Introduction 1.1 Terms of Reference Following the judicial conference held at Napier on 26 June 1998, the Presiding Officer directed on 2 July as follows: 18. Inquiry boundary mapping exercise - The Tribunal will produce maps displaying its current understanding of the area claimed by each claimant group. These will be released to parties in draft form, seeking comment and amendment. The maps will not address or determine the customary rights in any area. The purpose is to clarify each claim area and, thus, the boundary of the entire Mohaka ki Ahuriri Claims Inquiry district. The specific terms of reference were a) To produce draft maps, together with an explanatory commentary on each, displaying the Tribunal's current understanding of the area claimed by each claimant group and to circulate these to all parties in draft form seeking comment and amendment. b) Taking account of comments received, to prepare final versions of the maps and to integrate them into a composite map of the inquiry district with an explanatory memorandum. In phase 1 of the project, draft maps of each claim boundary were prepared on the basis of information provided in statements of claim and any associated documents.
