BOROUGH OF LAMBETH

ELECTRIC AVENUE, ELECTRIC LANE AND ATLANTIC ROAD PROPOSED CHANGES TO THE MARKET PEDESTRIAN ZONES, INCLUDING ONE-WAY SYSTEMS, LOADING RESTRICTIONS, A BAN ON GOODS VEHICLES OVER 7.5 TONNES AND THE CONSTRUCTION OF ROAD HUMPS (“SPEED TABLES”)

[NOTE: This notice is about proposals to ban goods vehicles over 7.5 tonnes maximum gross weight from using , to reverse the one-way traffic system in part of Electric Avenue, impose a new one-way traffic system in part of Electric Lane, allow market traders who have permits to gain access to Electric Avenue for loading and unloading at certain times, change the operational hours of the pedestrian zone in part of Electric Lane so it no longer operates on Sundays and allow goods vehicles to enter that zone for loading and unloading at certain times and introduce a Restricted Parking Zone in part of Electric Lane. This notice is also about proposals to provide flat- top road humps (known as “speed tables” or “raised tables”) in Atlantic Road, Electric Avenue and Electric Lane. Objections or other comments may be made – see paragraph 7.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth proposes to make the Lambeth (Prescribed Routes) (No. -) Traffic Order 201- and the Lambeth (Waiting and Loading Restriction) (Amendment No. ----) Order 201-, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be to:

(1) ban goods vehicles over 7.5 tonnes maximum gross weight from entering Electric Avenue at any time;

(2) reverse the direction of the one-way traffic system in that length of Electric Avenue which lies between Electric Lane and so that it would apply from east to west (towards Brixton Road);

(3) impose a one-way traffic system from north to south for all vehicles except pedal cycles in those lengths of Electric Lane which lie (a) between a point 8 metres north of Electric Avenue and the north side of Electric Avenue (in a direction towards Electric Avenue); and (b) between the south side of Electric Avenue and (in a direction towards Coldharbour Lane);

(4) ban the left turn by vehicles from Electric Avenue (the length that lies between Electric Lane and Brixton Road) into Electric Lane;

(5) allow permit holder’s vehicles to enter the pedestrian zone in Electric Avenue between 8 am and 9 am on Mondays to Saturdays and allow the loading or unloading of permit holder’s vehicles during those hours, except on the Red Route (permits would be strictly limited and available only to street market traders who have a market stall in Electric Avenue);

(6) change the operational hours of the pedestrian zone in Electric Lane so that the zone would no longer operate on Sundays (the new operational hours would be from 8 am to 6 pm on Mondays, Tuesdays, Thursdays, Fridays and Saturdays and from 8 am until 2 pm on Wednesdays);

(7) allow goods vehicles to enter the pedestrian zone in Electric Lane, between Atlantic Road and a point 8 metres north of Electric Avenue, for the purpose of loading or unloading between 8 am and 9 am and between 5 pm and 6 pm on Mondays, Tuesdays, Thursdays, Fridays and Saturdays and between 8 am and 9 am on Wednesdays;

(8) introduce a Restricted Parking Zone in Electric Lane between a point 8 metres north of Electric Avenue and Coldharbour Lane (this means that the waiting and loading restrictions in that length of Electric Lane would be indicated by the placing of “Restricted Parking Zone” traffic signs only and there would be no yellow lines or kerb markings on the road).

3. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Lambeth proposes, under section 90A of the Highways Act 1980, to construct the type of flat-top road humps known as “speed tables” or “raised tables”:-

(1) Atlantic Road, by its junction with Electric Avenue and Pope’s Road, extending for a distance of 26 metres including the gradients (the existing zebra pedestrian crossing on Atlantic Road would be positioned on this speed table);

(2) Electric Avenue, extending along the whole length of that road, including its junction with Electric Lane;

(3) Electric Lane, by its junction with Electric Avenue, extending for a distance of 26.5 metres.

[Each speed table would be an elevated section of carriageway, having a maximum height of 100 millimetres, with a flat top that extends across the full width of the carriageway from kerb to kerb, so that the flat top of the speed table and the adjoining footways form a continuous surface.]

4. The proposals are designed to help market traders and local businesses by creating a more pleasant trading and shopping environment that would also improve the look and feel of the area for local residents. The road humps (“speed tables”) are also required to reduce traffic speeds and so improve road safety particularly for pedestrians.

A copy of each of the proposed Orders and other documents giving detailed particulars about them and the road humps (including maps) are available for inspection between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the last day of a period of six weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Orders, at: the offices of Lambeth Council's Highways and Transport Group, 5th Floor, Blue Star House, 234-244 Road, London SW9 9SP. 7.
