Plaid Cymru and the SNP in Government Craig McAngus School of Government and Public Policy University of Strathclyde McCance Building 16 Richmond Street Glasgow G1 1QX [email protected] Paper prepared for the Annual Conference of the Political Studies Association, Cardiff, 25 th -27 th March 2013 Abstract Autonomist parties have been described as having shifted from ‘niche to normal’. Governmental participation has further compounded this process and led to these parties facing the same ‘hard choices’ as other parties in government. However, the assumption that autonomist parties can now be described as ‘normal’ fails to address the residual ‘niche’ characteristics which will have an effect on the party’s governmental participation due to the existence of important ‘primary goals’. Taking a qualitative, comparative case study approach using semi-structured interview and documentary data, this paper will examine Plaid Cymru and the SNP in government. This paper argues that, although both parties can indeed be described as ‘normal’, the degree to which their ‘niche’ characteristics affect the interaction between policy, office and vote-seeking behaviour varies. Indeed, while the SNP were able to somewhat ‘detach’ their ‘primary goals’ from their government profile, Plaid Cymru’s ability to formulate an effective vote-seeking strategy was severely hampered by policy-seeking considerations. The paper concludes by suggesting that the ‘niche to normal’ framework requires two additional qualifications. Firstly, the idea that autonomist parties shift from ‘niche’ to ‘normal’ is too simplistic and that it is more helpful to examine how ‘niche’ characteristics interact with and affect ‘normal’ party status.

    Rob Phillips THE WELSH POLITICAL ARCHIVE AT THE NATIONAL LIBRARY OF WALES Llyfrgell Genedlaethol Cymru or The National Library of Wales (NLW) in Aberystwyth was established in 1909, to collect and provide access to the documentary history of the nation. It is a legal deposit library and is therefore entitled to receive a copy of all books, magazines, newspapers etc. published in the United Kingdom and Ireland. The Welsh Political Archive (WPA) is a dedicated programme within the Library, established in 1983, to collect, catalogue and promote archival material which reflects the political life of Wales. There is one staff member who coordinates the WPA’s activities, answers enquiries, promotes the archive and works to attract archives to add to the collection. Organising and cataloguing archives is undertaken by staff in the NLW’s Archives and Manuscripts Section. But as the political collections include tapes of radio and television programmes, photographs, works of art, electronic files and websites, the WPA works across departments within the National Library. In addition to curatorial work, the Welsh Political Archive also works to promote the use of the political collections through lectures and exhibitions. An advisory committee (comprised of representatives of political parties and civil society, journalists and academics), guiding the work of the WPA, meets annually. It is not for citation without the permission of the author. Abstract: Throughout history, the planning and construction of a dam has become symbolic of wider ​ political events and processes. This paper investigates how the Tryweryn scheme in north-west Wales in the 1950s and 1960s became a central signifier within the emergent Welsh nationalism of the period. The project, providing water to the city of Liverpool, flooded the village of Capel Celyn and displaced its 48 residents. However, the opposition to the project extended beyond this rural community, with the scheme becoming a focal point for Welsh nationalism.

The Formation of the Welsh Liberal Party, 1966-67 Introduction In this paper I will argue that Emlyn Hooson was left with little choice but to reform the Liberal Party of Wales. This paper will first of all give a brief background to the Liberals in Wales, it will discuss the threat from Plaid Cymru and why the Liberal Party of Wales needed to be dissolved. It will show that without reform, the Liberals would have been teetering on the edge of extinction and irrelevance. The teething problems of the newly formed Welsh Liberal Party will be assessed. Hooson’s personal vision for the Liberals in Wales will also be looked at. This will include assessing Hooson’s attitude towards working with other parties and his desire to give the Welsh Liberal Party a coherent, Welsh voice. The paper is intended as a snapshot of the Background The roots of the modern Welsh Liberal Party can be traced back to the late nineteenth century. At this time, the Liberals in Wales were divided into two federations, one in the north and another in the south. These federations were mutually suspicious of each other, with the Southern Federation believing that the North wanted to impose a form of Welsh speaking nationalism on Wales, whilst the Northern Federation was suspicious of the influence of England and wanted a separate Welsh Liberal Party. In an attempt to contain the squabbling and to show a united front, especially when it came to delivering a coherent message for Liberalism in Wales, Lloyd George set up the Welsh National Liberal Council.

    Information is Power James Kitchener Davies Timeline Infographic PDP: Starting the project : I began the final outcome by looking at the work I produced during the first days of the project. We were put into groups, I had the pleasure of working with Dan and Roxanne. We had to produce three outcomes that co-worked that came from information. We sat down and decided that we would question students and educators around the university on what their favourite colours were. We noted things that were said and took note on who were males and females, if they were generic colours etc. Whilst questioning a few people asked whether black was a colour and if they were aloud to pick white.. A few people picked colours that wasn’t generic such as teal an maroon. This gave us a basis on what the three outcomes would be. We agreed that Roxy would be in charge of the whole data of what was said by females and males, Dan worked with the non generic colours and I worked with the answer of whether black and white was a colour. We decided that we would draw our designs and then come together and pick one idea and go from there. Roxy came up with the idea of the colour picker tool which shows on all adobe softwares, this could be a visual system and colour picker would be the name of the project. I had the idea of using a crayon to show the colours and pin point certain aspects to show the focus points.
