kitefoiling Youth, 29er, 420, Nacra 15 NZD 100.00 per person 5 FORMAT The format for all classes will be fleet racing with no medal race. 6 SCHEDULE 6.1 Registration for all competitors and support boats will be on: Friday 9th April 2021 from 1500hrs to1700hrs at the Wakatere Boating Club. Saturday 10th April 2021 from 0800hrs to 1000hrs at the Wakatere Boating Club. 6.2 A competitors briefing will be held at 1000hrs on Saturday 10th April 2021 at the Wakatere Boating Club. 6.3 The time of the first warning signal for all classes except Windfoiling and Nacra 17 on Saturday 10th April will be 1155hrs. The first warning signal for the Windfoiling and Nacra 17 on Saturday 10th April will be 1500hrs. 6.5 The time of the first warning signal for all classes on Sunday 11th April will be 1055hrs. 6.6 The schedule of races each day is as follows: Class Number of Races Scheduled Saturday 10th April Sunday 11th April Laser Standard 3 3 Laser Radial 3 3 Finn 3 3 Windfoiling 4 4 Kitefoiling 4 4 470 W 3 3 470 M 3 3 470 Mixed 3 3 420 3 3 49er 4 4 49erFX 4 4 29er 4 4 Nacra15 4 4 Narca17 Foiling 4 4 6.7 On Sunday 11th April 2021, no warning signal will be made after 1630hrs. 7 EQUIPMENT AND MEASUREMENT 7.1 All boats will require a valid measurement certificate with all equipment presented having been premeasured. Class rules as on the World Sailing website as at 9th April 2021 will apply. 7.2 Competitors in the 470 women and the Laser Radial women classes shall place a red rhombus on each side of their sail (back to back). The size, shape and location shall comply with the class rules. 7.3 All sails shall have the full unique official sail number on their sails in accordance with the Class Rules and racing Rules of Sailing. 7.4 All centreboard classes shall have their registered number on each side of their hull in accordance with Part 1 of Yachting New Zealand Safety Regulations section 11. 7.5 A boat or board may be inspected at any time for compliance with the rules. 7.6 Competitors shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. The organizing authority reserves the right to reject any personal jacket which it considers unsuitable. Flotation devices shall comply with appropriate international standards. 7.7 Competitors in the Nacra 15, Windfoiling and Kitefoiling classes must wear a safety helmet to the minimum standard of EN 1385 or EN 1077 while afloat. 7.8 Each crew member in the Nacra 17 class shall wear a helmet that shall be to the minimum standard EN1385, EN1077, EN 966, ASTM 2040, Snell S98 or equivalent with a brightly coloured region of at least 300 square centimetres of the exterior surface that can be seen from above the water with crew lying face down or face up. 7.9 Each crew member in the Nacra 17 class shall also carry a cutting device with a blade length of no more than 150mm. 8 SAILING INSTRUCTIONS The Sailing Instructions will be published on the Yachting New Zealand website: https://www.yachtingnz.org.nz/nzl-sailing/oceanbridge-nzl-sailing-regatta by 9th April 2021 and will be available at registration. 9 VENUE Attachment 1 shows the location of the regatta venue and the approximate location of the racing areas. 10 COURSES The courses to be sailed will be trapezoid or windward/leeward courses. 11 PENALTY SYSTEM 11.1 Appendix P, Special Procedures for rule 42, will apply. 11.2 For the 49er, 49FX, 29er, Windfoiling, Kitefoiling, Nacra 15 and Nacra 17 Foiling classes, RRS 44.1 and RRS P2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 12 SCORING 12.1 Three (3) races are required to be completed to constitute a series. 12.2 (a) When fewer than five (5) have been completed, a boat’s series score will be the total of her race scores. (b) When five (5) or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 13 SUPPORT VESSELS 13.1 Support vessels will be allowed. All support vessels shall register with the organising authority and display a number issued at registration. All supports vessels shall keep at least 100m from the racing area whilst boats are racing. 13.2 Sufficient personal flotation devices for each crew member must be carried or worn in all support vessels at all times in accordance with New Zealand Maritime Law. 14 RADIO COMMUNICATION Except in an emergency, a boat that is racing shall not make voice or data transmission and shall not receive voice or data communication that is not available to all boats. This restriction also applies to mobile phones. [DP] 15 DRUG TESTING Competitors are reminded of the World Sailing rules and regulations concerning the use of banned methods and substances, which are contained in World Sailing Anti-Doping Code. Drug testing may take place during this event. 16 PRIZES 16.1 Medals will be awarded to the top three (3) competitors in each event. In events that both males and females are racing, 7edals will be awarded to the top three male competitors and the top three female competitors. 16.2 A prize giving ceremony will he held on 11th April 2021 for all events as soon as possible after racing, at the Wakatere Boating Club 17 RIGHTS TO USE NAME AND LIKENESS In signing the Entry Form and participating in the regatta a competitor automatically grants the Organising Authority and the sponsors of the regatta the right in perpetuity to make, us and show, from time to time and at their discretion, any motion pictures, still pictures and live or taped television and other reproductions of him/her during the period of the regatta and in all material related to the regatta without compensation. 18 COVID 19 STATEMENT 18.1 Decision making on the event in relation to Covid-19 Alert Levels will be made according to the Auckland COVID status as follows: Level 4 – Event will be cancelled Level 3 – Event will be cancelled Level 2 – Event will go ahead with precautions. Level 1 – Event will go ahead with precautions. 18.2 If any region other than the Auckland is subject to Covid-19 Alert Level 3 or higher, competitors from that region will not be able to travel to the event.

    Raced in Aid of Raced in Aid of Notice of Race for Steve Nicholson Memorial Trophy At Pitsford Reservoir on Saturday 26th January 2019 Competitors wishing to enter a class of boat not listed in Appendix SNT should please apply to [email protected] giving details of their proposed entry. If the race committee accept the class, it will be added to Appendix SNT and the prospective entrant will be notified by email. Please note any entry will still need to be made in the usual way and will be subject to the entry limit. Advertising will be allowed in accordance with the Class Rules of the competing classes. The races will be governed by the Racing Rules of Sailing 2017 – 2020, the RYA prescriptions, this Notice of Race and the Sailing Instructions. If there is a conflict between this Notice of Race and the Sailing Instructions the Sailing Instructions take precedence. Competitors should note that Northampton Sailing Club implements the RYA Racing Charter and that you will be required to undertake to sail in compliance with the Charter, which can be found at the front of the RYA rule book. Conditions of Entry The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor racing the boat, who must ensure that the boat and crew are adequate to face the conditions that may arise during the race. Neither the sailing instructions, nor the inspection of the boat limits or reduces the absolute responsibility of the owner/competitor for his/her crew his/her boat and the management thereof.

[SP] [NP] The use of helmets for Nacra 15 (conforming to CE1385 standard) for both helm and crew is mandatory during racing. 1.4. The Nacra 15 Class Rules will apply. 1.5. RRS 44.1 is changed so that the Two-Turns penalty is replaced by the One-Turn Penalty. 1.6. Appendix T shall apply amended as follows: A post-race penalty is 20% of the difference between her finishing place and the score for a DNF rounded up to the nearest whole number 2.

Malgré ces longs mois sans compétition nous avons pu, ensemble, donner un sens sportif à cette seconde partie de saison notamment grâce à l’écoute et la collaboration des clubs et des classes, ainsi nous avons pu facilement reporter des Championnats de France sur des épreuves existantes.

The regatta will be governed by the rules as defined by the Racing Rules of Sailing. 1.2. All competitors shall wear a PFD while on the water, other than Brief periods while adding or removing clothing. The ‘Y’ flag will not be flown. This changes RRS 40 and the preamble to Part 4. 1.3. This is a protected competition for the Nacra 15 class (per US Sailing Regulation 12.03). The expedited appeal process is availaBle for this class as defined in Appendix R. 2. Version Control: Ver 1.0 14/02/2021 SAILING INSTRUCTIONS Introduction This annual Regatta hosted by Nedlands Yacht Club commemorates the loss of HMAS Perth (I) (D-29) at the ferocious 1st of March 1942 Battle of Sunda Strait, during which 352 Australian servicemen perished along with Capt. Hector Waller, DSO, RAN. HMAS Perth (I) survivors wanted the sinking of their ship and their captain (Hector Waller) remembered and a yacht race was suggested. The first regatta was held in 1960 at the Fremantle Sailing Club. The Nedlands Yacht Club has conducted the Regatta since 1964. The regattas have been warmly supported by the survivors and their families. The regatta is an open invitational yardstick regatta for off the beach dinghies and catamarans, keelboats, trailable cruisers, sportsboats and multihulls. Racing will be divided into six divisions based on class performance. Prizes are awarded in each division. In 2021 there are two invited fleets racing separate to the division races. 1. ORGANISING AUTHORITY 1.1. The Organising Authority is the Nedlands Yacht Club (Inc.) – NYC. 1.2. The NYC Regatta Committee is appointed “Race Committee”. 1.3. The “Officer of the Day” (OOD) is the NYC Regatta Committee representative with the authority of the “Race Committee”. 2. RULES 2.1.
