WHEN THE CARIBBEAN TENNIS ASSOCIATION DELEGATES TO THE PRTA GRIEVANCE AND COMPLAINT COMMITTEE THE FACULTY TO DEAL WITH COMPLAINTS UNDER THE LEAGUE PROGRAM OR THE USTA JUNIOR TEAM TENNIS PROGRAM, EVERY ASPECT OF THOSE COMPLAINTS IS GOVERNED BY THE USTA LEAGUE TENNIS REGULATIONS, THE USTA JUNIOR TEAM TENNIS REGULATIONS AND THE LOCAL RULES APPROVED UNDER THEM, AND NOT BY THE STIPULATIONS IN THESE RULES.
