The Play of Colors: Staging Multiculturalism in Norway
THOMAS SOLOMON The Play of Colors: Staging Multiculturalism in Norway Fargespill is a series of periodic musical performances in Norway that have been staged from 2004 to the present. Each performance consists of a sequence of musical and dance numbers performed by children and youth from different minority and immi- grant groups, many of whom came to Norway as refugees, together with white Norwe- gian (so-called etnisk norsk – “ethnic Norwegian”) children and youth, and accompa- nied by an instrumental ensemble composed primarily of professional white Norwe- gian musicians. With recent theorizations of multiculturalism and critical discussions of race and racism in Norway as a background, in this article I describe and analyze Fargespill as form of cultural production.1 I focus in particular on how what I call the “Fargespill formula” of combining musical materials from the immigrant and refugee children’s home countries together with Norwegian folk music creates a narrative of domestication and assimilation of cultural others that constitutes an aesthetic ana- log to the social technique for managing cultural difference known as planned plu- ralism. I also use Deleuze and Guattari’s twin concepts of majoritarian/minoritarian as a tool for interpreting Fargespill’s representations and I suggest that, while Fargespill represents itself as being a minoritarian mode of representation, it is actually a ful- ly majoritarian mode. While the public face of Fargespill is that of children of vari- ous immigrant and minority groups, behind the scenes the performances are actually conceptualized, scripted, and extensively stage-managed primarily by majority (white) Norwegian adult arts professionals. -

GREEN STRATEGY CLIMATE and ENERGY ACTION PLAN for BERGEN St Decided by the City Council on September 21 2016
GREEN STRATEGY CLIMATE AND ENERGY ACTION PLAN FOR BERGEN st Decided by the City Council on september 21 2016 GREEN STRATEGY – CLIMATE AND ENERGY ACTION PLAN FOR BERGEN 2016 2 GREEN STRATEGY – CLIMATE AND ENERGY ACTION PLAN FOR BERGEN 2016 Preface The biggest challenge of our time is anthropogenic climate change. Solving the climate problem requires effort on the part of the general public, business and industry and public authorities. Sustainable growth in the biggest towns and cities is a prerequisite if Norway is to attain its climate goals. Bergen shall be a driving force for renewable energy and green, sustainable business. The City Government’s ambition is for Bergen to become the greenest city in Norway. Green urban development is the key to a sustainable city. Bergen must cooperate more closely with its neighbouring municipalities on new development plans. The pace of development must be increased considerably in order to accommodate the population growth. New development projects that contribute to increased emissions from the transport sector shall, as a rule, not be granted approval. Buildings account for a large proportion of the city’s energy consumption. The City Government will work to promote increased use of more sustainable, efficient land-use solutions such as passive houses, plus houses, green roofs, climate-friendly ventilation systems and the use of solar energy. The municipality has particular responsibility for ensuring that public buildings are as environmentally friendly as possible. The City Government will strengthen its efforts relating to the removal of toxic material in the sea and in the soil, for example in the Puddefjord, in Store Lungegårdsvannet lake and in the Slettebakken area. -

Implementation of this plan ensures that Bergen Airport, Flesland will not be a limiting factor in the positive development for citizens, public activities as well as business and tourism in Bergen and the Western Region. The plan furthermore facilitates increasing the public transport share of traffic to the airport by the construction of a light rail transit (LRT) station at the airport, integrated in the air terminal.
