Minutes 2018 WYE with HINXHILL PARISH COUNCIL - MINUTES 2018 Minutes of Meeting of the Parish Council held on Thursday 1st February 2018 at 19.15 Small Village Hall, Bridge Street, Wye 15/18 Present: Cllr Ovenden (Chair), Cllr Bartley, Cllr Bouverie, Cllr Dod, Cllr, Reece, Cllr Vousden, Cllr West, Community Warden Richard Sinden, PCSO Lee Sinden, PCSO Julia Ghost, one member of the public. Minutes: Ms Baines Apologies: Cllr, Coxon, Cllr Shouts, Mrs Apps, Mrs Briant 16/18 Change of Proper Officer To note change of Proper Officer, following appointment of the new Clerk. 17/18 To receive declarations of the existence and nature of any Disclosable Pecuniary Interest (DPI) and any Other Significant Interest (OSI) from members concerning items on the agenda Cllr Ovenden declared an OSI as a Member of ABC Planning Committee. Cllr Reece declared an OSI as the Parish Council representative on the Wye Village Hall & Recreation Ground Management Committee. Cllr Bartley declared an OSI as a member of the Village Design Group. 18/18 Public Open Session No member of the public wished to speak. 19/18 To approve the Minutes of the previous meeting a. The Minutes of the Parish Council held on 7th December 2017 were approved as an accurate record; proposed by Cllr Reece and seconded by Cllr Bartley. b. The Minutes of the Parish Council meeting held on 18th January 2018 were approved as an accurate record; proposed by Cllr Reece and seconded by Cllr Bartley. 20/18 To receive oral or written reports, and authorise any action a. Community Warden Richard Sinden gave a verbal report of activity and incidents in the village. There was some discussion relating to reported problems of dog fouling within the village. Reporting of incidents to Ashford Borough Council (via their website) was encouraged. b. PCSO Lee Sinden stressed the importance of the 101-telephone number and online reporting facility, to ensure there was a true reflection of crime in the area. It was noted that the defibrillator supplied by the Parish Council at Wye Fire Station had been taken down and replaced with a device supplied by Kent Fire and Rescue. Action: Cllr Bartley to follow up. c. Mrs Apps & Mrs Briant, Parish Council representatives on the Lady Joanna Thornhill School Foundation were not present at the meeting and no report had been received. Action: Clerk to continue to invite representatives to future meetings. d. Ward Member Noel Ovenden – nothing to report to this meeting. e. The Clerk reported progress relating to Harville Road speed reduction. Action: Clerk to ensure that signs go up to show new speed limit, once process is complete. Minutes 2018-0201 Council 1 of 6 WYE with HINXHILL PARISH COUNCIL - MINUTES 2018 21/18 Governance and Finance a. It was noted that the Department for Communities and Local Government (DCLG) will now be known as the Department for Housing, Communities and Local Government (HCLG), with Sajid Javid remaining as Secretary of State b. Advice received from Local Council Public Advisory Service suggested that Councils can appoint a staff member as a Data Protection Officer. c. To note tree work undertaken in relation to two Field Maples on the Recreation Ground. The Clerk sought three quotes and instructed the work to be carried out at a cost of £400+VAT. It was agreed to finance these works through the tree reserves. d To consider and approve quotes for tree work on Churchfield Way. It was resolved to approve the quote of £2,232.00 to undertake work to take out dead trees in the area, and remove diseased limbs from other trees where needed. In addition, trees would where necessary, be cut back to provide clearance over pathways. Proposed by Cllr Dod and seconded by Cllr Ovenden with all in favour. It was resolved to undertake these works but to postpone a decision on work to those trees which overhang the electricity sub-station. Action: Clerk authorised to take action to 1) instruct tree surgeon and 2) undertake application for planning permission, with Cllr Bartley assisting to produce map to illustrate tree locations. e. To consider and approve quotes for repairs and maintenance to Public WCs; The Jungle and Playpark; removing barbed wire from fence along public footpath and removing burial ground spoil heap to rear of New Burial Ground. Proposed by Cllr Bartley and seconded by Cllr Bouverie, with all in favour. It was resolved to proceed with these works with exception of pressure washing, which would be revisited later in the year and removal of spoil heap which was not included in the quotation. Action: Clerk to issue instruction for work to proceed. f. To note that the domain name wyeparish.info has been renewed g. To consider and approve cost of Sign-up to stakeholder pension. Proposed by Cllr Bartley, seconded by Cllr Reece, with all in favour. h. To review inclusion of equipment fund within the budget. This item was deferred until a later meeting. i. To approve cost allocation of invoices. Allocation of invoices to cost centres was to be undertaken outside of the meeting. j. To note any income received No income had been received. k.
