Many of the sources posed problems concerning numerical data on immi­ gration, especially for the months leading up to the end of the British Mandate, January-April 1948, and the first few months of the state, May­ August 1948. The researchers point out that 7,574 immigrant data cards are missing from the records and believe this to be due to the 'circumstances of the times'. Records are complete from September 1948 onward, and an important population census was held in November 1948. A parallel record­ ing system conducted by the Jewish Agency, which continued to operate after that of the Mandatory Government, provided us with statistical data for immigration during 1948-9 and made it possible to analyse the part taken by the Holocaust survivors.

    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. Most of the country is in a semi-arid zone, with distinct short winter (wet) and long summer (dry) seasons, and a low annual rainfall of around 500 mm (an overall multi-annual average). The country can be divided into two climatic regions: (1) the southern arid/semi-arid areas have very low annual precipitation (<100 mm) and consist of the Negev Desert and the Arava Valley; this arid zone extends also to the Jordan Valley where annual rainfall is below 300 mm; (2) the central-north of the country that has a temperate, Mediterranean climate and a relatively high annual rainfall (>600 mm). Israel has suffered from a chronic water shortage for years. In recent years, however, the situation has developed into a severe crisis; since 1998, the country has suffered from drought, and the annual rainfall was short of the multi-annual average in most of the years.

During this period, over 27,000 attacks against Israeli citizens and residents have been recorded, and over 1000 Israeli citizens and residents have lost their lives in these attacks. Out of these, 155 (May 2007) attacks were suicide bombings, carried out against Israeli targets by 178 (August 2007) suicide terrorists (male and female). (It should be noted that from 1993 up to the beginning of the conflict in September 2000, 38 suicide bombings were carried out by 43 suicide terrorists). Despite the fact that suicide bombings constitute 0.6% of all attacks carried out against Israel since the beginning of the conflict, the number of fatalities in these attacks is around half of the total number of fatalities, making suicide bombings the most deadly attacks. From the beginning of the conflict up to August 2007, there have been 549 fatalities and 3717 casualties as a result of 155 suicide bombings. Over the years, suicide bombing terrorism has become the Palestinians’ leading weapon, while initially bearing an ideological nature in claiming legitimate opposition to the occupation.
