MISSION STATEMENT

The mission of the Parsippany-Troy Hills Township School District, in partnership with families and the greater community, is to challenge and nurture all students academically and to develop confident learners who are compassionate, generous, appreciative, and invested in their diverse world. This will be accomplished through innovative opportunities that inspire life-long learning, critical thinking and problem solving, creative exploration, and the democratic collaboration among students and staff.

Public Comments

In an effort to align our meeting practices with those of the Township and to insure an orderly meeting, effective this evening the following guidelines must be adhered to for all of those who wish to speak during the public comment section of tonight’s meeting and all future meetings:

1. Each person must sign in and will have three minutes to speak to the Board. 2. Each person must address the presiding officer. 3. Each person must recognize the authority of the presiding officer and end his or her comments at the end of three minutes. 4. After everyone who wishes to speak has had that opportunity to do so, a person may speak one more time to the Board for one minute. 5. Please note that we have included copies of Board of Education Bylaw 0167 – Public Participation in Board Meeting which detail the Board’s expectations and guidelines for addressing the Board of Education.

2. Travel and Work Related Expenses TRAVEL &

EXPENSES WHEREAS, N.J.A.C. 6A:23B-1.1 et. seq. requires that each Board of Education adopt a formal policy and procedures relating to travel and expense reimbursement for its employees and Board members; and WHEREAS, N.J.A.C. 6A:23B-1.1 et. seq. requires that each Board of Education adopt a formal policy and proce- dures relating to travel and expense reimbursement for its employees and Board members; and WHEREAS, the Parsippany-Troy Hills Board of Education (the “Board”) adopted a Travel Expense Reimbursement Policy that addresses the reimbursement of travel-related expenses by Board members and employees of the District; and WHEREAS, the Board has considered all other relevant guidelines and circulars associated with the adoption of its Travel Expense Reimbursement Policy; and WHEREAS, the Board has determined that the travel listed in this Resolution is educationally necessary and fiscally prudent; and WHEREAS, the Board has concluded that the travel and expense reimbursements listed in this Resolution are di- rectly related to and within the scope of the employee’s current responsibilities; and WHEREAS, the Board has determined that the travel and expense reimbursements listed in this Resolution are for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and WHEREAS, the Board has concluded that the travel and expense reimbursements listed in this Resolution are in compliance with State travel reimbursement guidelines as established by the Department of Treasury and incorpo- rated herein; THEREFORE; BE IT RESOLVED, Pursuant to N.J.A.C. 6A:23B and Board Policy and upon the recommendation of the Superintendent, that the Parsippany-Troy Hills Board of Education, in the County of Morris, , approve the travel requests below.

49. Sale of Surplus Property SALE OF SURPLUS PROPERTY WHEREAS, the Parsippany-Troy Hills Board of Education is the owner of certain surplus property which is no longer needed for public use; and

WHEREAS, the Board is desirous of selling said surplus property in an “as is” condition without express or implied warranties.

NOW THEREFORE, BE IT RESOLVED by the Parsippany-Troy Hills Board of Education in the Township of Parsippany-Troy Hills, County of Morris, as follows:

The sale of the surplus property shall be conducted through GovDeals pur- suant to State Contract T2581 in accordance with the terms and conditions of the State Contract. The terms and conditions of the agreement entered into with GovDeals is available online at govdeals.com and also available from the Parsippany-Troy Hills Board of Education.

1. The sale will be conducted online and the address of the auction site is govdeals.com.

ADDENDUM TO SUPERINTENDENT’S EMPLOYMENT CONTRACT

THIS ADDENDUM to the Superintendent’s Employment Contract is made and entered into between the Parsippany-Troy Hills Board of Education (hereinafter referred to as the “Board”), which has offices located 292 Parsippany Road, Parsippany, New Jersey and Dr. Barbara Sargent (“Dr. Sargent”).

WHEREAS, the Board and Dr. Sargent are parties to an Employment Contract (hereinafter the “Agreement”) dated May 4, 2017 wherein the Board appointed Dr. Sargent to serve as the Superintendent of Schools for a Term commencing July 1, 2017 and ending June 30, 2022; and

WHEREAS, the Agreement provides for a regular review of Dr. Sargent’s salary and to include any modification thereto in an Addendum to that Agreement; and

WHEREAS, the Board has reviewed Dr. Sargent’s salary and wishes to revise it for the 2019- 2020 school year;

NOW THEREFORE, the Board and Superintendent, for the consideration specified herein and as set forth in the Agreement, the sufficiency of which is acknowledged, agree as follows:

I. Addendum. Except as to those provisions of the Agreement that are specifically modified by this Addendum, the terms and conditions of the Agreement shall continue in full force and effect.

II. Compensation. The annual base salary for the Superintendent for the year commencing July 1, 2019 and ending on June 30, 2020, shall be One Hundred and Ninety-One Thousand Five Hundred and Eight Four Dollars ($191,584.00) in addition to the high school salary increment of Five Thousand Dollars ($5,000.00) as permitted pursuant to N.J.A.C. 6A:23A-1.2. The salary shall be paid to the Superintendent in accordance with the schedule of salary payments in effect for other administrative staff.
