AUSTRALIA JAVA Foreword What is commonly referred to as the Indonesian coup is more properly called "The 30 September Movement," the name the conspirators themselves gave their movement. In this paper, the term "Indonesian coup" is used inter- changeably with "The 30 September Movement ," mainly for the sake of variety. It is technically correct to refer to the events in lndonesia as a "coup" in the literal sense of the word, meaning "a sudden, forceful stroke in politics." To the extent that the word has been accepted in common usage to mean "the sudden and forcible overthrow - of the government ," however, it may be misleading. -

The 1945 Constitution after the amendment, that the presence of state ministers as constitutional organs is part of the power of the President in running the government. This study aims to provide ideas about separate arrangements between state ministries placed separately in Chapter V Article 17 to Chapter III of the 1945 Constitution of the Republic of Indonesia concerning the authority of the state government or the power of the President, and also regarding the formation, amendment and dissolution of the ministries regulated in legislation. This study uses a normative juridical research approach. The results of the study show that the Minister of State is the President's assistant who is appointed and dismissed to be in charge of certain affairs in the government, which actually runs the government, and is responsible to the President. The governmental affairs referred to are regulated in Law No. 39 of 2008 concerning the State Ministry, consisting of: government affairs whose nomenclature is mentioned in the 1945 NRI Constitution, government affairs whose scope is mentioned in the 1945 NRI Constitution, and government affairs in the context of sharpening, coordinating, and synchronizing government programs. -

ADVISORY October 2019 Second Term Cabinet Members Announced: New and Old Faces Today (Wednesday, 23 October 2019), President Joko Widodo officially announced the members of his new “Indonesia Maju/Onwards Indonesia” Cabinet that will work with him in the second term of his presidency. Along with the announcement of the new members, in the new Cabinet some of the titles have changed, such as ‘The Coordinating Minister of Maritime Affairs and Resources’ which has been changed to ‘The Coordinating Minister of Maritime Affairs and Investment’ and ‘The Minister of Tourism’ which has been changed to ‘The Minister of Tourism and the Creative Economy’. Several ministers who served during President Joko Widodo’s first term such as Sri Mulyani Indrawati and Yasonna Laoly also made a comeback along with many new faces. The new faces include prominent youth and professional figures who are pioneers and leading individuals in their respective fields. The announcement of such names as Nadiem Makarim, Erick Thohir and Wishnutama Kusubandio as new Cabinet members has been received positively by the general public. INDONESIAN FOREIGN POLICY UNDER PRESIDENT JOKOWI EXECUTIVE SUMMARY New Indonesian president Joko Widodo’s inexperience in foreign affairs and his focus on domestic issues will see him delegate decisions on foreign and security policy to his key advisers. This will result in increased competition between the institutions those advisers lead. On issues where a consensus does not emerge, this competition will make it more difficult for Indonesian foreign policy-makers to define a clear position. Jokowi’s closest advisers on foreign and security policy are sophisticated and internationalist, with significant experience abroad. But others, including members of his own party and the foreign ministry, take more nationalist stances on specific issues. -

In recent years, the prices of beef in Indonesia keep rising and never went down to the formerly prices. These situations happen caused by high demand from the society while the domestic cattle supply is insufficient. As the implication, the price of beef in the market is soaring. Many factors that make this situation happens, there are inadequate supply facilities, lack of knowledge about breeding, inadequate breeding technology and also quota import regulation. Quota import regulation is one of government program to realizing Beef Self-Sufficiency Program in 2014 (PSDS/2014). The purpose is to increasing the amount of domestic cattle and reduces the number of cattle import. Methodology that used to do this research is soft systems methodology. Data collection gathered from primary and secondary data. Primary data are taken by interviewing employees, observation and document collection related to PT Agrisatwa Jaya Kencana. Secondary data are gathered from website of ministry of agriculture, ministry of trade, secretariat cabinet of Indonesia, Gabungan Pelaku Usaha Peternakan Sapi Potong Indonesia (GAPUSPINDO), Central Bureau of Statistics (BPS), and databoks. According to analysis that has been done, quota import regulation that implement on 2014 inflict to reduction number of cattle import PT Agrisatwa Jaya Kencana on 2015. It makes the company have to prepare strategies to face this situation. -

A political character does not make a speech without consideration selecting words, using sentence form, inserting style and expression when he communicates in public space, whether by direct contact as well as mass media. It also happens to President of Indonesian Republic, Ir. Joko Widodo (Jokowi). By applying critical discourse analysis (CDA), it can be concluded that in each of his statement, in front of the covering journalists and communication forums towards the public, Jokowi tends to choose certain words and sentence forms in conveying ideas of program as well as giving reaction toward political, social events which direct to himself. In expressing successful subject matters, Jokowi always uses the active sentence, while for failing subject matters the chosen form is the passive sentence. Similar with previous presidents, Jokowi selects these sentence forms as political rhetoric to show his success as a president /leader of government and at once to cover his failure is revealing transformation programs which he promised in his early government with the Cabinet of Indonesia Hebat. -
