Chairman's Update North Mundham Parish Council www.northmundham.org Skype: northmundham.pc email: [email protected] Tel: 01243 203050 1 Charlmead East Wittering Chichester West Sussex PO20 8DN January 2020 CHAIRMAN’S UPDATE One of the important things the parish council has to tackle each year is setting the precept – the money you pay as part of your Council Tax bill which goes to the parish council. Each January we set the rate for the coming financial year – in this case April 2020 to March 2021. The precept accounts for our major source of funds, and without it we would not be able to exist as a body to represent you. We always try to keep any increase to a minimum. For this year we have had to ask for a modest rise in anticipation of the costs associated with producing the Neighbourhood Development Plan. This will amount to eight pence a week for a Band D property. Looking ahead, a date of your diary is the Meeting of Electors which this year takes place on Thursday 5 March, in the Village Hall at 7 pm. This is the event where the parish council reports to you about what we have been doing in the past year, and where you have an opportunity to ask questions during the meeting, and to talk to us informally afterwards. We will also use that meeting to bring you up to date with the progress of the Neighbourhood Development Plan, and our thoughts on how we can re-structure the way we manage the Village Hall to work more efficiently with the Playing Fields Trust. Finally, I should mention that, at the time I am writing, we have a vacancy on the parish council. Katy Bourne Police and Crime Commissioner for Sussex – to answer questions concerning traffic calming in Boxgrove and surrounding areas The Chairman introduced Ms Bourne to the meeting as having been invited to answer questions about traffic calming. Inspector Danny West was also present from Chichester Police. Ms Bourne started by saying that after several years, Sussex police were at a real point of change. With the significant rise in the local precept to £1 per month per band D household this will be a gamechanger for Sussex. Previously funds were having to be taken out of the budget to get by which was having a negative impact. The Police model had to change. 476 posts were going to be lost. Now those posts will remain and more will be created. The additional money will go into specific areas: • Local policing – more officers particularly more officers policing roads – main and rural – a transformation strategy • Contact with the police – clearly 101 is not as efficient as it should be.

That the responses of the parishes to the housing numbers consultation are given careful consideration. 3. Introduction 3.1. The consultation on parish housing numbers was produced as a step towards identifying a locally derived housing requirement to be incorporated into the Local Plan. 3.2. The appendices to this report present a summary of responses from the parishes that responded by 16 November 2012. 4. Background 4.1. The consultation ran from 27 September to 2 November 2012. Additional responses were received until 16 November 2012. 4.2 The purpose of the consultation was to seek the views of parish and town councils, key infrastructure providers, statutory agencies and neighbouring planning authorities about the amount of non-strategic housing to be provided in the parishes across the District over the Local Plan period to 2029. 4.3 The consultation included all parishes where Chichester District Council remains the Local Planning Authority. It also included parishes where the planning authority is split between Chichester District Council and the South Downs National Park Authority (SDNPA), but where the main settlement(s) lie outside of the SDNPA’s boundary. Parishes not included in the consultation are coloured grey in Appendix 1. 4.4 To inform their responses, each parish council was sent a parish specific ‘key facts’ sheet, a general table indicating the proposed parish-wide distribution of housing, and other supporting information.
