• Primarily our objective is to improve the physical environment for AFL participants. • Our secondary objective is to raise the profile and visual presence of AFL through new and enhanced facilities. We achieve this by: - Using FDR funding to improve the scope of projects and achieve AFL preferred standards for community facilities; - Acquiring new grounds in high exposure locations where expansion is envisaged; and - Acquiring new grounds in established areas where demand for AFL is high.

• The FDR is the AFL’s Facility Development Reserve that is allocated towards improving community facilities across Australia; • Between 2007 – 2012 NSW & ACT will receive approximately $2.5m ($500k p/yr) from the FDR to allocate towards developing our community facilities; • The FDR is used to assist Leagues & Clubs in securing financial commitment from Federal, State and Local Councils, other sport user groups, sponsors, local community and business organisations towards upgrading their facilities; and • Generally the maximum contribution from the FDR is up to 10% of the total project cost.

• Eligible projects include those of the following nature or purpose for community football clubs: • Development of new AFL ovals or surface upgrades /enlargements • Lighting upgrades or developments • Player and official amenities upgrades or developments • Social club facilities upgrades or developments • Ineligible projects include those of the following nature/purpose: • Projects that require ongoing funding assistance • Requests for ongoing assistance with operational costs • Routine or cyclical maintenance works • Retrospective funding

Northern NSW • Major facilities projects have included 1500 lux lighting at BCU International Stadium, Coffs Harbour, new ground & facilities at Wayne Richards Park, Port Macquarie, re-development of Ellem Oval, Grafton, drainage of Richardson Oval, Sawtell. • 2012 Priorities – relocation of Swans Academy to BCU International Stadium, Completion of Wayne Richards Park drainage, progress towards permanent facilities in Yamba & Camden Haven. Completion of flood lighting upgrade at Fitzroy Oval & Ellem Oval and upgrades to South Kempsey Oval.

Hunter / Central Coast • Major facilities projects have included new $6m Regional Venue at Bateau Bay Sporting Complex including new senior size amenities, 200 lux floodlighting and fully irrigated and sand slit playing surface. Relocation of Maitland Saints to Max McMahon Oval, Rutherford, major surface and lighting upgrades at Seaman Oval. • 2012 Priorities – detailed design for $1.5m upgrade of No 1 Sportsground Newcastle, completion of clubhouse facility at Bateau Bay Sporting Complex, completion of upgrades at Dick Burwell Reserve, Nelson Bay and new electronic scoreboard at Tulkaba Oval & Adelaide St Oval.

This document is confidential and intended solely for the use and information of the addressee 6 A snapshot of AFL Facility Development in NSW/ACT Sydney Harbour • Major facility projects include completion of $4.1m upgrade at Weldon Oval, Curl Curl including a new surface, clubhouse, subsurface drainage, 200 lux lighting. $5m Community Centre at including changerooms and storage facilities, Installation of 200 lux lighting at Bus Loop Oval Centennial Park, $1.3m surface and minor lighting upgrades at Picken Oval and $570k surface, lighting and amenities upgrade to Mike Kenny Oval, Hornsby.

• 2012 Priorities – Redevelopment of Oval 1 at Sydney University, developing the first synthetic AFL surface in NSW at Narrabeen Sports High School, develop the plans of the Chifley Sporting Precinct at Malabar, Bat and Ball Oval, Moore Park, delivering 1500lux TV broadcasting floodlighting to Drummoyne Oval, perusing synthetic surfaces at St Lukes Oval Concord and Gore Hill Oval, Willoughby.

Sydney South /Illawarra • Major facility projects have included, 200 lux floodlighting at Hollymount Reserve, Woonona, storage upgrades at Croome Rd Oval, Shellharbour and plans for a new clubhouse at Keira Oval, Wollongong. New Venue at Myimbarr Sportsfield, Shellharbour.

Sydney South /Illawarra contd. • 2012 Priorities – delivering 100lux lighting at Kiama, building the Clubhouse at Keira Oval, delivering adequate storage and improved player / official facilities at North Dalton Park, Wollongong, improved toilet facilities and floodlighting at Figtree Oval, $500k amenities upgrade to Waratah Park, Sutherland, and canteen upgrades to Jock Brown Oval, Shellharbour.

South Coast / ACT • Major facilities projects have included construction of the $2.2m new facility at Ulladulla Sports Park, $3.3m redevelopment of Kippax Oval, Belconnen including new surface and amenities, lighting upgrades to Artie Smith Oval, Bombaderry and lighting upgrades to Hanging Rock Reserve, Batemans Bay. • 2012 Priorities – detailed design for the completion of Ulladulla Sports Park project, delivering staged improvements at Kippax Oval, Belconnen and detailed design for the redevelopment.

Southern NSW • Major facilities projects have included 500 lux flood lighting at Lavington Sportsground, completion of the water harvesting project at West Wyalong and completion of the $600k new senior size amenities facility at George Park, Bathurst. • 2012 Priorities – delivering the $6m Redevelopment and 200 lux lighting upgrades and storage improvements at South Dubbo Oval. GWS • Major facilities projects have included clubroom, fencing, surface, lighting and clubroom upgrades at Gipps Rd Oval, storage and amenities upgrades at Tom Hunter Park, Blue Mountains, 100 lux flood lighting to Fairfax Oval, Camden, 2 elevated coaches boxes and designs for Stage 2 at , Rouse Hill. Completion of 100 lux flood lighting project at Bargo Sportsground and develop new venues in partnership with the University of Western Sydney (UWS). • 2012 Priorities – see delivery of the $60m upgrade to SKODA Stadium, home of the GWS Giants, generate access to Howell Oval Penrith and opening of the clubroom building at George Park, Bathurst.

• ‘What does an ideal facility development plan look like? - Background, project outline, funding phase(s), project benefits • Volunteers and resources (dedicated resource – committee member) • Government – Local, State and Federal. Communication and engaging with various MP’s to want them to give your club / project funding support. • Utilising AFL resources and expertise to support your facility priorities and aspirations. How do club priorities align with the AFL’s facility priorities?

• Since the conception of the FDR in 2007 we have developed over $43 million worth of facility improvements with an AFL outlay of $3.9 million. Specifically for community facilities (excluding Blacktown Olympic Park) we have achieved $11 million for an AFL outlay of $1.1 million. In the last ten years: • 117 new AFL grounds (64 schools/53 community) have been developed or accessed within NSW & ACT, 50 of these are located within Metropolitan Sydney. • The AFL is currently collaborating on $153 mill worth of facility development in NSW/ACT.

• ‘AFL & Joss Group Grass Roots Grants’ Program –10 x $10,000 regional grants across NSW / ACT to be dollar matched by the Local Councils and or Local Clubs. They are short-term and focus specifically on improving the club environment to attract and retain players, supports and umpires. 2011 4 projects in Southern NSW, 2 ACT/South Coast, 2 GWS, 1 Sydney Harbour and 1 Hunter/CC. Total project value $410k;

• Providing all clubs in NSW/ACT with updates on grant applications at local, state and federal level. This approach has translated into record funding support - in 2011 we leveraged over $1.53m worth of State and Federal grant funding for community facilities. We are currently waiting on up to $1.1m funding support towards a total project value of $2.7m.

• Launching the facilities section of our AFL NSW/ACT website. The website will promote our standards; funding application criteria; major projects; contacts; specialist support; state and federal grant updates; and high profile media releases for our new and redeveloped facilities.
