PART I.—RECOMMENDATIONS.—NIL. PART II.—MINUTES. 1781. Minutes : RESOLVED : That the minutes of the meeting of the Committee held on 15th July, 1948, having been circulated, be taken as read and signed as a true record. 1782. Site for Civic Centre Buildings : Arising out of resolution 1568 (5th February, 1948), the Clerk of the Council reported that the Minister of Town and Country Planning has fixed Tuesday, 28th September, 1948, as the date of the public local inquiry in regard to the Council's application in this matter. The Chairman reported an interview which he, with the Clerk of the Council and the Surveyor, had had with the planning con sultant retained to give evidence on behalf of the Council at the inquiry. RESOLVED: That the reports be received; and that the Chairman be asked to submit a report in the matter to the meeting of the Council to be held this day. (Signed) CHARLES BROWN, Chairman. (Note . Present : Councillors Brown (in the Chair), Alien, Bullus, Calderwood, Crawforth, Daniels, Edridge, Jordan, Juckes, Leigh, J.P., Luckin, Price and Sheldrake. PART I.—RECOMMENDATIONS. RECOMMENDATION I.—Revision of Polling Districts. Your Committee has considered, and is in agreement with, recom mendation 1 of the report of its Law and Parliamentary Sub-Committee of 10th September, 1948 (appendix III to this report). Resolved to RECOMMEND : That a resolution in the following terms be passed by the Council: That, in exercise of the powers contained in sections 7 and 80(2) of the Representation of the People Act, 1948, and for the purposes of the Register of Electors to be published 738 ei* October, on 15th October, 1948, the Council hereby re-divides the ^- Parliamentary Borough of Harrow (comprising the Harrow Purpose* East, Harrow Central and Harrow West constituencies) committee. into sixty-nine Parliamentary polling districts, and design ates sixty-two polling places for such polling districts, in accordance with schedule 1 to the report of the Law and Parliamentary Sub-Committee of 10th September, 1948 ; and that the Clerk of the Council be hereby authorised to take such further steps as are necessary to effect compliance with the relevant statutory provisions. RECOMMENDATION II.—Review of Committee Organisation. Your Committee has considered, and is in agreement with, recom mendation 2 of the report of its Law and Parliamentary Sub-Committee of 10th September, 1918 (appendix III to this report). Resolved to RECOMMEND : That a resolution in the following terms be passed by the Council •' (1) That, as from the annual meeting of the Council to be held in 1949, the Standing Committees of the Council shall be nine in number, and shall comprise the membership set out below :— Standing Committee Membership (1) Education Committee ... ... ... ... 20 (2) Establishment Committee... ... ... ... 14 (3) Finance Committee ... ... ... ... 15 (4) General Purposes Committee ... ... ... 15 (.")) Highway & Cleansing Committee ... ... 14 (6) Housing Committee ... ... ... ... 15 (7) Open Spaces Committee ... ... ... ... 14 (8) Planning Committee ... ... ... ... 14 (9) Public Health Committee ... ... ... 14 (2) That no change be made in the present status and member ship of the following Committees, viz :— (1) Lands Committee ; to consist of the Chairmen from time to time of the Education Committee, the Finance Committee and the General Purposes Committee, and the Chairman of the Council, ex-ofncio ; (2) Public Relations Committee ; to consist of eight members, inclusive of the Chairman and Vice-Chairman of the Council, ex-officio ; (3) Rent Restrictions Acts Committee ; to consist of four members ; (4) Civic Restaurants Committee; to consist of seven members (to include the Chairman of the Council and the Chairman of the Finance Committee). RECOMMENDATION III.—Revision of Standing Orders of the Council and References and Delegations to Committees. Your Committee has considered, and is in agreement with, recom mendation 3 of the report of its Law and Parliamentary Sub-Committee of 10th September, 1948 (appendix III to this report). 739 Resolved to RECOMMEND : m Octoter> That a resolution in the following terms be passed by the Council: — (1) That the Council hereby approves and adopts the revised Purpose* standing orders and references and delegations to Com Comml"«> mittees, as contained in schedule 2 to the report of the Law and Parliamentary Sub-Committee of 10th September, 1948 ; the same to come into operation as from the date of the annual meeting of the Council in 1949. (2) That all standing orders of the Council and references and delegations to committees in force immediately prior to the date of the annual meeting of the Council in 1949, be rescinded upon the coming into operation of the standing orders and references and delegations to committees referred to in paragraph (1) above. (3) That, notwithstanding the revision of standing orders and references and delegations to committees effected by para graphs (1) and (2) of this resolution, so much of the order of reference of the Town Planning and Valuation Committee as relates to valuation matters be deemed to remain in operation until the appointed day for the purposes of Part III (Valuation and Rating Procedure) of the Local Govern ment Act, 1948 ; and that the proposed renaming of the Town Planning and Valuation Committee be also postponed to that date. (4) That the Common Seal of the Council be affixed to the revised standing orders and references and delegations to committees referred to in paragraph (1) above ; and that the Clerk of the Council be hereby authorised to arrange for the printing of not more than 250 copies thereof, bound together in one booklet with (a) the standing orders of the Education Committee and references and delegations to sub-committees of the Education Committee; (b) the Harrow Education (Divisional Administration) Scheme, 1945 ; (c) the County of Middlesex (Delegation of Planning Functions) Scheme, 1948 ; (d) the Council's financial regulations ; and (e) the duties of Chief Officers. (5) That, notwithstanding the provisions of standing order 44(3), all members of the Council shall, as soon as possible after the ordinary election of councillors to be held in 1949, be required to indicate upon which standing committees of the Council they wish to serve. RECOMMENDATION IV.—Middlesex County Council : Proposed General Powers Bill. Your Committee has considered, and is in agreement with, recom mendation 4 of the report of its Law and Parliamentary Sub-Committee of 10th September, 1948 (appendix III to this report). Resolved to RECOMMEND : That a resolution in the following terms be passed by the Council: That the Clerk of the Council be hereby instructed to request the Middlesex County Council to include in its General Powers Bill, which it is proposed to promote in the ensuing session of Parliament, provisions for securing : 740 atk October, (a) an amendment of section 296(1) (renewal and repairs fund) of the Middlesex County Council Act, 1944, as indicated in recommendation 4 of the report of the Law committee, and Parliamentary Sub-Committee of 10th September, 1948; (b) an amendment of the present law relating to burial grounds, to empower local authorities in Middlesex to remove memorial stones, etc., to improve the appearance of burial grounds and cemeteries, and to institute the lawn type of cemetery ; and (c) an amendment of the Local Government Superannuation Act, 1937, so as to enable contributory employees to opt to pay contributions and to receive pensions similar to those provided by the National Health Service (Superannuation) Regulations, 1947, in lieu of those provided by the Act of 1937. RECOMMENDATION V.— Local Government (Members' Allow ances) Regulations, 1948. Your Committee has considered, and is in agreement with, recom mendation 9 of the report of its Staff and General Sub-Committee of 9th September, 1948 (appendix I to this report). Resolved to RECOMMEND : That a resolution in the following terms be passed by the Council : That the Council hereby approves the following payments to any member of the Council for the purpose of enabling him or her to perform any approved duties (within the meaning of section 115 of the Local Government Act, 1948), other than duties within the area of the Urban District, viz.: — (a) the maximum rates of subsistence allowance prescribed by the Local Government (Members' Allowances) Regulations, 1948 ; and (b) first-class rail fare for travel outside the Metropolitan Police area ; and that Council resolution 3089 (24th March, 1945) be not further acted upon. RECOMMENDATION VI.— Small Dwellings Acquisition Acts, 1899-1923. Your Committee has considered, and is in agreement with, recom mendation 10 of the report of its Staff and General Sub-Committee of 9th September, 1948 (appendix I to this report). Resolved to RECOMMEND : That a resolution in the following terms be passed by the Council : That, owing to present staffing difficulties, consideration be deferred for one year of the question of the Council itself agreeing to operate the provisions of the Small Dwellings Acquisition Acts, 1899-1923, in respect of the making of advances to purchasers of houses in the District. 741 RECOMMENDATION VII.—Charity of John Pardoe : Appoint- m o ment of Representative Trustee. 1948- The term of office of Mr. H. L. Waite, as one of the four representative trustees of the Charity of John Pardoe, has expired. The Council, as successor of the former Great Stanmore Parish Council, is empowered, by the scheme regulating the Charity, to make the appointment of a new trustee upon the nomination of the councillors for the time being of the Stanmore North Ward.
