I have been informed by of his resignation as a Member of the .

As required by article 83 of the Scottish Parliament (Elections etc.) Order 2015, I have sent a notice to the returning officer for the constituency of Ettrick, Roxburgh and Berwickshire informing her of the vacancy arising from this resignation. Under Rule 1.5 of Standing Orders, I have determined the date and time of the vacancy as 1.00pm on 27 April 2017.

I give notice that under section 9 of the Act 1998, the date fixed for the poll at the election to fill the vacancy in the constituency of Ettrick, Roxburgh and Berwickshire is 8 June 2017.

*S5M-05385 Sandra White: Traditional Building Skills—That the Parliament welcomes the Traditional Building Skills event, which was held on Buchanan Street in Glasgow on 24-25 April 2017 and which featured apprentices demonstrating traditional building skills, including masonry, slate roofing, joinery, roof leadwork and painting and decorating; recognises that the event was a collaboration organised through the Glasgow Traditional Building Forum and included Glasgow City Heritage Trust, Architecture and Design Scotland, National Federation of Roofing Contractors, West College Scotland, Stone Federation Great Britain, Historic Environment Scotland, Scottish Contractors Group and Construction Industry Training Board; notes that the primary purpose of the event was to allow Glasgow pupils to try the traditional building trades being demonstrated by local apprentices to provide a platform to promote the construction industry and the many varied and desirable career paths that it can offer, but that it was also open to members of the public for advice, with the aim of highlighting the importance of traditional building skills in the construction sector, and commends the ongoing work of all partner agencies to draw attention to the necessity for traditional building skills and, in turn, help to create a hi-tech, world-class industry with outstanding career prospects, helping companies to skill-proof their businesses, invest in skills and plan for the future. *S5M-05383 Ross Greer: Support the Rights of Deliveroo Workers—That the Parliament condemns the reported comments by representatives of Deliveroo before the Scottish Affairs Committee of the House of Commons that the minimum wage is incompatible with the company's business model; understands with concern that it has issued a so-called vocabulary guide to its staff in an attempt to maintain the image that they are self-employed; is further concerned that Deliveroo's practice of classifying workers as "self-employed contractors" could be an attempt to circumnavigate employment law, including minimum wage legislation; believes that all workers are entitled to the full protection of the law and should be paid at a least a real hourly living wage of £8.45 across the UK and £9.75 in London; calls on the UK Government to take action to address what it sees as this poor treatment of workers by classifying them in this way, and supports the Deliveroo workers, trade unions and Better than Zero in their campaign to achieve basic rights for all workers. Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
