Developer's Manual 2020 Update the Developer's Manual Is a Guide To Developer’s Manual 2020 Update The Developer’s Manual is a guide to obtain water and sewer service for all property owners with existing or planned developments in the City of Pittsburgh and Millvale (water system only). This document has existed for 15+ years and as a result, has seen many revisions. These revisions over time have led to inconsistencies and the document is not customer friendly. To create a document that is more customer focused, PWSA staff undertook an extensive review that resulted in a deep dive into why we do things the way we do. From June to August of 2019, the Developer’s Manual Working Group reviewed and revised every section of our existing Manual. The Working Group consisted of six engineers, an engineering technician, and a member of the Public Affairs team. The group brought in many different perspectives and levels of expertise to develop a manual that not only clearly states our policies and procedures but that will be helpful to our customers and staff. This draft has been vetted internally and has was also circulated for feedback to several stakeholder groups including the Commercial Real Estate Development Association (NAIOP), Building Owners and Managers Association (BOMA), and external engineering firms that regularly work on development projects. The updated Developer’s Manual will make future updates and policy approvals easier and creates procedures and processes that will ensure PWSA is a good steward of our water by reducing CSOs and more closely tracking the impact of developments on our most restricted sewers. Some of the most noteworthy changes to the existing manual include: General 1. Overall design updates to modernize and match PWSA branding 2. Title changed from Procedures Manual for Developers to Developer’s Manual 3. Consolidation and simplification from standalone chapters to one cohesive document which removed repetitive information. 4. Sections and language correspond to website updates and permit forms 5. New permit forms to separate single-family and development permits – Form- DEV and Form-RES 6. Removed tables, appendices and forms to improve readability. All information in these documents is still available in the manual either in text or links to websites. 7. Addition of Process Overview to establish the main components of a development review which replaced Executive Summary, Introduction, and Water and Sewer Availability Letter Request chapters. 8. Reiterating that any revisions to issued permits will require a $250 fee 9. Simplify fee descriptions and created a Fee Schedule 10. Completed checklists are no longer a requirement but to be used as a tool to ensure a complete application 11. Include relevant information for developers about stormwater in the tap-in section and remove Chapter 9 – Stormwater to repurpose to a new location on website 12. Agency contacts moved from manual to website to update in a timelier manner as contact information changes and make more readily available without having to change manual 13. Mandate that every project requires a pre-development meeting request. Staff will review the request and determine if a meeting is necessary. If a meeting is not necessary, staff will provide an e-builder project folder to upload documents for review. Water and Sewer Use/DEP Sewage Facilities Planning Module 1. Separation of the Water and Sewer Use application and the DEP Planning Module into distinct sections. Previously combined, the information was confusing and lead to many questions from applicants. 2. Simplified flow calculations 3. Defined existing flows, proposed flows, and net flows to better articulate flow and fee credits 4. Changed criteria for past/existing flow credits to better capture the impact a development will have on our sewer system 5. Defined peak flows 6. Included detailed instructions for application completion 7. Defined flow monitoring requirements 8. Defined most restricted sewer segment 9. Remove DEP flow chart and reference website instead 10. Require that the Water and Sewer Use Application be approved before the DEP SFPM Water and Sewer Tap-in Plans 1. CCTV requirements and standards added 2. Clarified tap termination requirements 3. Combined tap-in drawing requirements into one section 4. Updated all standard details that apply to developments Construction of Public Facilities 1. Restructured Private Construction section to more thoroughly explain all documentation required to complete process 2. Added easement requirements to ensure all existing PWSA infrastructure can obtain an easement 3. Further clarified the circumstances as to which public infrastructure extensions will be accepted by PWSA. Policy states the PWSA will not accept: • Facilities that only serve a single customer • Newly constructed roads not accepted by the City of Pittsburgh • Facilities that cross private property when it is not required by site conditions as interpreted by PWSA • Facilities that do not have all the required recorded legal agreements, easements and/or permits. • Facilities built do not match materials, methods, or general locations on an approved plan. The purpose of this manual is to describe the development permit application process, the requirements of the application materials, and the developer’s responsibilities. To ensure timely review and approval of tap-in plans, this manual is to be used in conjunction with an open dialogue with PWSA. Depending on the type of development and scope of work proposed by the applicant, more than one section of the manual may be applicable. In instances where the manual does not address a specific or unique site condition of a proposed development, the applicant should contact PWSA to determine if additional information is required. To initiate any project, the applicant is required to submit a pre-development meeting request. Staff will review the request and determine if a pre-development meeting will be scheduled to discuss the water and/or sewer service for the proposed development. The applicant is also required to coordinate with all related local, state and/or federal agencies to ensure familiarity and compliance with the most current policy standards. These agencies include but are not limited to the City of Pittsburgh Departments of City Planning, Permits, Licenses, and Inspections, Public Works and Mobility and Infrastructure as well as the Allegheny County Health Department, Allegheny County Conservation District, the Pennsylvania Department of Environmental Protection, and the Pennsylvania Department of Transportation. Evolving odorogenic substances and bioaerosols spread in the sewage system, cause in adverse conditions both chemical and biolog - ical corrosion of concrete. The paper presents the results of tests of samples taken from the top concrete circle and from a corroded cast iron hatch of 7 years old manhole located below the expansion well. Well elements were subjected to a strong interaction of hydrogen sulphide, which average concentration in the sewage air, during an exemplary 84 hours was 29 ppm. Concrete was gelatinous fine with noticeable outer pellicular layer of 1 mm thick and the inner layer containing aggregates (grain < 1 cm). Sulfur oxidizing, sulfates reducing, Fe 2+ oxidizing bacteria, aerobic heterotrophs, anaerobic heterotrophs, nitrifiers and denitrifiers were determined.

General Requirements. 3.1.01 The design of sewage pumping stations and force mains is an engineering matter and is not subject to detailed recommendations or requirements other than as required by these Standards. 3.1.02 Sewage pumping stations and force mains are to be provided solely for the conveyance of sanitary wastes. Under no circumstances shall any roof, foundation, surface or sub-surface drainage, or any other form of storm drainage be allowed to pass through the proposed facilities. 3.1.03 A detailed engineering report shall be submitted to and approved by the County prior to design. The report shall fully comply with all requirements of Paragraph 1.1.02A; shall evaluate the proposed sanitary sewer service area; shall evaluate overall effect downstream County facilities and shall justify the proposed station peaking factor. 3.1.04 The design must conform to the minimum standards set forth in the Virginia Department of Environmental Quality Sewerage Regulations. County requirements for specific equipment and submittals will be detailed during engineering review. 3.1.05 An Operations and Maintenance (O & M) Manual shall be prepared in accordance with the Virginia Department of Environmental Quality Sewerage Regulations and approved by the State and County before the County will accept the station for operation and maintenance. The manual shall contain complete operating information for all equipment, a complete set of approved shop drawings and a copy of the as-built plans for the station. I/I-water above an acceptable level indicates that the sewage system is not functioning properly. I/I-water leads to increased pumping costs and increased sewage overflow, leading to increased pollution of the receiving waters. Many rehabilitation projects are driven by the need to reduce the share of I/I-water and common measures are to replace pipes and manholes. The share of I/I-water is predominantly driven by rainfall. This makes it difficult to document the efficiency of mitigating measures. One way to address this issue is to compare data from rehabilitation areas to areas where no measures have been implemented. Three rehabilitation areas in Asker Municipality, Norway, were successfully assessed by applying this approach. Asker has a 100% separate system. The strategy to reduce I/I-water in Asker Municipality was to rehabilitate sewage mains, either by full replacement or lining the old pipes, and replacement of manholes.
