Government of emphasized top priority to acceLerate the pace of electrification program throughout the countrr'. It is also a consritutional obligation to provide electric power in the rural areas. Bangladesh Rural Electrification Board has been established as a vital institution to help in improving the qualir_v ol lile of the rural multitudes and accomplish 'ast continuous advancement to $eir socio economic conditions through suppl) of stable and reliable electric power to the rural areas ofthe counh} as \lell as ro lirlfill fhe constitutional dght oflhe people to have electlicity. Based on the result of a comprehensive feasibility study in 19?6 BREB stands on the Afea Coverage Rural Electrification (ACRE) concept for ser,,ing electdcitJ, in a co-operative model. Govemment of Bangladesh's vision on the Polver sector is "to provide access to affordable and rcriabre electricity to all b) the year 2021". GOB'S 7th tlve-year plan emphasizes on the importance of elechicity for generatirg emplovment oppomrnities. Access to af'fordable and reliable electdcity is a key requirement tbr both econonic development and po!erf)- reduction. Imprcved electricity coverage, panicularh in rural areas. shall \rheal on to achieve the 7,r,five,r,ear plan. [n support ofGovernment,s vision, Bangladesh Rural lllectrification Board has been functioning with a firm aim to enhance electrification program all over the countrlside based on the concept of Area Coverage Rural Elecn-ilicatim (ACRE). PBSs ha\e been de\eloped all o!er the counrry under dillerenr projecrs ftom ACRI phase_I to ACRE Phase-V After establishing rhe PBSs, rhe disrribution svstem ofrhose pBSs were gradually expanded and iniensified underthe differcnt Intensification and Expansion projects.

At present BREB distriburioD network consists of,1,82,810 km lines (HT and LT), connecting 26.5 million consumers through irs 80 nos ot'PBSs. The major aim ofBREB is to ensure consumer services up to the mark of high satisfaction level through supply of .eliable and uninterrupted electicity at an affordable price. There is no other way but to convet BREB into a worid class renolvned modeln organization rvhich is one of the most challenging issues for the organization. II.THE ASSIGNMENT

As a parl of the "Replacement of ExistinS Disniburion Network by Undergound Distribution Nelvork" Project under Dhaka PBS-I, BRIB now intends to hire an intemational consulting firm for Detailed suNey and Feasibility Study of Sub-transmission and Distribution Network within Dhamsona, Ashulia, Yearpur, Mouchak. Chandra Savar Upazila (part) in Dhaka Distrjct & Kaliakoir Upazila in under Dhaka Palli Bidrur Samity-1 and preparation ofDrawing & Design, BOQ. Cost Estimate and Bidding Doeument to Establish an Underground Distribution Network Replacing the existirrg Overhead Sub-transmission and Distribution Network in the area Savar Upazila (Pan) in & Kaliakoir Upazila in Gazipur district under Dhaka palli Bid],ut Samit)' l. The purpose ofConsultancy Services are as follows:

2.0 ProjectDescription Dhaka PBS-lx,il1 cover partly geographical area of Savar Upazila(Part) under Dhaka District & some area ofKaliakoir Upazila under Gazipur District. These two Upazila are major inter-road hub in lransponation system !o the capital clty. Hundreds ofbuses, trucks and other cars from nordr Bengal, Benapaland middle pad ofBangladesh goes rhrough lhis area before enternrg Dhaka and Gazipur Meiropolitan area. Power in this area is supplied ltlrougl 0,1 Nos 132,33KV Grid Substalions and 02 Nos Generating Stations via 24 Nos PBS Substation. l'his PBS supplies around 140 MW to its consumers which is quite high in all PBS syslem. (v) Preparation of existing underground Distribution Network diagram (with rcute map) of BREB area showing in the geographical map.

3.4 Preparation of M|ster Plan, Work Plan, BOQ' Cost Estimation, Bid Documelts for appoitrtinB contractor etc. for the Proposed Underground Distribution Network: (i) Master Plan, Work Plan estimation etc for conversion ofall Existing Overhead networks of Savar Upazila (Pa() in Dhaka District & Kaliakob Upazila in Gazipur district under Dhaka Palli Bidyut Samitr-1 into Underground Distribution Network. (ii) F-eeder to l'eeder interlink (11 kV.) and future 11 kV feeder split up must be considered during Design of ll kV RMUS. Provision for sufficient 0.4 kV and 0.22 kV sen'ice connections should be arailable in the Distribution Box. (iii)Submission oi proposal lbr new l3/ll kV substations and rcplacement of eristing Ovefiead Disrributbn Net$ork b) Underground Distribution Network System analyzing the system demand data, load cur\e. consumer grc\r'th, consumption growth, per capita consumption, historical demand gro*,th and load centeis for proper design ofUnderground Distribution Net\\,ork considering Master Plan of BREB and Govemment ofthe People's Republic ofBangladesh up to year 2041.
