Page 2 of 20 Terms of Reference That the Public Works Committee inquire into and report on the Government’s Sydney stadiums strategy, and in particular: a) the process by which the Government developed the strategy, including the input provided by Infrastructure NSW, Venues NSW, the Sydney Cricket Ground Trust and other government agencies, b) modelling or cost benefit analyses that informed the strategy, including the compliance of such modelling or analyses with the Restart NSW Fund Act 2011, c) economic and social justifications for the strategy, including experiences in other jurisdictions and relevant academic literature, d) the development and planning assessment process for Sydney’s sports stadiums, including opportunities for public input, e) the management and adequacy of safety and maintenance at Allianz Stadium, f) attendance rates at Sydney’s sports stadiums and whether patrons are from Sydney, regional New South Wales, interstate or overseas, g) the total cost of the strategy, including acquisition, demolition, construction, compensation to sports clubs and associations, and the reasons for increases in costs, h) the impacts of the strategy on the community, including users of the Parramatta Memorial Pool and Parramatta Park, and proposed mitigation strategies, i) options to protect preserve and expand green space at Moore Park, and j) any other related matter. -

Sir John Northcott
30 Sir John Northcott (1 August 1946 – 31 July 1957) Chris Cunneen The 30th representative of the Crown in New South Wales, John North- cott, was the first Australian to be State or colonial Governor.1 It was only after extraordinary pressure from the Premier William McKell that King George VI, advised by the British Government, agreed to the selection. Birth and military career John Northcott was born on 24 March 1890 at Creswick, Victoria, eldest son of English-born parents: his father, also named John, owned a general store in the nearby town of Dean, his mother was Elizabeth, née Reynolds. Young John was the eldest of four sons and one daughter. Educated at Dean State School and Grenville College, Ballarat, he was a keen member of the school cadets. He was also an enthusiastic horse rider, so in 1908 he enlisted in the Ninth Light Horse Regiment, a militia unit. Deciding on a full time career in the Army he passed the entry examinations and in 1912 joined the Permanent Military Forces as a Lieu- tenant on the Administrative and Instructional Staff. He was posted to Tasmania. On the outbreak of World War I he transferred to the Aust- ralian Imperial Force and in August 1914 was appointed Adjutant of the 12th Battalion, based at Anglesea Barracks, Hobart.2 Northcott’s service record at this time described the 24 year old as five feet eight and a half inches tall, with a fair complexion and blue eyes. His Battalion left for Egypt in October 1914. On Sunday, 25 April 1915, Northcott was one of the first to land at Anzac Cove, Gallipoli. -

A total of 737 clubs entered the FFA Cup 2019, a number that has significantly grown from the first edition of the FFA Cup in 2014, when 617 clubs entered. The FFA Cup 2019 started in February with the Preliminary Rounds to determine the 21 clubs from the semi-professional and amateur tiers. These clubs joined ten of the Hyundai A-League clubs (Western United FC will not participate in this edition) and the reigning National Premier Leagues Champions (Campbelltown City SC) in the Final Rounds. The FFA Cup Final 2019 will be played on Wednesday 23 October with the host city to be determined by a live draw. Each cup tie must be decided on the day, with extra time to decide results of matches drawn after 90 minutes, followed by penalties if required. At least one Member Federation club is guaranteed to progress to the Semi Finals. Previous winners of the FFA Cup are Adelaide United (2014 and 2018), Melbourne Victory (2015), Melbourne City FC (2016) and Sydney FC (2017). Broadcast partners – FOX SPORTS FOX SPORTS will again provide comprehensive coverage of the FFA Cup 2019 Final Rounds. The FFA Cup’s official broadcaster will show one LIVE match per match night from the Round of 32 onwards, while providing coverage and updates, as well as live streams, of non-broadcast matches. -

4.0 Stadiums Queensland Business Model >> Stadium Taskforce - Final Report 61 4.0 Stadiums Queensland Business Model The SQ business model is the way SQ coordinates and strategically manages its asset portfolio responsibilities. The SQ business model takes into consideration items such as SQ’s approach to market testing and outsourcing of services, as well as to the shared support services for the organisation and portfolio and to SQ’s role in stadium planning. At a venue level, the SQ business model incorporates SQ’s consideration and determination of the preferred management approach for each of its venues, taking into account specifics of the asset, the use of the venue and historic operations. SQ’s intent of applying its business model is to implement management arrangements that maximise the likelihood of individual venues and the portfolio as a whole, operating as efficiently as possible. SQ achieves this by employing a variety of venue management, venue operations and venue hiring models, in addition to portfolio-wide arrangements. Market Testing and Outsourcing As a matter of business policy, SQ consistently tests the market to establish whether services are more cost effective if delivered on an outsourced basis. SQ is incentivised to do so because of customer requirements (hirers and patrons) to contain costs so that attending venues for patrons remains affordable. The Taskforce understands that a majority of SQ business is historically outsourced, including stadium services such as ticketing, catering, security, cleaning and waste management and corporate business functions such as audit, incident management, insurance and risk management. The final small percentage of services are directly delivered by SQ if it is more cost effective to do so, or if the risk to the Queensland Government is more effectively managed. -
