    Abstract The purpose of this study is to investigate how the media have been reporting on land and agrarian reform developments in South Africa focusing on the post green paper (2011). Land and agrarian reform has been a sensitive field in the post-apartheid South Africa mainly because of the racial disparity on land ownership and the widening gap between the rich and poor. This study explores the literature available on land and agrarian reform, tracing the history of dispossession back to 1650 when Jan van Riebeck built a Fort in Cape Town in the shape of designated reserves. The 1894 Glen Grey Act, the 1913 Native Land Act and the 1936 Native Trust and Land Act as well as sundry other apartheid racist laws led to forced removals of native South African from their fertile lands into reserves, whilst the minority whites were acquiring vast tracks of farmland (Hendricks 2000, Baldwin 1975). This study further explores post apartheid government’s efforts to reverse the history of dispossession. The Department of Land Affairs introduced sundry policy interventions since 1994 which were supported by the Constitution of South Africa and in line with the dictates of the RDP program. These include the White Paper on Land Affairs (1997) policy framework, and several laws on land tenure, restitution and redistribution. South African democracy is more than two decades old, yet the land reform process is far from achieving the 30% target which had been set to be met in five years. More than three quarters of the productive agricultural land is still in the hands of the white minority, communal tenure system have not yet fully been addressed, farm labourers are still working under squalid, land restitution has been successful mainly on urban financial compensation claims and some rural land claims are still to be resolved.

    South Africa Political Snapshot New ANC President Ramaphosa’s mixed hand holds promise for South Africa’s future South Africa’s ruling party, the African National Congress, yesterday (20 December) concluded its 54th National Conference at which it elected a new leadership. South African Deputy President Cyril Ramaphosa was announced the ANC’s new leader against a backdrop of fast-deteriorating investor confidence in the country. The new team will likely direct the ANC’s leadership of the country for the next five years and beyond. Mr Ramaphosa’s victory is not complete. The election results have been the closest they have been of any ANC leadership election in recent times. The results for the top six leaders of the ANC (Deputy President, National Chairperson, Secretary-General, Treasurer-General and Deputy Secretary-General) and the 80-member National Executive Committee (NEC - the highest decision-making body of the party between conferences) also represent a near 50-50 composition of the two main factions of the ANC. Jacob Zuma, Mr Ramaphosa’s predecessor, still retains the presidency of South Africa’s government (the next general election is still 18 months away). It enables Mr Zuma to state positions difficult for the new ANC leadership to find clawback on, and to leverage whatever is left of his expanded patronage network where it remains in place. We can truly be proud that we delivered at a world-class level in every respect as far as the World Cup is concerned. The 96-page report, released in Cape Town in August, titled South Africa: Farmworkers’ Dismal, Dangerous Lives – Workers Protected by Law, but not in the Fields, is a detailed record of the seemingly gross violations of the human and labour rights of vulnerable farm workers.

By Theuns Eloff: Chairman, FW de Klerk Foundation Board of Advisers There are few issues that are discussed as often as the success (or not) of President Cyril Ramaphosa - even during Rugby World Cup time. Everyone (except the Zuptas and EFF) wants him to succeed and believes that he will succeed. But doubts erode this trust every time something negative happens in the country: whether it’s yet another SOE demanding a lifeline, or the case of a student raped and murdered by a public servant. And the recurring refrain is that if Cyril does not succeed soon, there will be no economy or country left to save. William Saunderson-Meyer recently posed the question: can he be referred to as Cyril the Tiger, or is he merely Puss in Boots? What is our President's scorecard five months after he led the ANC to victory at the polls and was subsequently named President of the country for five years ? On the positive side, there are several signs, many of which have been lost in the hullabaloo of other negative events. The appointment of an Economic Advisory Board with several international economists and experts on board, is a plus. The distance some of them have from South Africa and the prevailing ideologies could mean that they will come up with fresh and original plans. The partial acceptance of Tito Mboweni's economic turnaround plan by the ANC's NEC is a second positive economic sign. Purists have already complained that this is not enough, but it is far better than the hysteria that broke out at the launch, within the ANC and their alliance partners.

Also present to officiate the ceremony was Deputy President Cyril Ramaphosa, FAO Special Ambassador for Forests and the Environment HRH Prince Laurent of Belgium, African Union Commission chairperson Nkosazana Dlamini-Zuma, Minister of Water and Sanitation Nomvula Mokonyane, Deputy Minister Bheki Cele including the provincial leadership of agriculture. The congress, hosted for the first time on African soil, will run from 7-11 September 2015 under the theme ‘’Forests and People: Investing in a Sustainable Future.’’. The congress aims to focus on global issues affecting the forestry sector and provide a platform for sharing of knowledge and experience regarding the conservation, management and use of the world's forests. Speaking at the opening ceremony Minister Zokwana said, “Forests not only deliver timber and timber products, but also non-wood forest products which improve the social-economic standing in our communities - trees and forests also contribute towards food security.” The highlight of the day was the planting of the millionth tree under the department’s Million Trees Programme. The Million Trees Programme was launched during the 2007 Arbor Week campaign as part of the South African contribution to the United Nations Environment Programme “Plant for the Planet: Billion Tree Campaign”, where communities, industry, civil society organisations and governments are encouraged to plant at least one billion trees worldwide.
