1. PUBLIC FORUM

1.1. F Hewett – Murupara Area School

Ms Hewett said that she was passionate about gymnastics and had been coaching for years and her children who had competed overseas were now assisting and sharing their skills with the children at Murupara Area School. She advised that the school were taking a team of three girls and three boys to the AIMS games in Tauranga to compete this year. Ms Hewett noted that this was a huge event with over 12,000 Y7 and Y8 students from throughout the country and overseas competing in 22 different sporting events so they would be up against tough competition.

Ms Hewett said that the group had been training 2 hours a week and said that the hardest part was to get the time to use the hall as it was so busy. She said that next year they would look at taking other teams to the games and would start the training earlier in the year. Ms Hewett advised that the children had entered the MIGs competition so that they were able to compete on the right equipment and to become more confident with competing against other athletes their own age.

In response to a query regarding fundraising, Ms Hewett noted that they had a combo lunch at the school, had run raffles and a disco would be held to assist with the costs. She said that all of the usable equipment from Rangitahi College had been provided to the school when it closed and noted that her son was also trying to source more from a gym in Auckland.

1.2. T Tahao and J Te Amo – Tūhoe Manawaru Tribal

Mr Tahao advised that there were a number of local soldiers from Tūhoe, Ngāti Manawa and Ngāti Whare that had been killed in action during World War 1 and a programme had been developed to take relatives of these soldiers to France and Belgium to visit the war sites. He said that the kaupapa was close to the hearts of the people going on the pilgrimage as some of the team had never had any identification of their Koro’s who were involved in the war.

Mr Tahao said that three adults and two children from Ruatāhuna were included in the pilgrimage delegation and noted that as some of the soldiers that had died in Europe had not been returned home which was the reason for the trip.

Ms Te Amo advised that the cost of the five participants was $24,000 and noted that they had received a number of donations from local Marae and iwi organisations to assist with the costs and other fund raising activates would take place to raise funds. She noted it was being organised through the Rūātoki RSA and said that there was a total of 30 people going representing the different communities within Tūhoe.

5. REPORTS

5.1. Activity Report to 31 July 2018

Refer to pages 16-25 of the agenda and pages 25a-d of the tabled items.

The Chairperson tabled a list of items raised by Ruatāhuna residents at a recent meeting with them and it was noted that these had been addressed by staff. An email from the Manager Transportation outlining the answers for the roading issues raised was also tabled.

Discussion ensued on the current opening hours of the Murupara Transfer Station and it was noted that the Board supported a suggestion put forward in April 2017 to alter them to better suit the needs of users. The suggestion included the facility being closed on Monday, Wednesday and Friday and extended hours for the balance of the days so the facility was open the same amount of time. Members were disappointed that no community consultation was undertaken on the proposed hours and it was requested that this be done.

RESOLVED:

THAT it be requested that community consultation be undertaken regarding the opening hours of the Murupara Transfer Station to determine if the current hours met the requirements of the community.

6.1. Chairperson’s Report – August 2018

Refer to pages 61-62 of the agenda.

It was noted that the barbecue area at the Murupara swimming pool was open to the sun all day and it was considered that some form of shade needed to be provided to make it a more usable area.

It was agreed that the Murupara Clean-up day be held during the school holidays and that the children be encouraged to participate. It was noted that the Council would provide bags and gloves for the day and the hours at the transfer station would be amended to fit in with the project. Board Member Te Amo agreed to liaise with the Ruatāhuna community for a similar day and would advise Members once a date had been set

RESOLVED:

1. THAT the Chairperson’s Report – August 2018 be received; and 2. THAT $500 be allocated from the Murupara Community Board Discretionary Fund towards the cost of the prizes and function or the Murupara/Galatea Garden Competition; and 3. THAT up to $2,500 be provided to fund some form of shade over the barbecue at the Murupara Swimming Pool; and 4. THAT funds be provided to cover the cost of a sausage sizzle for participants at the Murupara Clean-up day

1. REASON FOR THE REPORT

This report provides the Community Board with an update on a number of projects and activities delivered within the Murupara area during August and September 2018.

2. TRANSPORTATION

2.1. LED Lighting Upgrade Project 2017-19

The LED accelerated renewal programme is now well underway.

The status of each area is noted below:

95% complete (areas where all infrastructure has been installed and is operational, but will still require revisiting to remove the old infrastructure and install concrete mowing strips around the newly installed streetlight columns):

2.2. Issues raised at previous Community Board meeting 2.2.1. Cemetery Road Sealing

This is scheduled to be carried out by the end of March 2019, included in the summer maintenance programme.

2.2.2. Threshold Signs

Calrification around the new design of threshold signs: NZTA will not allow their green background State Highway signs to be changed. They would also prefer local authorities to not stray from the standard blue background on their signs. However, we like the point of difference our new signs present and legal advice we have sought informs us there is nothing about our new signs that make then unenforceable as a speed limit sign. It is also our view that the use of Te Reo in the greeting is widely known and used across NZ and is probably also one of the first Māori words learned by tourists, so there is no risk in using Te Reo on the signs with no English translation.

2.2.3. Snake Hill Underslip Galatea Road

The works are complete and in the 12 month maintenance period. There is likely to be further hydroseeding undertaken this spring, where it hasn’t taken to date.

2.2.4. Mimiha Bridge Ruatāhuna Road

Concern has been raised around the fix that was used on the planks and clarification was sought to confirm if the repair was permanent and safe. The bridge has been assessed by a qualified structural bridge engineer and been confirmed that it can safely carry standard heavy traffic loadings, i.e.44tn gross weight.

2.2.5. ‘Welcome to Ruatāhuna’ threshold signs

Confirmed that these signs will be funded by the Council.

2.3. Road Maintenance Ruatāhuna Road

It is the responsibility of the Council’s Road Network Engineers (Dave Roper and John Walker) to monitor the condition of all the Council’s 900km roading network, and to programme maintenance works as and when required. Contractors undertake work under the instruction and direction of these two staff members. The more that roads are graded, the higher the Council’s maintenance costs would be, and this is reflected in the rates we all pay. Conversely, if grading is left too long the road condition drops below the level that is generally accepted by those the users. It is the role of staff to find the balance between ensuring an adequate level of service is provided across the entire roading network, including the 200km’s of unsealed roads, and not grading too often or too little. Weather also affects the grading cycle and can result in some roads deteriorating past the desired minimum standard before the grader gets there. It is helpful if locals contact the Council whenever they feel the condition of the road is dropping below the desired level, or if they notice any road maintenance issues that should be brought to the Council’s attention.

3. THREE WATERS

3.1. Drinking Water Compliance

Following requests from our Drinking Water Assessor, all compliance reports for the previous financial year had to be re-designed and upgraded. This was successfully achieved and continuous monitoring treatment data is now reported using Water Outlook software, with sampling data uploaded directly to the MoH Water Online system. As a result, all required reports have been now submitted to the MoH. Results for bacterial and protozoal compliance for the last year are as follows:

3.2. Resource consents compliance.

In August and September the following resource consents were non-compliant.

Murupara Wastewater Treatment Plant – resource consent 20778. The treated wastewater discharge has regularly exceeded the authorised limit of 1,350 cubic metres per day. This may be due to wet weather and a higher than usual water table. A discharge meter was recently installed and investigations are underway to check that this is appropriately calibrated. Te Mahoe Water Supply – resource consent 64943. While compliance has been met in August and September, it is noted that in July, the daily abstraction limit of 50 cubic metres was exceeded twice, due to the Te Mahoe School filling up its swimming pool.

4. SOLID WASTE

4.1. Solid Waste Overview

During July and August 2018, 3615 tonnes of solid waste was collected through kerbside collections, street litter bin lifts, private contractor deliveries and public deposits at the waste transfer station. A large portion of solid waste is still disposed of at landfill, but a significant percentage of material is being recycled (glass, paper, some plastics and metals), or reprocessed (greenwaste and construction materials).

The pie-chart below shows the solid waste fractions for the 2018/19 financial year to date. The previous year is also provided for comparison.

4.2. Murupara Transfer Station

The Murupara Transfer Station is also operated by Waste Management NZ Ltd, under the solid waste services contract. No money is currently collected from the public or small contractors delivering refuse or construction and demolition waste.

The Murupara Community Board will be holding a community clean-up day on Friday, 5 October. The Murupara Refuse Transfer Station will be open from 8.30am to 6pm to assist with the clean-up.

The Community Board requested a review of the opening hours at the transfer station and has consulted with the community. A proposal to change the hours was submitted by the Community Board and this is currently been considered by Council and the contractor.

4.3. Shared Waste Initiatives

As part of the steering group, the Council’s Solid Waste Manager continues to provide input to the Local Authority Shared Services (BOPLASS) and Waikato Local Authority Shared Services (WLASS) collaborative solid waste projects. The current status of these is listed below:

A regional or cross-regional approach to waste operator licensing and data collection – project scoping is complete and a report has been produced. This will now be considered by BOPLASS, WALASS and relevant councils to decide on whether to pursue the project further. Diverting putrescent waste from landfill – project scoping is complete and a report has been produced. This will now be considered by BOPLASS and relevant councils to decide on whether to pursue the project further. A regional facilities strategy – project is on hold.

4.4. Emission Trading Scheme Landfill Charges

From December 2018, Tirohia Landfill will increase WDC’s disposal rate by $10 per tonne to cover increases in Emission Trading Scheme charges. This will result in further costs of approximately $110,000 p.a. which is not budgeted in the LTP.

Central government is also reviewing the Waste Levy and it is probable that this will result in further costs in the coming years.

4.5. Para Kore

Council will again support Para Kore in relation to Marae-based waste minimisation education and implementation. Para Kore is also investigating the possibility of providing waste minimisation education to preschools. The Council will fund Para Kore with $5,000 from MfE Waste Levy Funds.

5. LIBRARY SERVICES

5.1. Murupara Library and Service Centre

Use of the free internet through APNK (Aotearoa Peoples Network Kaharoa) remains consistently popular, with over 500 people using the PCs in the Centre every month and over 400 Wi-Fi users.

The recruitment of two permanent part-time staff will commence in early-October. The new hours for the Murupara Library and Service Centre are expected to commence on Monday, 5 November 2018.

Planning for the October School Holiday Programme is underway. The programme will be hosted in the Sports Pavilion and School Gymnasium.

6. RECREATIONAL SERVICES

6.1. Murupara Swimming Pool

The Murupara Pool will open in October for the 2018/19 summer season. Staff are currently looking at undertaking some major work in preparation for the next season. The four main projects are:

Repair of the Change Shed roof - leaking of the roof has been an ongoing issue Painting the pool Repair of the fence around the facility Installation of a C02 system for PH control (part of the Poolsafe criteria).

A review and update of all documentation to meet Poolsafe criteria will be completed in the beginning of October. This will be the first time a Poolsafe review has been conducted for Murupara. A Poolsafe Assessor will undertake the review between January 2019 and April 2019.

In relation to the query at the last meeting to use the pool area over the winter months, the Manager Aquatic and Recreation advises that he is happy to discuss this with any organisation wishing to use the area.

7. RESERVES AND OPEN SPACES

7.1. Amenity Garden Refreshes

Civic amenity beds refresh-planting is almost complete for the 2018 planting season. Beds have been uplifted, weed mat removed and replenished with new soil, compost and mulch in Peace Street, Richardson Street, The Strand, opposite Mataatua Marae on Muriwai Drive, Commerce Street, Mitchell Park, the Visitor Information Centre and George Street in Whakatāne, as well as Waterways Drive and Pohutukawa Ave in Ōhope.

Large beds in Murupara on Pine Drive and in the shopping centre carpark have also been uplifted for planting. Further planting is to continue in Murupara and Whakatāne Aquatic Centres, Peace Park, Bob Byrne Reserve and outside the former Harcourts Building on Commerce Street. A number of replacement roses are being planted at the Whakatāne Rose Gardens. Staff have worked tirelessly on these renewal projects, with lots of positive comments from locals and visitors. Plantings have been a mix of natives and lush exotics in Whakatāne town and coastal areas with more temperate natives and cold hardy exotics in inland areas.

7.2. Hall Custodians

For some years, the booking and cleaning of community halls at Murupara and has been handled by individuals in the respective communities, in the paid capacity of ‘Hall Custodian’. With the exception of these two facilities, the Council has moved to an internal central booking system and cleaning by a contractor appointed through an ‘all of government’ process. Feedback has been sought from the custodians on a proposal to bring the Murupara and Edgecumbe facilities in line with the central system. One custodian replied, expressing disappointment.

While their connection with the community added some value to the role, upon consideration of the options, the custodian arrangement has been discontinued and administration and maintenance of the halls brought into line with other facilities. The custodians were advised in writing of this decision and their long service acknowledged.

8. BUILDINGS AND FACILITIES

8.1. Murupara Dog Pound

The Murupara Pound’s floor has been resurfaced, interior repainted and new LED lighting installed. The waste system for the pound also required some updating with new soakage lines added.

9. STRATEGY AND COMMUNITY DEVELOPMENT

9.1. Annual Report 2017/18

The project to develop Council’s Annual Report 2017/18 is well underway, with support from staff across the organisation. The Audit and Risk Committee has been overseeing the development of the Annual Report and Airport Annual Report, with AuditNZ auditing the documents. The Airport Annual Report was adopted by Council on 19 September, while the Council Annual Report is currently with AuditNZ and is due to be adopted by Council on 31 October 2018.

9.2. Climate Change Project

The inter-department Climate Change Project Team has met to scope work going forward, and to propose a draft work plan to the Steering Group. Work continues on the Council’s energy audit and CEMARS (Certified Emissions Measurement and Reduction Scheme) programme. Elected Members and Staff have attended various national and regional hui on Climate Change, including an LGNZ symposium, Ministry for the Environment roadshow and an Inspiring Stories workshop. Collaboration across the Bay is also continuing through COBOP, with working groups established to focus on engagement & education, and policy & planning.

9.3. Whakatāne Ki Mua

A number of Whakatāne Ki Mua initiatives have been progressing over the last month, in collaboration with the community. Waste Zero Whakatāne is continuing to strengthen, following the success of Plastic Free July, with a number of new work streams developing that are being strongly community-driven. An exciting mural project is being designed in collaboration with Whakatāne Museum and Arts and other key community stakeholders. The project is part of the Ministry for Women’s Suffragettes 125 campaign, which has provided funding to support a programme that proposes to see three murals painted by artists working closely with rangatahi. Te Puna Taiao (redevelopment of Allandale School grounds into a community gardens and playground facility for the Kopeopeo community) has commenced construction, after securing funding. The project has a total cost of $916,265, of which $845,565 has been secured through donations and grants.

The Cross Sector Forum’s Eastern Bay Drug and Alcohol Addiction project is continuing to progress, with opportunities to build on the benefit that this level of collaboration brings, while continuing to retain the community-led kaupapa of Whakatāne Ki Mua.

10. COMMUNITY REGULATION

10.1. Dog Registration

As at 6 September 2018, 5332 dogs were registered for this financial year (includes dogs which have died since registering). Of the dogs currently registered, 3088 are desexed and 2204 are entire.

There are currently 23 dogs classified as dangerous (20 last year); 203 dogs classified as menacing by breed; and 39 classified as menacing by action (198 and 43 respectively for last year).

11. GOVERNANCE

11.1. Community Support

Nominations are currently being called for the Young Achievers Awards, which recognise young people who have achieved to a very high standard, and is co-sponsored by the Whakatāne-Ōhope Community Board and Rotary Club of Whakatane. The ceremony will be held at the Liberty Centre on Tuesday, 30 October 2018 and the guest speaker will be Jack Nelson, who attended the European Space Camp in Norway in early-August 2018.

The Trustpower Community Awards ceremony for nominees from the Whakatāne and Rotorua Lakes districts was held at the Whakatāne Memorial Hall on Monday, 17 September 2018. This was the first combined ceremony for the districts and incorporated awards and an overall winner for each area with over 200 people in attendance. The Supreme winner for the Whakatāne District was the Edit Development Improvement Team and Shanelle Ward from Whakatāne High School won the Youth Spirit Award. There were seven local groups that received recognition for their work in the community.

The Whakatāne RSA is organising a public ceremony at Mitchell Park at 11 am on 11 November 2018, to celebrate the 100th Anniversary of Armistice Day.

The Annual Grant Committee met on 17 August 2018 and allocated the $50,000 general grants and $70,000 harbour fund grants budgets. $34,000 of the general grant budget was allocated for three years and $16,000 for one year.

12.1. Website - whakatane.govt.nz

The Council’s website has been ranked as the best local government site in the country, for the fourth year running. The annual Association of Local Government Information Management (ALGIM) Supreme Website award was announced in September, with our site again topping the assessments, heading off Auckland Council and Wellington City Council in the largely metropolitan council-dominated top-10 rankings. The award is based on independent assessments of accessibility, best practice and enquiry response time, plus a self-assessment of functionality and online services. The ongoing success of our website reflects the continuous effort made to maintain its usability and upgrade services.

1. REASON FOR THE REPORT

An application has been received seeking funding from the Murupara Community Board Discretionary Fund. The application is attached to this report and the applicant has been advised of their option to attend the public forum at the commencement of the meeting.

2. DISCUSSION

The criteria for the Community Board Discretionary Fund are:

no retrospective funding applications will be considered Supporting documentation on costs is required to justify the amount sought The project must be held within the community board area you are seeking funding from The Community Board has the option to collaborate with other Boards in the joint funding of major projects Grants of up to $1,000 may be considered to support groups attending international or national events Boards generally lean towards funding an annual or biannual event once, but reserves the right to consider each one on a case by case basis A “guarantee against loss” may be offered to support an event that may require either seeding or back up finance – this is to give you confidence that funds up to the value offered will be available following the event if it runs at a loss If successful, applicants will be required to use the Community Board logo on advertising material and other items associated with the event or project to acknowledge the grant made A declaration of expenditure and project report is required once the project has been completed Funds not uplifted within six months from allocation date will lapse

The Murupara St John Station is due for a refresh and upgrade and the group are seeking a grant of $4,631.70 to assist with the cost of the work and to repaint the hallway, foyer and office. The balance of the cost of the painting work is being funded by the Regional Group. The St John group is a voluntary group that are first responders in the event of an emergency for the area from Kāingaroa to Ruatāhuna.

3. ASSESSMENT OF SIGNIFICANCE

The decisions and matters of this report are assessed to be of low significance in accordance with Council’s Significance and Engagement Policy.

4. FINANCIAL

The current balance of the Murupara Community Board Discretionary Fund is approximately $12,000.

5. CONCLUSION

Members now need to consider whether or not to support the applications and if so, the amount of that support.

RECOMMENDATIONS:

1. THAT the Request for Funding – Murupara St John Station report be received; and 2. THAT $____ be allocated from the Murupara Community Board Discretionary Fund to the Murupara St John towards the painting of the St John station.

3. GENERAL

3.1. EBOP Horizon Energy Group Business Excellence Awards

Congratulations to the Murupara Four Square, Board Member Bruce Jenkins, Kristy Jenkins and their staff for winning the Focus Accountants Excellence in Business: Medium Business Award. Then going on to win the Supreme Business of the Year Award worthy recognition of the management and staff. Congratulations to staff member Jackie King receiving highly commended in the Employee Excellence in Service, Creativity and Positive Attitude category.

Congratulations also to Manawa Honey on winning the Te Whare Wānanga o Awanuiarangi Business Entrepreneurship Award. It was thrilling to acknowledge these winners and see them taking the stage to receive their awards.

3.2. Te Rūnanga o Ngāti Manawa Tree Planting

Over 2000 native trees were planted behind Kani Rangi Park with helpers from the Kōhanga Reo, Kindergarten and school children, personnel from DOC and Westpac, local residents and iwi. Walking back past trees planted 2 years ago it will not be too many years before this native forest will be reaching to the sky.

3.3. Farewell for Sergeant Cassidy

Residents from Kāingaroa, Ruatāhuna and Murupara farewelled Hoani with a luncheon at Rangitahi Marae. Sergeant Bryan Newcombe, his replacement was welcomed to the area on 17 September 2018.

3.4. Murupara Clean Up Day

The Murupara Clean Up day will be held on Friday, 5 October 2018 around the Civic Centre from 10 am – 12 noon. The Murupara Transfer Station will be open from 8.30 am– 6 pm to give everyone an opportunity to clean their streets and yards.

3.5. Surveys 3.5.1. Murupara Transfer Station

The hours for the Murupara Transfer Station have been discussed with users. The Chairperson with Board Members Jenner and O’Brien have put in the following submission, on behalf of the Board to the Manager Solid Waste.

Monday/Wednesday/Friday 10 am - 3 pm Saturday and Sunday 9 am - 4 pm Tuesday and Thursday 2.30 pm - 5 pm.

These hours will allow the transfer station to be open 34 hours a week and to retain these as the standard hours throughout the year.

3.5.2. Library Survey

The Library Survey will continue for a few more weeks with many survey forms being completed.
