Comparing the French and American Ecosystems MAY 2019 EXECUTIVE SUMMARY In France, representative democracy is experiencing a growing mistrust that also affects the media. The latter are facing major simultaneous challenges: • a disruption of their business model in the digital age; • a dependence on social networks and search engines to gain visibility; • increased competition due to the convergence of content on digital media (competition between text, video and audio on the Internet); • increased competition due to the emergence of actors exercising their influence independently from the media (politicians, bloggers, comedians, etc.). In the United States, these developments have contributed to the polarization of the public square, characterized by the radicalization of the conservative press, with significant impact on electoral processes. Institut Montaigne investigated whether a similar phenomenon was at work in France. To this end, it led an in-depth study in partnership with the Sciences Po Médialab, the Sciences Po School of Journalism as well as the MIT Center for Civic Media. It also benefited from data collected and analyzed by the Pew Research Center*, in their report “News Media Attitudes in France”.     INSTRUMENTALIZING THE SOURCES OF ATTRACTION. HOW RUSSIA UNDERMINES ITS OWN SOFT POWER By Vasile Rotaru Abstract The 2011-2013 domestic protests and the 2013-2015 Ukraine crisis have brought to the Russian politics forefront an increasing preoccupation for the soft power. The concept started to be used in official discourses and documents and a series of measures have been taken both to avoid the ‘dangers’ of and to streamline Russia’s soft power. This dichotomous approach towards the ‘power of attraction’ have revealed the differences of perception of the soft power by Russian officials and the Western counterparts. The present paper will analyse Russia’s efforts to control and to instrumentalize the sources of soft power, trying to assess the effectiveness of such an approach. Keywords: Russian soft power, Russian foreign policy, public diplomacy, Russian mass media, Russian internet Introduction The use of term soft power is relatively new in the Russian political circles, however, it has become recently increasingly popular among the Russian analysts, policy makers and politicians. The term per se was used for the first time in Russian political discourse in February 2012 by Vladimir Putin. In the presidential election campaign, the then candidate Putin drew attention to the fact that soft power – “a set of tools and methods to achieve foreign policy goals without the use of arms but by exerting information and other levers of influence” is used frequently by “big countries, international blocks or corporations” “to develop and provoke extremist, separatist and nationalistic attitudes, to manipulate the public and to directly interfere in the domestic policy of sovereign countries” (Putin 2012).

MAXIM BUYAKEVICH, DEPUTY PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1245th MEETING OF THE OSCE PERMANENT COUNCIL 31 October 2019 On the International Day to End Impunity for Crimes against Journalists Mr. Chairperson, The International Day to End Impunity for Crimes against Journalists, which is celebrated by the world community on 2 November, is a good occasion for drawing attention to the question of safeguarding conditions for the professional activity of journalists and of measures to protect them. We consider the decision adopted at the 2018 OSCE Ministerial Council meeting in Milan on the safety of journalists to be an important guideline in this regard. We are compelled to note that the situation in this regard remains very worrying. Unfortunately, our country is not immune either from isolated criminal cases in connection with media workers. We pay great attention to countering such crimes and do our utmost to punish the perpetrators. A vivid example of the improvement in the level of protection of members of the Russian journalistic community is the case of the journalist Ivan Golunov, who quickly had the unlawful criminal charges against him dropped as a result of the effective co-operation between State bodies, journalists’ associations, human rights defenders and civil society.

France and the United States are part of a coalition committed to removing Syria’s president, Bashar al-Assad, and Mr. Assad has accused France of merely prolonging Syria’s civil war, which has claimed hundreds of thousands of lives since 2011. It was a classic rhetorical gambit by RT, the Russian public broadcaster formerly known as Russia Today, which is ultimately financed by the Kremlin. Detractors say that RT is part of a disinformation campaign that peddles exaggerations and untruths to undermine confidence in Western institutions and destabilize democracy itself. “Ideally for the Russian authorities, the main goal remains to increase the public’s distrust toward their political elite and their media, in order to end up paralyzing the decision making process,” said Julien Nocetti, a research fellow who specializes in Russia at the French Institute for International Relations. Others said the launch of the channel could bring fresh air to a crowded yet homogeneous media landscape. “RT France is going to reach a very limited audience and its repercussions will be minimal, but a contradictory voice never hurts,” said Thierry Vedel, a researcher on media pluralism and democracy at Sciences Po. He added that France’s four main news channels shared a similar agenda, making it unusual for them to provide innovative coverage.

    DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT IN-DEPTH ANALYSIS EU strategic communications With a view to counteracting propaganda ABSTRACT Emanating from Russia in the east and the so-called Islamic State of Iraq and the Levant (ISIL) in the south, the EU has been increasingly hit by destabilising messages amounting – in different forms and to different degrees – to coherent hostile ‘strategic communications’ campaigns, or the processes of infusing communications activities with an agenda or plan to impact the behaviour of a target audience. Both Russia and ISIL have engaged in aggressive messaging and deceptive media campaigns, albeit with distinct narratives, targets and audiences. This paper analyses the ‘what’ and the ‘how’: the respective narratives of each actor, their specificities, their similarities and their differences. The analysis also draws attention to strategic communications efforts undertaken by the EU, which are vectored into defensive (react and respond) and offensive (probe and push) dimensions. This understanding of the present context finally allows for an evaluation of what actions can be taken to enhance the effectiveness of the EU’s own strategic communications.
