NIST, originally founded as the National Bureau of Standards in 1901, works to strengthen U.S. industry's competitiveness; advance science and engineering; and improve public health, safety, and the environment. One of the agency's basic functions is to develop, maintain, and retain custody of the national standards of measurement, and provide the means and methods for comparing standards used in science, engineering, manufacturing, commerce, industry, and education with the standards adopted or recognized by the Federal Government. As an agency of the U.S. Commerce Department's Technology Administration, NIST conducts basic and applied research in the physical sciences and engineering and performs related services. The Institute does generic and precompetitive work on new and advanced technologies. NIST's research facilities are located at Gaithersburg, MD 20899, and at Boulder, CO 80303. Publ. 855 148 pages (Sept. 1994) CODEN: NSPUE2 FOREWORD The mission of the Office of Information Services (OIS) is "to create and implement a coordinated, cohesive NIST-wide plan of action which supports NIST's mission by identifying, collecting, organizing, and disseminating knowledge from all appropriate sources and types to as broad an audience as possible and desirable." In fulfilling this mission, the OIS Research Information Center (RIC) collects and supports information resources regardless of the form in which they appear or the source from which they emanate. Recognizing that the RIC cannot collect all knowledge, it seeks to augment its collections by identifying and providing access to a broad variety of bibliographic and full-text databases. Access is provided through subscription to vendor services, such as DIALOG Information Services, or by the acquisition of databases on CD-ROM. The RIC supports access through the services of information consultants (research librarians) specially trained to assist the NIST technical staff in formulating and carrying out searches, thereby facilitating effective and efficient use of the databases. In addition, the OIS has initiated a NIST Virtual Library Program (NVL) providing NIST-wide online access from the staffs desktop computer to a variety of information resources and services, regardless of the form or the source of the information. Through special licensing agreements, the NVL is providing access from the desktop to a selection of these remote or CD-ROM databases, which, in some cases, facilitate or provide online desktop access to the full text of the desired information. For example. Computer Select is a database providing access to the abstracts or full text of articles from a selection of journals covering com- puter technology, the industry, and consumer news. This is available for use in the RIC, and is accessible on the desktop by networking the CD-ROM on the NVL. Through an agreement with the Online Computer Library Center (OCLC), the NVL provides access to bibliographic citations to articles, and in some cases to the full text of articles, in over 9,000 journals included through the Article First service. The capability of online ordering of the journal articles is also provided. This publication lists databases by acronyms and full titles. Citations also include dates covered, brief descriptions, kinds of information each contains, producers, the titles of corresponding hard copy, and ven- dors. (Databases in the LEXIS/NEXIS service are too numerous to mention individually in this report.) An asterisk (*) in the vendor's column denotes availability of the CD-ROM format of the database in the Research Information Center. A list of vendors with addresses and telephone numbers precedes the list. The General Subject Index is arranged alphabetically by subject categories, and the Cross Reference Index lists variant forms of the names of the databases in the left column with cross references to the name of the database used in this publication on the right. A list of Full Text Databases is also included. Following the main database list, is a separate list of databases available on CD-ROM. If you are interested in a literature search, call 301/975-3052 or see an Information Specialist in the Research Information Center. Recent pieces have described the production of management fads (Abramson, 1996), the cyclical rhythms of their expansion (Barley and Kunda, 1992), and the development of their business rhetoric (Astley and Zammuto, 1992). Despite this growing interest, the diffusion of management theories and practices is still primarily thought of as an outcome of the activities of universities, business schools, and consulting firms in the production of formal management knowledge, diffused through academic journals or professional books. Investors now ascribe a 53% probability to stocks being higher a year from now, and a 62% probability to stocks beating bonds. But they are also braced for higher equity volaltility, and remain worried about the possibilities of a US bear market and/or a global recession. They are wary of credit, less confident about corporate earnings, biased towards defensives and think higher equity valuations are unlikely. ASR’s Composite “Optimism” Indicator (p12) - based on seven “risk-on” trades - remains well below the average of the past four years. “Powell Pivot” prompts major rethink of interest-rate probabilities The Fed’s decision to move to ‘patient’ has led to some dramatic change in interest- rate probabilities. The likelihood of higher US 2yr yields a year from now has fallen to 54%. For the first time in this survey, more investors expect the US yield curve to steepen than to flatten. 16% of respondents even think that both 2yr and 10yr yields could be lower a year from now. While the panel still expects bond yields to be higher a year from now, the probabilities have fallen as inflation fears have receded. EM assets in favour due to softer US rate expectations & weaker USD Emerging Markets are back in favour.
