INTRODUCTION This document is a summary of the Environmental and Social Impact Assessment (ESIA) of the Transport Sector Support Programme Phase 2 which involves the execution of works on the Yaounde-Bafoussam-Bamenda road. The impact assessment of the project was conducted in 2012. This assessment seeks to harmonize and update the previous one conducted in 2012. According to national regulations, the Yaounde-Bafoussam-Babadjou road section rehabilitation project is one of the activities that require the conduct of a full environmental and social impact assessment. This project has been classified under Environmental Category 1 in accordance with the African Development Bank’s Integrated Safeguards System (ISS) of July 2014. This summary has been prepared in accordance with AfDB’s environmental and social impact assessment guidelines and procedures for Category 1 projects. -

Monthly Humanitarian Situation Report CAMEROON Date: 27th May 2013 Highlights The Health and Nutrition week (SASNIM) was organized in the 10 regions from 26 to 30 April; 1,152,045 children aged 6-59 months received vitamin A and 1,349,937 children aged 12-59 months were dewormed in the Far North and North region. 1,727,391 (101%) children under 5 received Polio drops (OPV), and 38,790 pregnant women received Intermittent Preventive treatment (IPT). A mass screening of acute malnutrition in the North and Far North region was carried out during [the Mother and Child Health and Nutrition Action Week (SASNIM), reaching 90% of children. Out of 1,420,145 children 6-59 months estimated to be covered, 1,288,475 children were enrolled in the mass screening with MUAC, 425,892 in the North region and 862,583 in the Far North. 50,583 MAM cases and 9,269 SAM cases were found and referred to outpatient centres. 10 health districts out of 43 require urgent action. A 10 member delegation led by the UN Foundation team consisting of US Congressional aides and Rotary International visited Garoua - North Region to look at Child Survival and HIV initiatives from April 27 – May 2nd 2013. Following the declaration of state of emergency on May 14 in Nigeria, the actions carried out by Nigerian Government towards the Boko Haram rebels in Maiduguru State (neighbor of Cameroon) may lead to displacement of population from Nigeria to Cameroun. Some Cameroonians living near Nigeria Borno State are moving into Far North region of Cameroon. -

Contexte et justification Le Plan Communal de développement (PCD) de Dziguilao s’inscrit dans le cadre global de la recherche de l’amélioration des conditions de vie et de la lutte contre la pauvreté. Cet objectif est au centre du Document de Stratégie pour la croissance et l’emploi (DSCE) et la vision 2035. C’est ainsi qu’avec l’aide des partenaires au développement, le Gouvernement a poursuivi avec le Programme National de Développement Participatif (PNDP) dans sa phase II. Ce Programme a pour mission principale de responsabiliser les communes à la base dans le processus progressif de décentralisation ; afin de les rendre acteurs de leur propre développement. Le mode d’intervention du PNDP passe essentiellement par l’élaboration participative du Plan Communal de Développement (PCD). C’est un instrument de prévision et de partenariat. Le PCD est la vision de développement d’une Commune, un guide des actions à mener dans le temps et dans l’espace pour améliorer le cadre de vie des populations. Pour l’accomplissement de sa mission, le PNDP s’appuie sur des organisations relais appelées Organisme d’Appui Local (OAL). -

CAMEROUN: Extrême-Nord, Logone-et-Chari, Mayo-Danay Situation Report No. 03 Ce rapport a été produit par OCHA en collaboration avec les partenaires humanitaires. Il a été publié par le Sous-bureau OCHA de Maroua et couvre la période du 13 novembre au 3 décembre 2019. FAITS ESSENTIELS • Nouvelles alertes d’inondation dans l’ensemble du département du Logone et Chari – 80,000 personnes menacées. • Généralisation de la montée des eaux qui continuent entre autres dans la rivière El beid (qui longe la frontière entre Cameroun et Nigeria). • Environ 3,000 personnes à assister d’urgence a Tilde, Darak et Blangoua dans le Logone et Chari. • Réponse aux évaluations en cours autour de Tilde (Makary et Logone), Blangoua, Amtchoukouli et Darack. • Réponse aux inondations dans les villages de Zina en continue . • Le PAM a assisté 27,000 personnes dans le Mayo Danay et a Zina. • Impact sévère sur les récoltes de riz et de sorgho dans l’ensemble du Logone et Chari. CONTEXTE HUMANITAIRE Les inondations continuent de provoquer des déplacements temporaires de populations dans de nombreuses zones du département du Logone et Chari. On estime à plus de 60,000 le nombre de sinistres avec des degrés de vulnérabilités variables. Des milliers d’autres sont sous la menaces de la montée des eaux qui continuent dans la rivière El beid le long de la frontière avec le Nigeria (Afade – Bodo – Fotokol) La majorité des personnes forcées de quitter leur foyer a trouvé asile auprès des familles d’accueil dans les villages voisins. -
