Throughout my well documented career, I have established a clear record of maintaining strong lifelong team-oriented bonds, which have always been based on displaying very high regard toward cultural differences, coupled with a profound reverence for individual sensitivity. No negative differentiation has ever been supported on my behalf, regarding the diverse academic structure found within the many institutions/organizations in which I have previously served. In assessing my qualifications, please consider the following in comparison with your outlined qualifications: Departmental Leadership (27 Years Total Experience) o As Assistant Superintendent of Facilities and Operations, I report directly to the Superintendent of schools, responsible for leading a department of 500+ employees including directors, professional engineers, vendors, technicians, architects, designers, skilled craftsmen, custodians, laborers, and clerical personnel. Directs scheduling and execution of work to plan efficiently and effectively, build, operate, and maintain the facilities within the School District. Manages annual departmental budgets including salary, operating funds, and utility accounts. Manages capital construction budgets for both appropriated and self-liquidating programs. Facilities Planning (20 Years Total Experience) o Serve currently as the principal advisor to the Superintendent in developing the facilities master plan for the School District. Develops comprehensive capital improvement program to implement the master plan. Develops multi-year maintenance and repair programs to ensure facilities remain functional and comply with State codes. Develops renovation and modernization plans to ensure facilities support the mission and vision of the School District. Participates in the total School District planning process and integrates facility needs into the process. Develops goals, objectives, strategies, and action plans to continuously improve facilities and services in support of the School District’s goals, Business Affairs’ goals and the Academic Plan. Maintenance and Operations (27 Years Total Experience) o Currently manage the operation and maintenance of the School District’s physical plant to include building structures, heating and air conditioning, utility systems, roads and grounds, housekeeping, waste disposal, and recycling. Manages a preventive maintenance program to keep all district facilities and infrastructure functioning properly. Oversees facilities repairs to ensure the district schools provides a quality environment. Supervises the housekeeping and grounds functions to ensure facilities appearance, cleanliness, and image are first-class. Construction Management (17 Years Total Experience) o Currently manage the Director of construction and renovation programs, to meet the present and future needs of the School District. Oversees project design using both in-house and contracted architectural and engineering services for capital and informal projects. Manages construction programs to ensure projects are completed on time and within budget. Oversees both in-house and contracted construction to provide a quality, cost effective products. Utilities (27 Years Total Experience) o Currently ensure that reliable utilities are provided for the School District to include electricity, water, sewer, and natural gas. Negotiates and coordinates with off-School District providers for the best possible rates and services. Develops and implements energy saving measures to improve efficiency and reduce costs. Environmental Sustainability (27 Years Total Experience) O Currently ensure that the School District is following best practices in the areas of energy management and water conservation, pollution prevention/environmental compliance, land preservation and conservation, alternative fuel and low emission vehicles, construction practices (green buildings), waste reduction and recycling, and purchase and use of environmentally preferable materials. Administrative (27 Years Total Experience) o Currently exercise full budgeting and spending authority over the Departmental funds including operating, salary, utility, and construction projects. Exercise hiring authority over positions authorized in the Department. Exercise authority over design of district improvement projects. Exercise authority over all capital construction and renovation projects within the School District. This includes the oversight of several operational division units including planning, fiscal budgeting and management, personnel supervision and evaluation, internal and external contractor quality assurance and selection, as well as a very diverse management history ranging from spearheading facilities management goals and initiatives to call center operations and functions. Annually responsible for developing budgets, resource allocations and ensured monthly, quarterly, and annual compliance. I have served as key member on several committees and as community liaison, aimed toward ensuring open and healthy communication between interested stake holders within both local and state-wide levels of government. Successfully maintained full maintenance oversight and staffing ($45 million annual budget) to maintain City of Norfolk’s 45,000 acres/112 parks, convention centers (Norfolk Scope, Hampton Coliseum, Harrison Opera House, Well’s Theater, Tucker Theater, Norfolk State University Field House), recreation areas & facilities, Norfolk (Virginia) Zoological Park as well as City of Norfolk beaches and beach front recreation facilities. Coordinated major annual City of Norfolk festival schedule, and waterside main events such as Harbor Fest (500,000 visitors annually), Afram Fest, various art, and food festivals...etc. I present myself as a highly effective communicator and motivator on all levels, including subordinates, peers, leadership officials, supporting staff, internal and external constituents. Noteworthy is the fact that I have achieved a long history of coordinative efforts with external supervisory organizations such as OSHA, HazMat, Office of the Fire Marshall, EPA, CTE, LEED and ADA. I have proved to be flexible yet focused on the end goal, which means that my job responsibilities do not end with the written job description, rather it is centered on the mission and vision of the institution and student experience. Throughout the many years I have proved highly effective in recognizing talent through skillful recruiting and hiring practices. I have formulated a performance review program which is currently being utilized within several educational institutions. In my role as a facilities consultant, one of my core areas is supply budget optimization, manage supply and equipment effectiveness, and negotiate pricing to ensure that employees have access to the best most efficient resources when needed. I have core experience in construction/capital improvement oversight, as well as ongoing management of contractual guaranteed hours related to both regular and overtime hours, which have provided me with a firm foundation when the need arises in relation to vendor contractual negotiations and/or union relationships.
