Abstract Extension is an informal learning process that plays an important role in improving fisheries processors competencies. However, current extension activities that have been running so far are felt to be lacking so it is necessary to look at the effectiveness of conducting extension on traditional fisheries business related to methods, media, materials and capabilities of extension agents. This study was aimed to (1) analyze the effectiveness of fisheries extension activities in traditional fisheries processing businesses in Lampung Province, (2) analyze traditional processors competency levels, (3) analyze the effect of extension on processors competencies/capabilities in traditional fisheries processing businesses. This study used a quantitative approach enriched with qualitative analysis. The survey was conducted to obtain primary data using a questionnaire. The research location were in three districts in Lampung Province. The data analysis technique used descriptive and regression analysis. The results of the study were (1) the effectiveness of extension was still low, (2) traditional processors competencies belonged to the low category, and (3) the ability of extension agents affected the development of fisheries processors’ competencies. The effectiveness of extension is still low due to the limited extension methods. Therefore it is important to carry out extension activities with varied methods according to the target needs to improve the competency of traditional fisheries processors. Keywords: competence, effectiveness, extension, traditional processors Pengaruh Penyuluhan terhadap Kompetensi Pengolah Perikanan Tradisional di Provinsi Lampung Abstrak Kompetensi pengolah perikanan tradisonal masih rendah sehingga perlu proses pembelajaran untuk meningkatkan kompetensi pengolah perikanan. Penyuluhan merupakan proses pembelajaran informal yang sangat berperan penting dalam meningkatkan kompetensi pengolah perikanan. Namun, kegiatan penyuluhan yang selama ini berjalan dirasakan kurang sehingga perlu dilihat efektivitas penyelenggaraan penyuluhan pada usaha perikanan tradisional terkait metode, media, materi, dan kemampuan penyuluh. Penelitian ini bertujuan (1) menganalisis efektivitas kegiatan penyuluhan perikanan pada usaha pengolahan perikanan tradisional di Provinsi Lampung, (2) menganalisis tingkat kompetensi pengolah tradisional, (3) menganalisis pengaruh penyuluhan terhadap kompetensi/kemampuan pengolah dalam usaha pegolahan perikanan tradisional. Penelitian ini menggunakan pendekatan kuantitatif dan diperkaya dengan analisis kualitatif. Survei dilakukan untuk memperoleh data primer menggunakan kuesioner. Lokasi penelitian berada pada tiga kabupaten di Provinsi Lampung. Teknik analisis data adalah deskriptif dan analisis regresi. Hasil penelitian memperlihatkan bahwa (1) efektivitas penyuluhan masih rendah, (2) kompetensi pengolah tradisional dalam kategori rendah, dan (3) kemampuan penyuluh berpengaruh terhadap pengembangan kompetensi pengolah perikanan. Efektivitas penyuluhan yang masih rendah disebabkan oleh metode penyuluhan yang terbatas pada metode ceramah, oleh karena itu penting untuk melakukan kegiatan penyuluhan dengan metode yang bervariasi sesuai kebutuhan sasaran dan dapat meningkatkan kompetensi pengolah perikanan tradisional. Walsh School of Law As one of the most pressing global health priorities, HIV disruption requires effective transnational work. There is growing confidence among experts about ending AIDS by 2030. In Indonesia, a country with one of Asia’s fastest-growing HIV epidemics, the law is instrumental to achieve that goal. Nonetheless, national laws and policies that undermine HIV prevention are continuously being adopted or preserved. This suggests that the presence of global health jurisprudence does not necessarily lead to national legal processes to enable HIV prevention policies. This study uses Professor Harold Koh’s transnational legal process theory to examine the transfer of global health jurisprudence by looking at Indonesia’s interaction at the global level, interpretation of norms, and domestic internalization thereof. As a multi-method study with an inductive reasoning approach, this research utilizes a qualitative data analysis of international organizations’ laws and policies, public/private institutions’ policies, international treaties, Indonesian laws, and relevant public records.

Tujuan penelitian ini adalah mengetahui bagaimana keadaan dan strategi pengembangan pengelolaan hutan mangrove. Penelitian dilakukan dengan metode wawancara pada instansi terkait dan ke masyarakat di Desa Pulau Pahawang pada bulan Januari-April 2015. Analisis data menggunakan analisis SWOT dan deskriptif. Hasil penelitian menunjukkan bahwa pengelolaan hutan mangrove sudah cukup baik, ini ditunjukan dengan nilai agresif (1,22 ; 0,73), artinya strategi yang mengutamakan tindakan segera yaitu dengan memanfaatkan peluang dan mempertahankan kekuatan (growth oriented strategy). Strategi pengembangan harus saling mendukung antara pihak instansi terkait, pihak pengelola, dan masyarakat. Selain itu, kegiatan pengembangan tracking mangrove harus dilaksanakan melihat potensi hutan yang baik, adanya peraturan desa yang mendukung, dan respon masyarakat yang baik. Strategi yang dilakukan sebaiknya melibatkan Badan Pengelola Daerah Perlindungan Mangrove (BPDPM) dan masyarakat agar lebih optimal dalam pengembangannya. Keberlanjutan pengelolaan hutan mangrove seiring dengan meningkatnya pengetahuan aspek manajemen.

The purpose of this study was to analyze strategy of marketing and instant Tiwul added value development in Wonosari District, Pekalongan, of East Lampung regency. The method used in this research was SWOT analysis and added value analysis. Respondents were selected intentionally (purposive) in Wonosari Pekalongan District of East Lampung regency with a sample of 20 respondents composed of 10 producers and 10 traders in addition to direcly observe the added value of instant Tiwul by conducting interviews with KWT Tani home industry. The results of this study indicated that the strategies used to improve the marketing of instant Tiwul in Wonosari District of East Lampung regency Pekalongan showed coordinates of (0.34 ; -0.50) in which the coordinates entered quadrant II, that although facing a variety of threats, the company still has iternal strength. The strategy that should be applied is to take advantage of long-term opportunities by way of diversification strategy (product / market). Instant Tiwul marketing in Wonosari District of Pekalongan has the strength in term of Tiwul production quality and increasing amount of production, which can be used to counter the threat.

Therefore, the UN needs serious attention from local governments. More precisely in terms of handling, so that later they will be able to make a large contribution to Regional Original Income (PAD). The formulation of the problem of this research is how the performance of village officials in Land and Building Tax (PBB) services in Gantimulyo Village, Pekalongan District, East Lampung Regency. The research objective was to determine the performance of village officials in Land and Building Tax (PBB) services in Gantimulyo Village, Pekalongan District, East Lampung Regency. This research used data collection methods by observation, interviews and documentation study. The main informants in this study were the village head, village secretary, head of planning and development, tax collection officers, and taxpayers. The data analysis used is data reduction analysis, data presentation and conclusions. Based on research and data analysis, it can be concluded that (1) The responsiveness of the village apparatus has gone well, namely by conducting socialization to residents to provide knowledge about land and building taxes. (2) Responsibility in managing land and building tax funds is the Village Head, Village Treasurer/ Head of Finance, then Pak RT.

The biggest rate of baby death in east lampung regency in 2012 contributed by born baby with low weight with 58 percent prevalence. There was enhancement of prevalence of born baby with low weight rate incident in east lampung in the last three years. 1,11 percent in 2011, 1,538 percent in 2012, and more increase in 2013 was 2,3 percent. Based on pre suvey result, incident prevalence of born baby with low weight in puskesmas purbolinggo in 2013 entered into the top three biggest contributed incident rate of born baby with low weight in east lampung was 5,2 percent. Factors that causes born baby with low weight were not adequate nutrition and hypertension in pregnancy.This research was purpose to knew relation between hypertension and chronic energy deficiency in pregnancy with low weight of born baby in working area of puskesmas purbolinggo of east lampung regency in 2013.Research type was quantitative analytical with case control research design. Case population in this research was all off born baby with low weight in puskesmas purbolinggo east lampung that was 48 born babies with low weight and control population in this research was all of born baby with normal weight in puskesmas purbolinggo east lampung that was 880 babies.
