ADS Reply POINT WISE REPLY OF ADS ISSUED BY MOEF&CC, NEW DELHI PP should perform the cumulative effect of mine lease area and cement plant and submit the separate report for the same. Point no.- i The reference of the emission factor used shall be mentioned in the report. Reply  Shree Cement Limited has one captive operating limestone mine (Bharuwadih-Semaradih Mine) and one proposed captive limestone mine (Karhi-Chandi Mine) for catering limestone to two existing kilns and one proposed kiln adjacent to the captive mines in Balodabazar-Bhatapara district (Chhattisgarh).  Cumulative effect of both captive mines and expansion of cement plant with captive power plant has been estimated considering various activities and the emission factors of Drilling, Blasting, Loading & Unloading, transportation, crushing, dumping and other allied activities besides emissions from all the stacks of cement plants and captive power plant.  Air Pollutant Dispersion Modeling has been carried by using AERMET View 8.2.0 and AERMOD View 8.2.0 – Model: AERMOD and concentrations have been predicted in all directions covering all types of weather conditions. NO2 21.0 7.58 28.58 80  The detailed modeling report has been prepared and enclosed as Annexure1. Point no.- ii PP requires to submit water budget for entire project which includes water harvesting, utilization and use demand by the nearby village, conservation plan and seepage management system.

Reply Recharge and Discharge in core and buffer zone:  Based on the pre-monsoon & post-monsoon data water level fluctuation in the study area is calculated. It is observed that in the study area water level fluctuation varies from 2.70 to 32.25 m.  For buffer zone (10 km radius) total recharge due to rainfall & irrigation return flow at study year rainfall works out to be 43.30 mcm/annum. Total discharge works out to be 15.8 mcm/annum & stage of development is 36%.  Total ground water requirement for the exiting cement plant + existing Bharuwadih-Semaradih LS mine is 1095000 cum per annum (3000 KLD) and for the proposed Karhi-Chandi LS mine would be 51750 cum per annum (150 KLD). The total ground water requirement of both LS mines and cement plant with CPP & Colony would be 1146750 cum per annum (3150 KLD).  Based on the recharge measures of rooftop rain water harvesting and storm water harvesting from plant& colony and rain water accumulation in mine pits, CGWA has granted ground water withdrawal permission for cement plant and Bharuwadih-Semaradih LS mine to the tune of 3000 KLD (1095000 cum per annum) and for proposed Karhi-Chandi LS Mine to the tune of 150 KLD (51750 cum/annum). The proposed recharge quantity from cement plant & colony and both the mines would be 1262324 cum per annum.  With proposed expansion of existing cement plant and Bharuwadih-Semaradih LS mine the additional water requirement would be 177025 cum per annum (485 KLD) which will be sourced from the rain water collected in the mine pits and earthen pond in plant area. The rain water collected in the mine pits of Bharuwadih-Semaradih mine would be 519632 cum per annum and in Karhi-Chandi mine would be 51818 cum per annum at 5th years. Capacity of earthen pond in plant area for rain water collection is 100000 cum. Total rain water available in both mine and plant area would be 674450 cum at 5th year. Impact on ground water regime would be positive as the recharge quantity is more than the seepage available in the pit.  Detailed water budget for entire project which includes water harvesting, utilization and use demand by the nearby village, conservation plan and seepage management system etc. has been enclosed as Annexure 2. Point no.- iii . PP needs to submit the details of compensation for Chandi village people (89 families having houses) with quantitative values, such as the details of percentage of money going to spend different budget heads such as one time partial payment, fixed deposit and annuity and their timeline and, how the affected person/families will receive it and get access to it throughout their lifetime. . In addition, the Committee is of the view that PP should submit the details of family (number of people, cattle and others). . Budgetary provisions for family members (if family have girl child separate budget need to be allotted), other necessary facilities and their timeline in such manner that the efforts is easy to be quantifiably monitored. Budgetary Provision for girl child and cattle is given as below:

School of Village Karhi, Chandi and Khapradih which will include fees, books, uniform, bag and stationary.Approx. Budget is Rupees one lacs per annum.  Contribution of Rupees eleven thousand for each girl marriage.  It is proposed to provide sanitary napkin to all the girl child in Govt. School of village Karhi, Chandi and Khapradih with a budget Rupees fifty thousand per annum.  It is proposed to provide Rupees one lacs per annumto each Registered Govt. Gaushala of village Karhi, Chandi and Khapradih. Total budget would be three lacs per annum.

Point no.- iv PP needs to submit the budgetary provisions for compensation for land loser (for example PP needs to provide the compensation with respect to the minerals excavate from the affected families land till the life of mine). Reply  SCL is giving the land cost more than DLC and Market rate.  The proposed mining will pay Rs.8/ tonne of limestone under the District Mineral Fund (DMF). Total amount would be Rs.1.2 Cr/ Annum at full capacity which will be utilized by the local Administration for the development of the mine affected area in the following activities:  Drinking water supply  Welfare of women and children  Skill development for livelihood support, income generation etc.  Environment Preservation and Pollution Control Measures  Health care  Education  Welfare of aged and disabled people  Sanitation  Physical Infrastructure  Irrigation  Energy and watershed Development

Since, the purpose of DMF is for the development of the mine affected area, the additional compensation based on the mineral excavation as proposed is not economical viable. *****

1.0 INTRODUCTION

M/s. Shree Raipur Cement Plant (A unit of Shree Cement Ltd.) is located in Khapradih Village of Simga Tehsil of Balodabazar-Bhatapara District in the state of Chhattisgarh. Total plant area is 159.256 ha. EC has been granted vide letter no. J-11011/235/2008-IA-II(I) dated on 11.09.2019. To meet the limestone requirement Shree Cement Ltd. is proposing the two Mines given below:

Mine 1: Captive limestone mine (Karhi Chandi Limestone Deposit) of 1.5 Million TPA limestone (1.5 Million TPA Lime Stone and 0.5 Million TPA Inter-burden), lease area 242.127 ha, near villages: Karhi, Chandi & Khapradih, Tehsil- Simga, District Balodabazar-Bhatapara (Chhattisgarh)

Mine 2: Expansion of Shree Limestone Mine from 8.6 Million TPA to 11.06 Million TPA Limestone Production with 3.42 Million TPA Inter-burden & Over-burden and 0.96 Million TPA Top Soil (ML No. 38/2007, ML. Area: 531.126 ha) and crushers (Primary: 2 x 1200 TPH & Secondary: 2 x 450 TPH) At Villages: Bharuwadih & Semaradih, Tehsil- Balodabazar in District Balodabazar-Bhatapara (Chhattisgarh)

EC for both the mines are awaiting.

According to ADS points raised by the EAC members detailed report on cumulative effect of proposed mining and crushing of limestone and expansion of cement plant has been prepared which gives the cumulative peak incremental concentration of Particulate Matter and gaseous emissions to a distance of 10 km, due to the proposed mining & allied activities as well as proposed expansion of cement plant. The concentrations have been predicted in all directions covering study period during post monsoon season (Oct-Dec, 2017). Spatial distributions of all the pollutants are also presented in the form of Isopleths.

2.0 AMBIENT AIR QUALITY MODELLING

For obtaining quantitative value of impaction ambient air quality due to any of the proposed / expansion / modernization project, atmospheric dispersion modelling is carried out.

Mathematical modelling is an established and accepted technique to predict the impacts due to project. In this section, impact on air environment due to emissions generated from the proposed project activities has been assessed.

Prediction of impacts on air environment has been carried out employing AERMOD (American Meteorological Society/Environmental Protection Agency Regulatory Model).It is a mathematical model, working based on a steady state Gaussian plume dispersion, designed for estimating concentration of various pollutants from multiple sources (Point, Line, Area). It has been used for estimating the concentration of pollutants from Industrial sources.

In the Limestone mining project, emission rates are calculated from the activities including Drilling, Ore Loading, Haul Road, Ore Unloading, Crusher Plant, Stock Yard, Exposed Pit Surface, Exposed Waste Dump, Waste Loading and Unloading. Numerous researchers has derived various formulation based on the experimental data and generalized the emission calculation for various open cast mining activities irrespective of type of mining (CMFRI, 1998; Chakraborty et a!. 2002). The details of emissions computed from block wise mining operations and stack details of crushers and plant area are given below:

Data recorded at the weather monitoring station on wind speed, direction, and temperature at one- hour interval for the monitoring period -Post-Monsoon Season (Oct. to Dec., 2017). The temperature ranges from 10.2 oC -32.4 oC, relative humidity ranges from 40%-90% and range of wind speed varies from 0.1 m/sec -5.4 m/sec.

3.0 PRESENTATION OF RESULTS

In the present case, model simulations have been carried out for the integrated cement plant and captive mining projects to obtain an optimum description of variations in concentration over the site in 10 km radius covering 16 directions.

The incremental concentrations have been estimated based on mathematical emission data based modelling. For each time scale, i.e. for 24 hrs, the model computes the maximum GLC observed during the period over all the measurement points. Existing value has been covered in the Background Ambient Air Quality Monitoring. The Ground level incremental concentrations are estimated for the monitoring period. For each time scale, i.e. for 24 hr the model computes the highest concentrations observed during the period over all the measurement points.

The study area experiences moderate values of PM10 & PM2.5, however, all the parameters were found well within the prescribed limits. Due to the inception of mining activity in the area, there will be a slight increase in pollution levels, but the same will be controlled by adopting proper mitigation measures. WATER BUDGET REPORT 1.0 INTRODUCTION M/s. Mine 1: Captive limestone mine (Karhi Chandi Limestone Deposit) of 1.5 Million TPA limestone (1.5 Million TPA Lime Stone and 0.5 Million TPA Inter-burden), lease area 242.127 ha, near villages: Karhi, Chandi & Khapradih, Tehsil- Simga, District Balodabazar-Bhatapara (Chhattisgarh) Mine 2: Expansion of Shree Limestone Mine from 8.6 Million TPA to 11.06 Million TPA Limestone Production with 3.42 Million TPA Inter-burden & Over-burden and 0.96 Million TPA Top Soil (ML No. 38/2007, ML. Area: 531.126 ha) and crushers (Primary: 2 x 1200 TPH & Secondary: 2 x 450 TPH) At Villages: Bharuwadih & Semaradih, Tehsil- Balodabazar in District Balodabazar-Bhatapara (Chhattisgarh) EC for both the mines are awaiting. For meeting the MOEF ADS points, it was decided to carry out detailed investigation for Water Budget for water harvesting, utilization and use demand by the nearby village, conservation plan and seepage management system which may meet water requirement on sustainable basis. 2.0 WATER REQUIREMENT/UTILIZATION The total water utilization from Proposed Karhi Chandi Limestone Block (ML Area-242.127 ha) is 150 KLD and that of Semradih-Bhurawadih Limestone Mine (ML Area-531.126 ha) is 300 KLD and combined water utilization from both the Mines and Plant is 3935 KLD. 3.0 RAIN WATER HARVESTING & ARTIFICIAL RECHARGE The rainwater accumulation due to monsoon rainfall over the mine lease area and cement plant can be worked out based on actual size of mine pit taken from working mine plan and study year rainfall for the area and the total plant area. Out of total rainfall accumulation of rainwater 30% evaporates and 20% is probable recharge to groundwater storage. 4.0 SEEPAGE MANAGEMENT SYSTEM Mine Seepage The mine seepage has been estimated using Darcy’s equation which states that flow is directly proportional to surface area of aquifer exposed in mine pit face and the gradient of water table.

6.0 CONSERVATION PLANS Water conservation includes all the policies, strategies and activities to sustainably manage the natural resource of fresh water, to protect the hydrosphere, and to meet the current and future human demand. The plans adopted by SCL to conserve water are as follows:  One strategy in water conservation is rain water harvesting. Digging ponds, mine sumps, expanding the water reservoir, and installing rain water catching ducts and filtration systems in the plant as well as in the mines are different methods of harvesting rain water.  Another strategy in water conservation is protecting groundwater resources. This can be done by recycling the waste water from the plant as well as the mines in the ETP and STP and conjunctive use of the recycled water in several activities.  To set up STP in the colony to recycle the domestic water for its proper use.  An additional strategy to water conservation is practicing sustainable methods of utilizing groundwater resources such as drip irrigation which requires little water compared to other irrigation methods.  A fundamental component to water conservation strategy is communication and education outreach of different water programs. Providing trainng to the nearby villagers of how water systems work is an important aspect when creating a management plan to conserve that system and is often used for ensuring the right management plan to be put into action.  Periodical monitoring of ground water quality will be carried out to protect the quality.
